The Petitioner proposes a new commercial structure, parking, and signage. The site is located at 4150 East 96 Street. The site is zoned B3 /Business. The Petitioner owns 3.2 acres combining two lots into one creating a single building lot for New Car Sales and Service. The Petitioner will be utilizing an underground storage pond. Hoyes: Not in our jurisdiction. Griffin: Letter sent. Alternative Transportation Plan calls for a ten feet (10') separated path along 96 Street. Hoff: There is an existing path and it is on the plan. Griffin: You are requesting four (4) signs and two (2) are permitted. You will need variances for the other two (2). We will need square feet details on the plan along with a Photometric plan. Put parking numbers in correct blocks also, need more Customer Parking. Groves: This is IP L's area. Redden: No comments yet. Stop by Engineering today and we will get with you. Hoyt: I will get you a letter. Is there a sprinkler? Balay: Yes. Hoyt: We need to get with you on the location of connection and would like to see a Knox -box and caps installed. Fire Alarm? Balay: No. Hoyt: Height? Balay: Twenty -six feet (26'). Hoyt: Is this a Body Shop with spray facilities? Balay: No. Hoyt: I would like to look at adding another hydrant. Conn: No comments. Brewer: No further. South: Plan not approved yet. Construction sequence and water quality need addressing. Dobosiewicz: On the outdoor display area you need to identify that space for the Plan Commission review. Question for the request of a ground sign please locate that on the plans. We will be looking for six feet (6') sidewalk along Bauer Drive East and a defined connection between that sidewalk and the building. Need updated color elevations and define the base. Feltner: This project is not located within the District's Service Area but our Force Main runs along north side of 96th Street. The applicant seeks to plat 22 residential lots on approximately 20.09 acres. The site is located northeast of 131 st Street and Towne Road. The site is zoned PUD. We are starting construction on the north side of 131 Street west of Elliot Creek Drain. Section 112 will contain the northern entrance on 131 Street consisting of 22 lots and a boulevard area. To the east of this is Section 9001 contains 27 lots. 9002 contains 28 lots and 9003 contains 22. This site will have two primary ponds with common areas. It will be a main conveyance system for the northwest area. Dobosiewicz: Has 9004 been completed? Krulic: Streets are in and final grading on the lots. We are waiting on the results of the water testing. Dobosiewicz: More mass grading? Burke: Yes. Hoyes: I sent a letter. You do understand we need to get that temporary water through there some how. Burke: Townpoint Engineers and Wright Associates have shown the temporary outfall as an open ditch. I do not believe that is the actual means of conveyance across the property. We believe there is a pipe there and we are trying to field locate. We would like you to check with your office and give us some guidance on what was approved. Griffin: Sent you a letter, no further. Hunter: Need updated Cad. Amities area in first section? Burke: Yes. Hunter: Call us for new service. Will there be incorporated dedicated easements? Krulic: We would like to get with you on those easements rather than a blanket easement. Hunter: Time frame? Krulic: Late spring. Redden: We are still reviewing this we will get you a letter as soon as we can. Hoyt: Need a Knox -box on amenity building. Want blue Fire Hydrant Markers in the middle of the road. I will get you a letter. South: Problem with off site Water Shed flowing through the construction part of the project. Lets work together with the Surveyor's Office. Revise the construction sequence to show temporary seeded after mass grading for more rapid stabilization. Encourage Water Quality Plan use vegetation on the pond. Will the wooded fencerow remain? Burke: It will remain and be maintained. Brewer: I need plans for the amenity building. Krulic: No plans yet we will get those to you. page 4 of 2 Technical Advisory Committee Minutes December 15, 2004 Brewer: That amenity area is currently labeled Drainage/Utility Easement. Krulic: It will be defined later. Brewer: The wooded area shows a path running through the middle of it, is that existing? Krulic: That is proposed and preliminary. Brewer: I would like to see tree protection details and notes on the plan. Dobosiewicz: On the