The petitioner seeks to plat 26 residential lots on 19.75 acres The site is located at the southwest corner of 136 and Towne Road. The site is zoned S1 /Residential. Section 1, is south of Lakeside Park and Hayden Run Section 2. No disturbance with the J. W. Brendle Drain. Hoyes: Sent you a comment letter. We are looking for information on an emergency spillway. Shupperd: We will come out at Lakes at Hayden Run. Timeframe? Robinson: Spring. Dobosiewicz: Section 1, including the two homes out there? Robinson: The one to the north will be demolished. Redden: We are not ready with comments come see us. Hoyt: Amenity Building? Robinson: No. Hoyt: We would like to see a temporary cul -de -sac at the west end of Wineland Creek until such time the road connects. Brewer: No Landscape Plans with set of Construction Plans so no comments until I get those. Robinson: Has our LA been in touch with you? Brewer: No. Dobosiewicz: N. Redden make a note to Engineering from now on start coordinating with S. Brewer on landscaping before the Construction Plan Approvals. We want some type of signoff sent to our department that shows it has been addressed before Engineering's approval. Secondary Plat show; monumentation missing information from the Plat, Key Map on page 1, pursue right -of -way from the northeast corners of Towne Road for a left lane onto the existing 136 Street, removal of the path to the street carry the path straight south remove that short leg segment of asphalt, entry monumentation shown, RD and UE shown on the Plat that is not called out in the legend. What is the "R Robinson: Regulated. Dobosiewicz: Will you do additional mass grading in Section 1? Robinson: No. Olmstead: I guess we could... (interruption). Dobosiewicz: If you do you will need to get Erosion Control Modifications from John South. Feltner: Sanitary Sewer Construction Plans need to be submitted for review by the District's Engineers. District Project Application needs to be completed and sent to the District. An IDEM Construction Permit will be needed. WILSON INCORPORATED Comes now Kendall Wood for Primary Plat and Subdivision Waiver. The applicant seeks to plat a residential subdivision of 17 lots on 17.889 acres. The petitioner also seeks the following subdivision waiver request that the required 200 feet buffer area be reduced to 25 feet. The site is located at the northwest corner of 121S Street and Shelborne Road. The site is zoned S1 /Residential. Configured roadways to accommodate a Forced Main to tie into the Sanitary Sewer. Asking for a waiver for a perimeter treatment similar to Windsor Grove. Hoyes: Sent a comment letter .24 restriction rate okay. Have you talked with the neighbor about the culvert issue? Do you have emergency draining areas along the wall? Olmstead: We have talked with the neighbor and we are planning an emergency route under the wall like Windermere. Hoyes: Need to coordinate landscaping no planting within fifteen (15) feet either side of pipes. Shupperd: Gas is there at the entrance. Redding: Kendal Way intersection will that continue north and can you make it a curve north instead of a "T Robinson: Turn it into a right hand curve? Olmstead: Why? Redding: To regulate traffic and avoid a 3 -way stop in the future. Dobosiewicz: Meet with Engineering on this to work out the details. Hoyt: No comments. Brewer: I talked with Mike Brogie briefly. The drainage was not on this plan so I did not have comments until I get that information. Olmstead: We are waiting for the design phase. Brewer: Okay. Dobosiewicz: Sent comment letter November 4. The Plan Commission will need additional design information on the wall. Passing Blister in front of school how far north is it? We are looking at an improvement on Shelborne Road from 116 Street to the Scholl's entrance. Design your site with that extra ten feet (10') in mind. Dobosiewicz: It will be a sixty feet (60') half We are in support of the waiver present the inducement amendment that the houses will be minim square feet and materials for the rear and side views from the road. Robinson: They will be all brick on the first floor. Dobosiewicz: Have you had further discussion with the owners to the north? Robinson: Yes. Dobosiewicz: Owners to the west? Robinson: No, not necessary. Feltner: This project is in the District service area. Sanitary Sewer Construction Plans need to be submitted for review by the District's Engineers. The applicant seeks to construct a new office /warehouse building with parking. The site is located at 4521 West 99th Street. The site is zoned I -1 /Industrial and to construct a new driveway access. The site is located at 4501 West 99th Street. The site is zoned I -1 /Industrial. We are constructing a 10,000 square feet office building on an existing lot. Same Builder as Bell Horn adjacent to this project. All three projects will be developed simultaneously. Browning Investments will supply services to the property lines. No Sanitary for either lot. The Langenwalter building will not be sprinkled. Hoyes: May require a down stream study on Langenwalter. Shupperd: Langenwalter will you use Gas? Settlemyre: Yes. Shupperd: We will need load requirements and metering. No comments on the driveway. Redden: This is outside our jurisdiction no comments. Hoyt: Like to see a Knox -box on the building. What is the height? Settlemyre: Not sure yet no design plans. We will get those to you. Hoyt: Fire alarm system? Settlemyre: No. Hoyt: When we meet we will discuss that issue. Driveway portion is fine. November TAC Minutes 11/17/04 pb Brewer: Langenwalter has Buffer Yard Guidelines 26.4. Need to talk to you about shade tree requirements and a Graphic Planting Detail needed on the plans. Let's get together on Friday, November 19, at 1:30. Dobosiewicz: Explain to me the two sites in relation to each other are they existing platted and what is happening at Oakfield? Settlemyre: They were accessing their property through Belle Horn. We have since purchased that property and they need an entrance. The mass asphalt area is the former Mayflower Transit parking lot and now we are adding development on top of it and tearing out part to comply with landscaping. Dobosiewicz: Call this out as future overflow parking or something besides "extra patch of asphalt Brewer: Submit a plan showing utilities and existing pipelines. Dobosiewicz: Also, beef up along the front with shrubs and buffer this edge (pointing to plan), along the street. Need more buffer around this area (pointing to plan). Is there sidewalk along 99 Street? Settlemyre: No sidewalks or curbing. Blanchard: Each required accessible means of egress shall be continuous to a public way. The means of egress, including the exit discharge, shall be illuminated at all times the building space served by the means of egress is occupied. Will there be a Construction Trailer, Model Home, and /or Temporary Sales Office? If so, it will need a Temporary Use Permit. Applications are at the office of Building and Code Enforcement on the 1 St floor of City Hall. A pre submittal meeting will be required. No Building Permit will be issued before the pre submittal meeting. You may get a copy of the pre submittal checklist and commercial procedures on our web site: www.ci.carmel.in.us Make sure you have all agencies' approvals prior to contacting Sarah Lillard for your pre submittal meeting: Sliffard@ci.carmel.in.us After your pre submittal meeting it is normally 10 days before your company will be issued a permit. Feltner: Recent plans received need to be revised. Comments have been sent to their Engineer regarding changes. Building Permit should NOT be issued until the District has issued a Connection Permit. This project will require a District Permit and inspection. A District Project Application needs to be submitted along with revised Construction Plans for review. Block 1, lot IA This request will not require a permit from the District. Please advise applicant to request that the sewer service be located. Sewer main line and lateral services must be protected during this construction.
