The applicant proposes a new commercial building and associated signage. The site is located at 1301 South Rangeline Road. The site is zoned B -8 /Business. We are going to demo the original 11,000 square feet develop on the northwest quad. This will be mixed use professional offices and restaurants with a proposed drive -thru from the south with an outlet to the east. DeBoy: We would like info on transformer placement from Cinergy. We would like to get together on the specs for the Carmel Drive Streetscape. Duncan: We have comments ready. DeBoy: We show fifty feet (50') right -of -way and Engineering says it is forty -five (45)? I looked at the plans along Rangeline it shows forty -five (45) and DOCS is requesting fifty -five (55). What is the right -of -way? Dobosiewicz: Is the building angled? DeBoy: The right -of -way angles. We will be addressing the parking after we get your comments. Dobosiewicz: We asked for the right -of -way for a future dedicated right turn. DeBoy: What is the timeframe? Duncan: None yet. DeBoy: What about the path? Dobosiewicz: We will use a sidewalk here. DeBoy: You requested a traffic study? Dobosiewicz: Not traffic study but turning movements at the entrance of your site on Rangeline. Queuing of traffic turning into your site. DeBoy: Traffic impact study or count? Duncan: Give us information from peak times. Dobosiewicz: We should have info on that area from twelve (12) to twenty -four (24) months Dobosiewicz: Are all the areas outside the planting plan is that sidewalk from the back of curb to the building space. DeBoy: Limits of demolition to the west and north are to the back of curb other than the ornamental gate at the intersection. Convey to D. Coots we will be looking for dedication commitments on the right -of -way. Transfer the landscaping to a set that shows the rights -of -ways. Make sure you have the traffic study with you so you are not held up in Plan Commission. We would want to see this plan dashed in of how it could connect with the site to the south and provide on the Development Plan a cross access easement for future redevelopment. Hoyt: Two story? DeBoy: Multi -story but not a full two story. Hoyt: We may need an additional Fire Hydrant at the connection or within fifty feet (50') of the hookup. DeBoy: East of the drive up? Hoyt: Yes. South: Storm Water Prevention Plan is still unapproved. DeBoy: Southern most manhole is the location we think we will use. We can use a separator if necessary and most cost effective. South: Look for areas you can use for Storm Water Quality. Brewer: Comments for you, I will pass them down. Areas on the east side of the White Pines save those but the bushes to the south need to go. Like J. South said maybe you can use the courtyard to help with storm water. Work with the Bank on that to integrate landscaping on the south side. Species and graphic details we can talk about later. Planters will work but consolidate make small larger and relocate. Beef up landscaping on the Carmel Drive and Rangeline sides. Dobosiewicz: Turn curb out on site plan and add spaces wider for the two lanes then it will not interrupt you if the change comes. It was my understanding that it is two stories 4,000 square feet up and 11,100 square feet down that meets the parking needs. Our support of the Variance is necessary to pull this building to the street are contingent upon providing some portion of second story occupyable space, that needs to be passed on to D. Coots. Provide to us a sketched drawing of the site showing a building with required parking, and landscaping space. Submit a rough sketch to us as soon as possible and we will get comments back to you. DeBoy: Do we have to show where a truck will make a three point turn? Dobosiewicz: You do have to show it, I suggest you use a template. Comment letter was sent to D. Coots. We need to get together with Engineering on the right -of -way dedication. Photo metric Plan needed, cut sheets for light fixtures, attached fixtures need to be 90 degree cut -off, down lights. Need to see detail of the trash enclosure side materials need to be consistent with building. Show canopy extended to the south and incorporated into the building. Show stacking but it appears you are fine. Dedication of right -of -way is necessary pursuant to Development Plan approval. Outdoor seating show cut sheets with tables, chairs, and umbrellas to the Plan Commission if any. You will need to submit applications to the BZA if they have not been made. Blanchard: Each required accessible means of egress shall be continuous to a public way. The means of egress, including the exit discharge, shall be illuminated at all times the building space served by the means of egress is occupied. Will there be a Construction