plat monumentation the only concrete needed is at the far southwest corner. Pin the other corners and lots. The planting area is not called out on your legend. Construction plans C101; crosswalks bisect the planting areas. Burke: We are moving those back. Dobosiewicz: I want to see a detail showing the asphalt switched out to concrete in the rights -of -ways. The corner of 131 st Street where the corner intersects with the pathway the ramps need to be concrete. The path system is wider at Broad Street to the alley is that intended? Krulic: Yes, per our ordinance. Dobosiewicz: Time frame? Burke: Spring '05. Dobosiewicz: Verify the connections with the subdivision to the west "Townpoint Feltner: Sanitary Sewer Construction Plans need to be submitted for review by the District's Engineers. The District has received two sets of plans. Two sets of plans need to be submitted for review by the District's Engineers. District Project Application needs to be completed and sent to the District. An IDEM Construction Permit will be needed. All IDEM submittal information should be provided following the District's Plan Review. ...END... Applicant seeks to construct a new building and parking lot. The site is located southeast of 99th Street and Mayflower Park Drive. The site is zoned I -1. Hoyes: I sent you a letter. You and G. Snelling need to coordinate your plans. Side -by- side the drainage plans do not match. We also need a lighting plan. Provide sidewalks along 99 Street. Dobosiewicz: I need to look into that sidewalk/path issue. Groves: This is IP L. Redden: No jurisdiction. Hoyt: Move the sprinkler system door to the exterior east side. Need a meeting to discuss the location of the Fire Department connection and the Post Indicator Valve for the sprinkler system. Requesting a Knox -box and caps? Alarm? Basement? Oman: Alarm for sprinkler flow and no basement. Hoyt: Height? Oman: To the pre -cast panels twenty -eight feet (28'). South: I sent a letter. Would like to see construction sequence more site specific. Silt fencing recommended to isolate your construction site from the swale at Mayflower Drive. Are you regrading the swale? Water quality needs to be addressed on the plan. Brewer: I need new plans showing the 26.4 buffer yard requirements. Lift Station needs plantings to camouflage it. No plantings in the Swale. Dobosiewicz: Are these overhead doors for access or loading? Oman: Occupants will be pulling their cars in at night. Loading Dock is on the other side. Dobosiewicz: Need details on dumpster screening. It needs to match appearance of the building. Also move it as far east from the street as possible close to the building by the Loading Dock. Parking needs curbing in the area along the swale and 99 Street with bumper stops. Snelling: We have a Variance for no curbing. Dobosiewicz: Send me evidence of that Variance. We would like to see additional protection/guard around the Lift Station to protect it. Roof top mechanicals need to be compatibly designed with the building. There was a comment about the drainage combining the storm systems I would like to hear more detail on that idea. Snelling: Fuller Engineering has a modified site plan (passing plan). This will address one issue but may not allow us to combine the detention areas. It will allow us to have a bigger pond at our northeast corner. Oman: Stanley Steemer does not want to share the detention for liability and maintenance reasons. Snelling: Stanley Steemer will connect to our larger pond with a pipe. This could become a 4 -Bay. The inlet system in 99 Street is separate from us. Conn: Docket no. V 26 -85 only addresses variance approval for 4- parking lots within the Mayflower Park Development. The southeast corner of Mayflower Park Drive and 99 Street was not included in the variance request approval of parking lots to vary from perimeter curbing. The ordinance still stands in this case. Feltner: Plans have been received and reviewed. Revisions have been requested. Revised plans along with the District Application need to be submitted before a Sewer Connection Permit can be issued. Docket No. 04120002 SP: Mayflower Park, Block 6, lots 3 -4 Replat and Docket No. 04120001 TAC: Mayflower Park, Block 6 Fuller Engineering The applicant seeks to replat 2 lots on 3.68 acres and to construct a new building and parking lot. The site is located southeast of 99th Street and Mayflower Park Drive. The site is zoned I- 1 /Industrial. Snelling: One comment