The Special Studies Committee considered the following items:
1. Docket No. 09080028 ADLS Amend: Turkle Associates Signage
The applicant seeks design approval to relocate a wall sign from the SW corner to the south fagade of the
building. The site is located at 11455 N. Meridian St. and is zoned B-6/Business within the US 31
Overlay Zone. Filed by Amanda Gates of Sign Craft Industries on behalf of Turkle Associates.
Present for Petitioner: Dave Knowland, Sign Craft Industries, Dave Kublee, Turkle Associates
Overview:
Propose to relocate current Turkle wall sign from west corner to south fagade of the building
Visibility of any sign on east elevation would be limited due to mature trees
Upon completion, there will be a sign on the west side, south side and southwest corner
Dept Report, Rachel Boone:
Recently a Variance was approved to permit an additional sign on south fagade rather than east fagade
Re- positioning signs allows for a new tenant
Turkle sign will face south
Department supports the relocation and positioning of the signs
Motion: Woody Rider "to approve Docket No. 09080028 ADLS Amend, Turkle Associates Signage." The
motion was seconded by Madeleine Torres, voted 4 -0. Motion Approved
Docket No. 09090019 ADLS Amend: West Carmel Center, Blk B, Lot 1 Ameriana Bank
The applicant seeks approval to modify the landscape plan remove some plant material. The site is

located at 3975 W. 106"' St. and is zoned B-5/Business. Filed by Alan Armstrong for Ameriana Bank.
Present for Petitioner: Alan Armstrong, A.J.Armstrong, Inc., 320 North Meridian Street, Indianapolis; Al
Williams, Vice President and Security Officer for Ameriana Bank, 1908 Bundy Avenue, New Castle, Indiana.
Overview:
Ameriana location was previously location for Union Federal/Sky/Huntington Bank
Site is just east of Michigan Road on 106' Street, east of Walgreens
Ameriana Bank is headquartered in New Castle and is expanding franchise
Ameriana is a small Indiana Bank moving into the Indianapolis market place and surrounding areas
Ameriana is at a great, competitive disadvantage due to lack of visibility of building
Petitioner has met with Urban Forester representative, Daren Mindham
Possible solution would be to trim evergreens up 3 to 6 feet from the bottom
Petitioner proposes to replace with additional shrubs to match existing species
Petitioner proposes to eliminate trees and replace with shrubs
Security Concerns, Al Williams:
Site purchased in winter season
Completed Site Survey shows a lot of foliage
Visibility is a major security concern
Currently an increase in crime in some areas
Concern would be for employees who would park at east end of lot where there are three, very large
evergreens for screening
Trees along the north side that run cast/west, parallel to 106' Street block the window areas
If ever a hostage situation, trees would block visibility of law enforcement officials
Department Report, Christine Barton Holmes:
Request filing fee from petitioner (delivered on spot)
City does not regard replacing trees with shrubs as a one to one replacement—petitioner would need to
file for a variance
Deadline for filing for a variance is Friday, Oct 9"' for November Docket
Urban Forester also mentioned "tidying up and limbing up" existing trees 3 to 6 feet
Very little landscaping work has been done in the year the site has been vacant
Tidying Up would increase visibility, would be aesthetically pleasing, appropriate for the trees, and
would create needed visibility
Needs to be some sort of compromise with Urban Forester regarding the removal of evergreens
Dept understands and recognizes need for visibility and safety however, City does have landscaping
standards
Some of the older sites do not have the same standards regarding landscaping; newer sites do conform to
City standards
Dept suggests tabling until variance or landscaping issue is decided
Committee Comments /Questions:
Other sites in the area do conform to the City standards
Petitioner was aware of location/visibility before purchase of facility
Committee Requests more information before voting
What is the current tree count
Trimming from the bottom up is a "stupid" solution, although you do have to put something back on the
site

Petitioner is willing to work with the Dept on tree count and will submit a tree /landscaping proposal
Motion: After discussion regarding landscaping and safety /security issues, Woody Rider made formal motion "to
TABLE Docket No. 09090016 ADLS Amend, West Carmel Center, Blk B, Lot 1, Ameriana Bank to the
November 3, 2009 Special Studies Committee meeting." The motion was seconded by Heather Irizarry, voted 4 -0
Motion Carried
3. Docket No. 09030012 ADLS Amend: Midwest Eye Institute Signage (Springmill Medical Office
Building Phase II)
The applicant seeks approval for a new directional ground sign. The site is located at 200 W. 103 St. It
is zoned B-3/Business. Filed by Charles Hunt of United Sign And Awning.
Motion: Woody Rider, "to Dismiss Docket No. 09030012 ADLS Amend, Midwest Eye Institute Signage
(Springmill Medical Office Building Phase II for lack of prosecution in accordance with the Plan Commission's
Rules of Procedure. The motion was seconded by Madeleine Torres, voted 4 -0. Motion Carried
4. Docket No. 09090015 ADLS Amend: DWA Healthcare Communications Group Signage
The applicant seeks design approval for a new wall sign. The site is located at 630 W. Carmel Dr. and is
zoned M- 3/Manufacturing. Filed by Don Miller of A Sign By Design on behalf of DWA Healthcare
Communications Group.

Overview:
Proposal is for a new wall sign located at 630 West Carmel Drive
Sign will be black during the day, white at night
Logo will show in color both day and night

Sign is 85 square feet; 88 square feet is allowed per previous variance
Logo is within size regulations
Dept recommends favorable considerable

Group Signage as presented." The motion was seconded by Heather Irizarry, voted 4 -0. Motion Approved
5. Docket No. 09090021 ADLS Amend: Mohawk Hills Apartments Signage
The applicant seeks design approval for 3 new identification signs. The site is located at the SW corner of
126' St. and Keystone Pkwy. and is zoned PUD /Planned Unit Development. Filed by Matt Griffm of
Buckingham Companies.

Overview:
Proposal is for 3 new identification signs
Petitioner re- facing the sign on Keystone with white background, floral/leaf print, new columns

Signs will be externally illuminated
Dept Report, Rachel Boone:
Combined total of square footage for signs on existing brick entry walls (22.76 sq. ft.) is under 75 feet
allowed by Gramercy PUD
Sign on Keystone Parkway will be 46.5 sq. ft., under 8 feet tall and within allowable of Gramercy PUD
Signs meet Carmel Ordinance as well as the PUD
Motion: Woody Rider to approve Docket No. 09090021 ADLS Amend, Mohawk Hills Apartments Signage as
presented to the Committee." The motion was seconded by Madeleine Torres and voted 4 -0 Motion Approved