Trailer? If so, it will need a Temporary Use Permit. Applications are at the office of Building and Code Enforcement on the 1S t floor of City Hall. South: Less than one (1) acre disturbed so no comments. Brewer: We need to bring this up to the Commercial Standards under the Overlay. Trees have been removed and many others will need to be removed. Upgrade Landscape Plan to meet the ordinance for the Michigan Overlay. Dobosiewicz: Meet with S. Brewer to determine what the additional plantings should be. S. Brewer there are trees shown on the Plan that are not on the site? Brewer: Yes. Warshauer: They were in the right -of -way. Dobosiewicz: It is my understanding that there are no additional building permits being sought so my recommendation is you get the needed landscaping issues resolved within the next 30 days to proceed with the Letter of Grant and Inspection. Feltner: The District has not received plans on the proposed parking area on the site. This location is not currently served by the District, but is in our service area. The subdivision is served by a frontage place and we are proposing that the frontage place be private maintained by a Homeowners Association. Hoyes: I faxed G. Murray a comment letter. You cannot detain on the lots by County Ordinance so upsize the pipes for storage? Murray: This is dry detention so can we variance? Hoyes: You can before the County Drainage Board. We do have an offsite, unregulated Watershed that cuts across the school. Murray: We are rerouting down the property line. Griffin: We sent you a letter. Issue with entry of the frontage place intersection will you be bumping down? Murray: We will potentially look for a variance. We are having complications getting satisfaction from Engineering, Fire and Emergency, and bus traffic is an issue. So we are working through it to please everyone. Dobosiewicz: Who has the issue and what is the issue? Murray: This distance from the centerline of that (pointing to the plan)... to the centerline of that, is shorter than... (interrupted). Dobosiewicz: A driveway over to the lots is okay with everyone, how far back? Broermann: 200 feet. Murray: We are very close at 185 feet. Dobosiewicz: Make it whatever S. Broermann is asking. You do not want to get caught up in Plan Commission over fifteen feet. Murray: The other practical issue is the median we do not want to ask for a cut. Griffin:... and we do not want to see another access point in there. Dobosiewicz: Can you show us a better rendering when you submit to the Board where the concrete median centering exists how that accesses the roadway? We would support a Subdivision Waiver from that requirement. Shupperd: We have Gas across the street. Dobosiewicz: What I want to acknowledge in regard to the existing path along Towne Road make sure that you have a good idea of how that path intersects the two access points. It wants to be concrete. The asphalt does not want to be lapped up against the side of your roll curb. Broermann: I sent you a letter. We do not have a problem with the streets remaining private as long as they are built to County Standard. You will need an agreement on the maintenance however to show how that works out. Dobosiewicz: No gates. Broermann: Address maintenance and we will want to see that before approval will be given. Murray: It will be in the Covenants. Broermann: We need to see that. Gajownik: Will you be naming if off the frontage road? Hoyt: Please address it off Towne Road. Duncan: No comments. Hoyt: I will pass this letter to you about Hydrant markers. South: I sent you a letter. Soils information rerouting channel should require IDEM Water Quality Permit. Detention scheme current layout looks good on Water Quality Practices. Brewer: We met on site and I am waiting for your update plans to comment. Dobosiewicz: Make sure you have a specific plan in place for tree preservation it will be held up at the Plan Commission if you do not. Call out the fence detail. G. Murray I would call -out for the Plan Commission your proposed Covenants and Restrictions on lot sizes and home sizes. The City's plan for Towne Road is the same as Hazel Dell Parkway and although this may not affect you across your frontage anticipate the increased level of traffic along Towne Road more buffering will be encouraged. tie distance of access points into that single Waiver. The applicant seeks approval of a building and parking lot expansion. The site is located at 220 South Range Line Road. The site is zoned B -1 /Business and is within the Old Town Sign Boundary Overlay. Reis: The Carmel Redevelopment Commission (CRC) owns the north parcel, formerly known as the O'Malia's Bakery scheduled for demolition soon. The Petitioner wants to add on to existing Fireplace Shop for