from Staff was to add the residual parcel to the south to the plat. We are going to do that. It will be a 15,000 square feet building. Hoyes: Orifice is still an issue on your site. Will the entrance be curbed with this new design? Work together on those outlets and get me some new plans. Griffin: No comments. Groves: IP L. Redden: No jurisdiction. Hoyt: Need a meeting for placement of connection and Post Indicator Valve. Additional hydrant needed within 50 -100 feet from connection. Need Knox -box and caps added. Will you have an alarm? Oman: Similar to Stanley's. Hoyt: Height? Oman: Nineteen feet (19'). Hoyt: Basement? Oman: No. South: I agree combining the ponds into one is a good idea. Storm Sewer Inlet protection needed on the plan. Water quality aspect, Storm Sewer should discharge into the 4 -bay during construction. Snelling: We are over detaining in the Crooked Creek Water Shed. South: What about Riprap on the banks? Snelling: We might have enough slope for a vegetative bank. South: Grass would be better. Truck dock? Oman: Yes. South: Would it be logical to put in a sump? Snelling: We can. South: Get with me on that. Brewer: I will wait on revised plan. Dobosiewicz: Aliment on the drive is that because of the pond? Snelling: No, truck maneuverability. Dobosiewicz: Relocate the dumpster enclosure and transformers away from the street. Dumpster enclosure needs to be enclosed with material matching the building. Will you have customer traffic? You will go through County Commissioners. Feltner: Mayflower Park, Block 6, 3 -4 replat. The District has no comments on the replat. Mayflower Park, Block 6 Fuller Engineering: Plans have been received and reviewed. Minor revisions have been requested. Revised plans along with the District Application need to be submitted before a Sewer Connection Permit can be issued. Docket No. 04120003 SP: Heather Knoll Section 2 Secondary Plat REPRESENTING THE PETITIONER: Ken Brasseur, PLATINUM PROPERTIES Ed Fleming, STOEPPELWERTH ASSOCIATES Comes now Heather Knoll, Section 2, Secondary Plat. The petitioner seeks to plat 49 residential lots on 28.2 acres The site is located west of the southwest corner of 141S and Towne Road. The site is zoned S1 /Residential. Hoyes: I faxed you a letter. Will the existing house get Sanitary and Water stubbed to it? Brasseur: Yes. Hoyes: You will need to abandon the old Well and Septic. Will the long hammerhead stay? We have concerns on the length of the under drain. Dobosiewicz: Yes. Fleming: That structure will probably be in the center of the road, private roads with a valley curb. Hoyes: SSD laterals determined placement with the Builder. Brasseur: We will. Hoyes: We prefer to see them in the center, let me know. Griffin: Emailed a comment letter. Street "A" needs northern sidewalks from the hammerhead and back. Need street name for Street `B Hunter: Please forward a set of Cad Drawings to me. Need a New Service Request. Do we have issue with poles at the entrance? Brasseur: Yes. Hunter: Time frame? Brasseur: May 2005. Hunter: Custom Homes like Section One? Brasseur: Yes. Redden: I will get a comment letter to you. We are still in review of this project. Hoyt: I will get you comments. Like to see a Knox -box on the amenity building. Street "A" with hammerhead is that private? I would prefer a cul -de -sac. At the north end Livingston will that be Section Three and if so, I would like to see a temporary cul -de -sac there. page 8 of 2 Technical Advisory Committee Minutes December 15, 2004 Fleming: Okay. Brewer: Need an updated plan showing the correct number of trees. Do you meet the buffer requirements 26.4? Also the number of plantings does not match the schedule. Show overhead lines on the plan. Need a Landscape Plan on the amenity building too. Brasseur: I will get with you on that. Hunter: Can we get a copy of the Landscape Plan too? South: I need a set of plans sent. Dobosiewicz: Verify that the connector road aligns with Section Three. Necks down at all the intersections. Connect that path with Street "B" by creating a loop for pedestrian traffic or run between lots 85 and 86 or the common area whatever works. Identify your sign locations on the Construction Plan. Include; Lakes 100 -year, bottom elevation, and normal pool, on the plat. Brasseur: Can we use plus minus? Dobosiewicz: Yes. Turn the Non access Easements on the first lot into the private street. You do not need concrete at the corner entrances you can pin that on the