The site is located at 1224 S. Guilford Road. We are proposing 100 Townhomes going across the street with the construction with Pulte. Utilizing the site for detention ponds and courtyards. Significant landscaping. The front elevation will be all brick with decks off the back overlooking the courtyard. HOYES: No additional comments. GROVES: Show pole line along the road. Concerned about entrance if the poles are in the way of DOBOSIEWICZ: the excell/decell lanes. We need to sit down and work out the transformer layout. HOYT: Please call to get this going. SHUPPERD: We have a main out of Lennox. We need to sit down for meters and banks, for BROOKE: service. GROVES: We can meet together with Shupperd in my office and work out both details. SHUPPERD: Earlier than later. HILL: I faxed my comments. Looking for improvements and passing blisters. DOBOSIEWICZ: Coordinate that with the Developer on improvements Guilford is an old street. Want a follow up with Developer across the street on passing blisters. HILL: Will that eliminate the Wetlands? DOBOSIEWICZ: They are looking at environmentals. It is undetermined at this point. HILL: Are the streets private? PITTMAN: Yes. DOBOSIEWICZ: South access, provide ingress /egress. HOYT: Which way will the north end buildings face toward the street or away? PITTMAN: We have not decided but you will have an access to them. BROOKE: You will need street name approvals. BREWER: Good species diversity and tree preservation around the pond. DOBOSIEWICZ: We have not compared PUD with plans. If there is glitch we will work it out. Verify thoroughfare right -of -way on Guilford. FELTNER: Sanitary sewer construction plans need to be submitted for review by the District's Engineers. A District project application must also be submitted. Please submit two sets of plans to the District for review. An IDEM construction permit may be needed: if so, all IDEM submittal information should be provided following the District's plan review. BLANCHARD: Are there any structures that will be removed? If so, how many? No earth moving to take place until a demolition permit is on file. Are there any abandoned wells, septic tanks, or fuel tanks? If so, no earth moving to take place until a demolition permit is on file and/or Morris Hensley has been contacted. (571 -2673) Demolition permit applications may be picked up the office of Building Code Enforcement at City Hall, on the 1S floor. Will there be a construction trailer, model home, and/or temporary sales office? If so, will need Temporary Use Application. We will need specific details for the two hour fire separation wall from foundation to roof on this town home construction. We also will need to see the method of draft stopping on the construction plans. What is the approximate square footage, from the smallest to the largest, and what is the estimated cost of construction? A pre submittal meeting will be required. No building permit will be issued before the pre submittal meeting. Outdoor ramps and outdoor approaches to ramps shall be designed so that water will not accumulate on walking surfaces; and in climates subject to snow and ice, shall be designed to minimize the accumulation of same. Chapter 10.02.A Special Use. The site is located northeast of 131 st Street and Shelborne Road and is zoned R -4 /Residence. Three Ryland Townhomes with three (3) Football fields. They are regulation size being used by the Dad's Club. North parking has drainage problems so a lake has been inserted in that area and we have moved the parking to the east. We have a small building for storage and concessions. The site will be irrigated from the east pond. No permanent Score Board, Bleachers or Goals. HOYES: I have sent comments on the overall Stanford project. No further. GROVES: This is Ron Booher's area. He will need a set of prints, 2004 Auto -cad, Loading Requirements and Serviced Request. SHUPPERD: Gas? ELMORE: The concessions will have portable heaters so we are not sure yet. SHUPPERD: Okay, no gas in Section One of Stanford yet. Let us know as soon as you can if you will need gas. HILL: Concession will need availability for water. Give us an estimate on usage. Is the parking private? We do not recommend inverted crowns. DUNCAN: We do not see ADA spaces. You will need those. You will need to provide ADA access to the fields themselves. SOUTH: Dirt work? How will you do all three sections and amenity area? ELMORE: All at once. SOUTH: I will ask for a unified plan that ties it all together. You have piecemealed the project, and I need it submitted whole. Current construction sequence is more for residential it needs to be more of a unique construction that addresses this site specifically. ELMORE: Then we will get together with you. SOUTH: Well- groomed ball fields mean fertilizer and weed control. Recommend a more Turf- like field by reducing storm water pollutants with slow release fertilizers and not over fertilizing with controls. HOYT: No comments. GAJOWNIK: No comments. BREWER: I have a comment letter here for you (passing letter to petitioner). There appears to be some changes on parking lot block "A" in landscaping. Attached is illegibly sized schedule for planting detail and notes. Show Limits of Construction, Graphic Tree Protection and overhead lines. DOBOSIEWICZ: Layout is great. Work out sidewalk in front of the houses starting at the street and encircles the fields with several accesses to come out along the drive here. Need this type of landscaping plan added to the construction plans. Greg Hoyes will have comments for you on that area to the south with regard