additional display area. We are filing a site plan in hopes to eliminate the curb cut and place a commercial curb cut on the south. If we can come up with a development plan agreement with the CRC for access from the north we will do that. Hoyes: Need drainage calcs and when you reach the construction phase show me how it will get to the Legal Drain? DeBoy: There is an existing tile to the north. We plan to sheet drain, outlet, and meter to the Outlet Drain. Tile connects to the drain. Griffin: No comments. Shupperd: Passing contact sheet to you. No comments. Duncan: Right -of -way calls for additional fifteen feet (15'). Building shift make sure you have enough... (interrupted). Reis: We will be going to the BZA on this. Wanting to sheet drain into a Bio -swale opposed to curbing to funnel it in. Dobosiewicz: Can we configure the ten (10) spaces and flip them ninety degrees against the building? DeBoy: Yes. Dobosiewicz: You would get two more spaces. DeBoy: Okay. Dobosiewicz: I prefer that if you are considering not to curb. We are opposed to the curb cut on Rangeline we would like it to go away. Reis: I will negotiate with the CRC then. We will get an agreement from the CRC on the dedication. Dobosiewicz: We would also support outdoor display off center of the building. Board of Public Works approval will be required for the drive. Hoyt: I sent you a letter. I would like a Knox -box on the building. South: This is less than one (1) acre disturbed. No comments. Brewer: I did not forward my comments because I did not get... (interrupted). Reis: I guess the first issue is; 26.04 Where required; the Buffer Yard Requirements, B -1 does not have a buffer yard requirement. Notwithstanding, we want to get a landscape plan that will satisfy the City. Brewer: Okay. Dobosiewicz: I am going to ask for things to be called out; colors, building materials identified, specs on signage, specs on lighting, specs on wall packs, cut sheets, get that landscape plan issue resolved, show all sides of dumpster; need larger area site map for the Plan Commission maybe you can get that from Les Olds, elevations for the existing to the rear of the site, fencing, and we need more detail on the patio area. The Petitioner seeks to plat 50 residential lots on 23.2 acres The site is located at Cherry Creek Boulevard. The site is zoned S1 /Residential. This is the last section of Cherry Creek Estates. Hoyes: Sent letter to you to keep us updated with plans as you make changes. Griffin: We sent you a comment letter, no further comments. Bryant: I had a question on number nine? Dobosiewicz: That is with the Developer. They agreed to curb the center median on Cherry Creek Boulevard. They need to get with Engineering and make those arrangements. Bryant: I spoke with Platinum already. Dobosiewicz: They need to provide us with estimated cost or make the improvements. The other issue to the north are we closer to resolving that? Bryant: No. Griffin: Then number ten, Red Cedar Way is needing a median. Dobosiewicz: We can work with this for a center median install. G. Duncan do you have these plans? Duncan: No. Dobosiewicz: This intersects with Haverstick I suggest they incorporate some type of median for alignment. Duncan: I will look at it Shupperd: We have Gas out there. Duncan: We faxed comments to you. Second item, Article 14, are you clear on that? Inlets aligned with lot line potential for an Inlet in a driveway. Bryant: There should not be a problem. We have the Driveway Placement Plan from Pulte. Hoyt: I sent a fax no further comments. Dobosiewicz: Can you build this section of the curb and roughly twenty feet back from the entrance this would be curbed (pointing to the plan) and in that curbing backfill against the backside of that dress it up nice so we do not have to come back later and modify the intersection if curb was added we would add it further south. I want to verify that this point is consistent with the point in Haverstick with an existing monument. South: Storm Water Pollution Prevention Plan is approved. Brewer: I need a complete set of plans. This plan does not have the complete Section Five. I also need the Graphic Detail and Preservation Plan for this Section. Mark specific trees on your Construction Plans so the person that gets these plans knows what trees go where during installation. Call out specifically which tree is which. You show twelve (12) Ash trees need species change cannot plant Ash. Explain why you substituted Golden Line for a European Hornbeam? You also show thirty (30) Hawthorn on plant list but are not shown on plan. They cannot be planted within ten feet (10') of sidewalk/path or street. Docket No. 04100003 SP: Village of WestClay, Section 5002 Secondary Plat Filed by Brandon Burke of Schneider