plat. Concrete monumentation at the very corners of the plat. Crosswalk needed along the sidewalk frontage of the private drive. You show a Basketball Court straddling that line... (interrupted). Brasseur: That is a mistake. Dobosiewicz: Entrance is asphalt transition into the parking lot? Brasseur: I would rather show straight through with a rolled curb. Dobosiewicz: It would probably be best to use concrete approaches with asphalt behind the sidewalks otherwise the transitions get messy. Brasseur: We will use a cleaner detail. Feltner: Plans have been reviewed and approved by the District's Engineers. Plans are ready to be submitted to IDEM for State approval. IDEM package needs to be submitted. ...END... Docket No. 04120004 SU: Pryor Riding Arena Filed by Nathan Althouse of Miller Surveying REPRESENTING THE PETITIONER: Nathan Adhouse, MILLER SURVEYING Comes now Pryor Riding Arena, Special Use. Petitioner seeks Special Use and Development Standards Variance approvals for an indoor riding arena and horse stables. The site is located at 12899 West Road with 15.29 acres zoned S -1 /Residence Estate. Althouse: We are aware of the Regulated Drain into a tile at the southeast corner. Fencing will be a perimeter fencing and on the north side of the tile. Hoyes: We have Phase -two concerns, the open ditch, and runoff. This is considered commercial. Filter strip needs to be in place for barn runoff. page 9 of 2 Technical Advisory Committee Minutes December 15, 2004 South: Water quality should be addressing the waste management out of the barn. Plan does not show layout of pasture. Griffin: No comments. Hunter: Will they need a separate source of power? Please send me a set of plans. We will need new service called in. Redden: No comments. Conn: Sent you a letter. Hoyt: Fire suppression system? Althouse: Not sure, this is for personal use only no boarding. Hoyt: We would like a Knox -box on the building for access. What is the height? Althouse: Nineteen feet (19') to the gable with 6/12 pitch roof. South: Building site disturbance is less than one acre. Was there a drain placed at Lucky Forward Subdivision parallel to the ditch? Hoyes: Not sure. South: It is not on the site plan. Dobosiewicz: There is an eight -inch (8 PVC on the north end but indicates termination. Althouse: Her actual Title Line goes past the edge of pavement on West Road. When we did the Boundary Survey we did not find an easement. Dobosiewicz: What does this tell us about West Road that it is not on a Section Line? Althouse: Her property extends twenty -one feet (21') beyond the west edge of asphalt. Dobosiewicz: So one could argue that the people on West Road do not have frontage? Althouse: Correct. That line is the west line of the west line of the ten acre tract which is the east line of four acres on the entire west end of the northeast quarter of the southwest quarter. It is not a quarter section it is the actual east line of the four acres off the west end of the northeast /southeast quarter. Dobosiewicz: So what about the aerial you show? Althouse: That is not accurate. Brewer: Will you do any plantings? Althouse: Yes but no plan yet. Brewer: We will need one sent to us. Dobosiewicz: Removing the existing structures on the property? Althouse: Yes. Dobosiewicz: You may want to schedule something with G. Hoyt for that removal. Can you identify the fenced areas on the plan? Althouse: Okay. Dobosiewicz: As part of the Special Use Approval we are going to request dedication of right -of -way pursuant to the Thoroughfare Plan along West Road. Is the parcel to the south included? Althouse: Yes to the center of the ditch. Dobosiewicz: We would request dedication across that frontage, the forty feet (40') from the centerline in the order of seventy feet (70'). Hoyes: It has been relayed for the outlet of Claybourne Estates. Dobosiewicz: Keep in contact with Surveyor's office on the fencing. Hoyes: If the fence goes in the easement you will need a Non enforcement Agreement. page 10 of 2 Technical Advisory Committee Minutes December 15, 2004 Feltner: The District has no comment on the Variance being requested. Property owner will need to contact the District office for availability of sewer service to this location. ...END... Docket No. 04110033 SP Brownstone Homes at Guilford Reserve, Section 1, Secondary Plat Filed by Adam Dehart REPRESENTING THE PETITIONER: Adam Dehart of KEELER -WEBB ASSOCIATES Robert Barbato, CRAWFORD DEVELOPMENT David