to the sanitary. Shingles and building material for the concession building to match Stanford Subdivision. One area called out, a grouping of shrubs on the north side middle they need to be put somewhere other than where they are. The sidewalk needs to be on the home side of the swale and on the home and landscaping side of the field. BLANCHARD: No plans. No comments. FELTNER: Building permit should NOT be issued be issued unless the District has issued a connection permit and any work on the sewer connection will require a District permit and inspection. The site is zoned S -I /Residence -ROSO. HOYES: This is Carmel's Jurisdiction. GROVES: We need new updated site plans and 2004 Auto -cad. SHUPPERD: No comments. HILL: I faxed you a letter. Not sure if it can be simplified per your letter. COMPTON: We have stopped the traffic off the end of the cul -de -sacs by adding landscaping. SOUTH: I am not satisfied with the use of the topography out there with the rolling landscape. I would like to see more of the ground left as is. Storm water pipe discharges into pond number five close to the outlet of that pond. Move pipe to the west end of the pond. HOYT: Did we downsize the lots to accommodate more homes? COMPTON: There are two different size lots and we just added additional sixty -five (65) Empty Nester type smaller lots. HOYT: What are the hatch marks in the eyebrow? GORDAN: You are looking at the Open Space Plan. HOYT: I will send you the radius for my trucks and specs on the Ladder. What is the height of these? COMPTON: Single- story, no basements. GAJOWNIK: No comments. BREWER: No plans need Open Space and Landscape Plans. GORDAN: Passed plans to Scott Brewer in meeting. BREWER: Do not plant Hawthorn within fifteen feet (15') of pavement or sidewalk. DOBOSIEWICZ: Look at shortening the southern most ends of the two cul -de -sacs. You need to pull them back forty feet (40') to the north. I am okay with lots 331 346 to be oddly shaped. Especially this one at the eastern most edge it may be difficult considering the depth of lot 273. As this new section reaches Cherry Creek Boulevard from that point east we would like you to provide a ten feet (10') asphalt path provided on both sides of the street. I know there has been issue with the alignment of Cherry Creek Road and acquisition of right -of -way to produce the curbing out at Spring Lake Estates. On Cherry Creek Boulevard see if the City would condemn that area for that improvement? I met with the Spring Lake Homeowner's Association and they want a meeting with you to discuss their issues. Once that is done maybe looking into extending the fence over to the intersection. Meet with residents and work out your issues before the Public Hearing. Regarding engineering I believe not curbing the median has left that area rutted. I would like to see design and incorporate the new section while providing the curb. Let's go ahead and complete the Cross Section. The entrance off of Cherry Creek make sure you design that correctly for the purpose of the entrance across the street acting as your passing blister. It appears you need right of -way frontage for your d/cell we would like you to pickup the entirety of this page 8 of 2 Technical Advisory Committee Minutes: June 16, 2004 property across his frontage. Your d/cell already takes up two thirds of his property. Comments pertaining to the positioning of the Cemetery you have done your environmental work? The site is zoned B -3 and B-2/Business within the US Highway 421 Overlay. We have changed the name to West Carmel Marketplace. Proposed a five (5) tenant space building and along US 421 frontage two (2) `B" shop building with a nine (9) tenants each. We will be filing Variances from foundation plantings and number of signs with additional Variances relating to facade material changes. We will also be filing a Plat to formally subdivide the parcel, the three buildings you see on the plan the in -line existing next to Super Target and the two `B" shop buildings toward the US 421 frontage. The buildings and the parcels around those buildings will be identified as blocks. Identifying future development areas with common and drainage areas. We will also be filing a Plat Vacation because of the parcel immediately south of the Super Target or Block "F" of the West Carmel Center. We will propose another new publicly dedicated street called 99 Street. That will be our primary proposed entrance to the site and a proposed extension of Commerce Drive. We propose a private frontage road. Proposing drainage ponds and Wetland at the rear of the parcel south far east corner of the lot and keeping it "as is HOYES: I sent a comment letter. You have one Regulated Drain and we will need to reconstruct. We talked to the County Surveyor about the pond layout and common area. Our office would like to work with Duke for a Regional Pond like the two in Ash Brook. Also some water quality treatments. Let's set a site meeting. GROVES: This is IP L. SHUPPERD: Jerry Breech is your contact. Fill out and send in your Customer Data Sheet. We will extend from Super Target down Commerce Road. Hit the `B" shops from Michigan Road banks and meters. HILL: You are outside Carmel's jurisdiction. SOUTH: Storm Water Pollution Prevention Plan is unapproved at this time. The proposed large building site is that area going to be disturbed? SNELLING: We show it as a soil stockpile. SOUTH: We would be interested in seeing a Regional Pond too. SNELLING: We have new Wetland Laws that will not allow in -line ponds. We have been advised not to disturb the Wetlands. SOUTH: That