Corporation REPRESENTING THE PETITIONER: Brandon Burke, SCHNEIDER CORPORTION Kevin Krulik, BRENWICK DEVELOPMENT Comes now Village of WestClay, Section 5002, Secondary Plat. The Petitioner seeks to plat 48 residential lots on 12.1 acres The site is located at the southeast corner of 131 and Towne Road. The site is zoned PUD. It is a remaining piece of the Development and surrounded by previously approved Sections 5003 to the south and 5001 to the east. This Section will finish the corner of 131 and Towne Road. Dobosiewicz: Has mass grading been approved? South: Yes. Hoyes: Sent you a comment letter. Our office had concerns on the pond. Did that meet one of our standards? It appears to be without a five -to -one slope or safety ledge. Burke: We will look into it. Griffin: I faxed comments to you. Are Horbeck and Greencroft private? Burke: They are all public streets. Griffin: Make sure you note the right -of —way on those. What about the path along 131 and Towne Road? Burke: The intent is to have internal sidewalks. We are in negotiation with Engineering on street improvements. We understand based on the Thoroughfare Plan the ATP System but there is requirement there and we will work that out first. Dobosiewicz: There would not be a change on the east side of Horbeck or the south side of Greencroft. Currently the Construction Plans do not identify sidewalk along those two streets all along the east and south side of this (pointing to the plans) and is it typical that the sidewalk is butted against the curb? Burke: We will look into it. Shupperd: We have Gas out there. Duncan: The pond in the reconstructed location we will review that for size. Hoyt: I sent you a fax. We need Hydrant markers so please show those on the plans. I will get you a standard on them from the County. South: The Storm Water Pollution Plan for this Section is approved. Do a better job on Post Water Quality Description. page 11 of 2 Technical Advisory Committee Minutes October 20, 2004 Brewer: Need Landscaping Plan sent to me on this Section. You have several species listed on the plan that are no longer allowed. Burk: Can you send me a letter on that? Brewer: I will e -mail you. Dobosiewicz: To recap, address the issue on sidewalk, approaches of allies should be constructed in concrete, and get with S. Brewer on the landscaping. We are going to ask that the pins at the corner of the Plat not interior corners of this section be concrete monuments. Feltner: Plans have been reviewed by the District Engineers. District Project Application needs to be completed and sent to the District. An IDEM Construction Permit will be needed. All IDEM submittal information needs be provided since the District's plan review has been completed. ...END... REPRESENTING THE PETITIONER: Kevin Roberts, PAUL I CRIPE Frank Hindes, PAUL I CRIPE Comes now the Carmel Dad's Club Concession Stand, TAC only item. The applicant seeks to construct a Concession Stand building. The site is located southeast of the intersection 126 Street and Shelborne Road. The site is zoned S -1 /Residence. We are constructing approximately 1,000square feet, two -story building of masonry construction with sloped shingled roof. Lower level is concessions and restrooms with a small area as a training room. Upper level will be open for office and storage. Roberts: We are taking Sanitary Sewer out to the existing Lift Station. We are bringing water in from the existing pipe out west of the site. May need to upgrade pipe size. Electric off existing site and we will connect to City water. Hoyes: I sent comment letter to K. Roberts; need to look at lateral Sanitary to make sure it is outside the Regulated Drain Easement. If it is not we may need a Non- enforcement. Roberts: On comment number three, future or additional impervious surfaces will require complete drainage study. Does that mean any type of development? Hoyes: We will look at it when it happens. Hines: We may have to go larger than 1,900 square feet of impervious. What is the threshold? Hoyes: I would say over 3,000 square feet of impervious you will need the calcs. Dobosiewicz: What are the materials on the building? Hines: Pole Barn with metal siding. Quick- brick, load bearing, CMU Units similar to the Transportation Building. Hip roof, asphalt shingles, windows in the upper level and overhead coiling doors at concession areas with single doors into restrooms. If you think you will we can do another meter set from the Soccer Field Maintenance Building but you will need to run your own fuel line. Jerry Breech is your contact. Roberts: Delivery pressure? Shupperd: Sixty (60) pounds up to the meter. Duncan: I faxed comments to Sheila Wakelam. Check with the Utility Department on the link of the lateral Sanitary service.