Main, DAVID KLAIN The Petitioner seeks to plat 34 residential lots on 3.32 acres. The site is located at 1011 South Guilford Road and is zoned PUD. Dehart: We are splitting the project. Section one outside the floodway area, Section two is (interrupted)... Hoyes: ...we talked about that but the plat does not show that. You have it as one project. Griffin: There is more detail than we want on the plat. Dobosiewicz: Typically on the plat you do not show curb, parking spaces and (interrupted)... Dehart: ...I understand. I can put the cross reference at the top. I would like to work with the Surveyor's Office and DNR to work out details of the floodway. Section two is east of the creek whenever we get to that point I intend to do (interrupted)... Dobosiewicz: ...you do not have any 100 -year for Section one? Dehart: No. Dobosiewicz: Is it mapped? Dehart: Yes based on the flood plain information on the Grading Plan. The land is lower on the east side of the creek. If you want to work together on this (interrupted)... Hoyes: ...we need some reassurance of what the flood plain is, Section one or two. I talked with residents there that warned the existing house had two feet of water in it September 2003. Dehart: I did not get that same information and find it hard to believe. Can we get together on this (interrupted) Hoyes: ...the resident across the creek says his pool fills up with water every Spring (interrupted) Dehart: ...we want to work with you on this. Dobosiewicz: What is this line? Dehart: ...that is the 100 -year elevation on our side of the creek and the floodway is the long dash line. The top of bank is (interrupted) Dobosiewicz: What is this line on the Construction Plans? (pointing to the plans) It needs to be identified on this plat as that 100 -year on Section one (interrupted)... page 11 of 2 Technical Advisory Committee Minutes December 15, 2004 Dehart: ...and I will but I need to get with DNR on the real -deal. We are wanting to get started on Section one. Dobosiewicz: ...I am hearing that is not a good idea. Hoyes: If you had something showing the 100 -year Section one would be fine. Section two will never get approval because it sits lower and floods. As far as it being under a square mile water shed all of Carmel's Science and Technology Park drains through there and that is over a square mile of drainage... Dehart: ...well then, that is some of the information I can give you because that is not the case. J. Dobosiewicz I can show the fringe area? Dobosiewicz: ...I do not want to see that yet. Show me Section one 100 -year elevation. Griffin: Letter sent, any comments? Dehart: 96, the property lines. Griffin: Identify the gap property or is it common area? Dehart: The Engineering comments do you want a letter from them? What about the three lane road? Dobosiewicz: We need a letter from Engineering on your level of commitment for that. Dehart: What verification of agreement do you need for the property owner to the north? Dobosiewicz /Griffin: ...You made some commitment in the PUD for certain things. We need a letter with those commitments and timeline spelled out. Groves: Transformer sets need to be within twenty -five feet (25') of pavement. Is there a passing blister on the west side of Guilford? Dobosiewicz: There is a planned improvement between Carmel Drive and 116 Street. We are trying to coordinate with everyone on that. Redden: Withholding comments at this time. Hoyt: Where will this road stop in Section one by the detention pond and what if Section two never gets developed will the street just end? Dehart: We can add a temporary turnaround or connect it on to the south. Hoyt: At the IPS Water Line is there a hydrant there? If not we would like one at the front entrance at Guilford. Dehart: We show one at the southwest corner of Lennox Trace. Hoyt: Need street hydrant identification markers. South: I will get you a letter. Brewer: Sent you an email. Need more trees along the frontage at Guilford. You show landscaping in the future parking. Replace all your Ash species. Add the number of trees to the plan. Dobosiewicz: No comments. Get all these issue ironed out. Feltner: This project is in the District Service Area. Sanitary Sewer Construction Plans need to be submitted for review by the District's Engineers. Please submit two sets of plans to the District and two sets for review by the District's Engineers. District Project Application needs to be completed and sent to the District.
