HomeMy WebLinkAboutD-1984-10 40 MPH on Keystone Parkway/96th to Lowes WayORDINANCE D- 1984 -10 AN ORDINANCE OF THE COMMON COUNCIL OF THE CITY OF CARMEL, INDIANA, AMENDING CITY CODE CHAPTER 8, ARTICLE 3, SECTION 22(a), CHANGING THE SPEED LIMIT TO 40 MILES PER HOUR ON KEYSTONE PARKWAY WHEREAS, the City of Carmel, Indiana, has the authority to establish motor vehicle speed limits pursuant to Carmel City Code Chapter 8, Article 3, Section 8 -15; and WHEREAS, the Common Council, based upon the construction status and condition of Keystone Parkway, now finds it necessary to establish the speed limit on such street, subject to any other ordinances regarding specific construction zones. NOW, THEREFORE, BE IT ORDAINED, by the Common Council of the City of Carmel, Indiana, as follows: Section 1. The foregoing Recitals are fully incorporated herein by this reference. SPONSOR: Councilor(s) Griffiths Section 2. Pursuant to City Code Section 8 -15, City Code Section 8 -22(a) is hereby amended to include the following streets: "Sec. 8- 22(a)(18). Keystone Parkway from 96th Street to Lowes Way" Section 3. The Street Department is directed to promptly install appropriate signage consistent with this request. Section 4. All other current provisions of City Code Sections 8 -22 shall remain in full force and effect and are not affected by this Ordinance. Section 5. All prior ordinances or parts thereof inconsistent with any provision of this Ordinance are hereby repealed, to the extent of such inconsistency only, as of the effective date of this Ordinance. However, the repeal or amendment by this Ordinance of any other ordinance does not affect any rights or liabilities accrued, penalties incurred or proceedings begun prior to the effective date of this Ordinance. Those rights, liabilities and proceedings are continued and penalties shall be imposed and enforced under such repealed or amended ordinance as if this Ordinance had not been adopted. Section 6. If any portion of this Ordinance is for any reason declared to be unconstitutional or invalid, such decision shall not affect the validity of the remaining portions of this Ordinance so long as enforcement of same can be given the same effect.