would be my understanding too that you could not use the Wetlands for treating your commercial water. On the other hand by front lacing the ponds around a Wetland area this will no longer be Wetland area. SNELLING: We would like to meet with you about this. HOYES: You will have to keep the drain in its existing channel. HOYT: All three buildings are sprinkled. SNELLING: Yes. HOYT: Do they have basements? SNELLING: No basements. HOYT: What is the building height? SNELLING: A story and a half (1 %2) with the largest building in back at twenty -four (24) at the parapet. HOYT: What about Fire Alarms? SNELLING: Potentially. HOYT: We would like a Knox -box and Knox caps on all the buildings. Painted fire lanes around the building and we would like to discuss additional locations for hydrants. BROERMANN: We have issues with the connection to Commerce Drive. We need to sit down and review this. J. Dobosiewicz we would like you to be present at that meeting. DOBOSIEWICZ: Okay. The opportunity for Commerce Drive to connect out of 96 Street is significant. Hearing Greg Hoyes' comments about some of their detention to be designed in such a manner Clay Regional will have an opportunity to work with the County to spread out some the cost while using TIF Dollars for the new connection. BROERMANN: Do you know where it will come out? DOBOSIEWICZ: We looked at five or six lots that we will need to acquire to make it necessary to bring it down and connect up. BROERMANN: We are looking for alignment. DOBOSIEWICZ: We are moving in that direction. GAJOWNIK: No comments. BREWER: Sent a comment letter to Mary Solada. Falls under the US 421 Overlay and does not meet it. Also request a meeting with a Landscape Architect. No foundation planting is fine just increased buffering. I have some suggestion for the parking lot. DOBOSIEWICZ: Larger islands? BREWER: Yes, and more plants. Plant material must adhere to nursery stock. Diversity comments on large Maple trees you need to punch that up regarding species. DOBOSIEWICZ: You have had a letter for a while I need your responses. Suggest working with Greg Hoyes and the State on accommodating goals for Commerce Drive and TIF resources for the Regional Drainage needs. We will push this back on the calendar to give you the time you need but get us revised plans and a couple of meetings. AKERS: Need a set of Plans. Docket No. 04050039 PP: Glen Oaks Subdivision Filed by Dave Barnes of Weihe Engineers REPRESENTING THE PETITIONERS: Dave Barnes, WEIHE ENGINEERING Jim Langston, LANGSTON DEV ELOPMENT The applicant seeks to plat a residential subdivision of approximately 51 lots. The site is located on West Road, just north of West 131 st Street. The site is zoned S- I /Residence Estate. We are satisfied and petitioner is happy but Clay Regional has had many conversations with us. Carmel Utilities and Clay Waste. HOYES: I sent comment letters. This will be a Regulated Drain Subdivision with a new Regulated Drain in Belle Wood to the west. You will need to contact the property owners to see if they are interested in becoming regulated. I have a copy of a letter that you can use. Also keep in mind the people to the south of the site regarding drainage. GROVES: This is Ron Booher's area. Need final, Auto -cad 2004 and Service Request. SHUPPERD: We will extent service up West Road. HILL: I faxed you preliminary requirements. Looking for road improvements will defer to J. Dobosiewicz for excell/decell and passing blisters. What is the left drive offset with the wide lane and no sidewalk? LANGSTON: Proposed right -of -way reduced to forty feet (40'). DOBOSIEWICZ: In the Thoroughfare Plan there is an option for residential configuration for forty feet (40') right -of -way with sidewalk on one side. DUNCAN: Drainage calcs needed. SOUTH: Regarding soils need to look at existing swale on Lot 24; you are not addressing that area. You need to capture the Drain Tile under that Lot according to the TOPO off site swale with approximately eight (8) acres of Watershed. Concern about a pond at the north end as far as having enough water to keep it full. Would like to see quantitative calcs on that. There is an existing sediment trap turning that into a 4 -bay at the end of construction. HOYT: I sent a letter regarding hydrant markers. I would like a note on the plan stating those will be installed. No amenity building. How do you access Lot 42 44 on Dolan Way without making a U -turn? LANGSTON: We have an ingress /egress easement. Our plan is to make one cut there and a shared drive will take you to 42 44. HOYT: The problem comes in when I am dragging a hose from this first hydrant down this narrow area with this buffer that will probably have trees planted in it. I will never make the turn without driving over these things. I would like to see this cut back significantly for clear access in front of both 42 44. DOBOSIEWICZ: Without a median? HOYT: Yes, we do not like medians they are a hindrance to us. page 11 of 2 Technical Advisory Committee Minutes: June 16, 2004 DOBOSIEWICZ: This is showing twenty feet (20') of pavement. HOYT: But if I have to get to Lot 44 and turn my standard truck around which is forty-nine feet (49') long. They will be forced to go on down, turn around and come back. I think there are overhead lines on 141S Street. We may have conflicts with buffer yard plantings. You can move those back if they are in conflict. Move to the berm or between the berm. You also show twenty -one (2 1) Green Spire Linden they are susceptible to Japanese Beetles. I suggest replacing with American Bass Wood or Sterling Silver Linden.
