CARMEL PLAN COMMISSION
SPECIAL STUDIES COMMITTEE
MEETING MINUTES
TUESDAY, MAY 5

The Special Studies Committee met to consider the following items:
1. Docket No. 09030012 ADLS Amend: Midwest Eye Institute (Springmill Medical Office Building
TABLED Phase II) The applicant seeks approval for a new directional ground sign. The site is
located at 200 W. 103r St. It is zoned B-3/Business. Filed by Charles Hunt of United Sign And Awning.
2. Docket No. 09040016 ADLS Amend: Community Health Pavilion Signage
The applicant seeks design approval for 2 new wall signs, 2 new directory signs, and I new directional
sign. The site is located at 11911 N. Meridian St. and is zoned B -6 within the US 31 Overlay. Filed by
Don Miller of A Sign By Design on behalf of Community Health Pavilion.
Don Miller presented for the petitioner. He reviewed the locations of the signs. The reason for the new
signage is due to the fact that a new building sits in front of this location and is seen from Meridian, but
not seen from Pennsylvania. There is additional parking for the Med Check and this required a
directional sign. He presented a sample of the lettering. The letters are illuminated with LEDs instead
of neon.
Rachel Boone represented the Department. All signs are in compliance with the sign ordinance. The
Department recommends a positive recommendation.
Kevin Ryder made a motion to approve, seconded by Madeline Torres, approved 5 -0.
3. Docket No. 09040013 ADLS Amend: Carmel Office Park Building 4
The applicant seeks approval for exterior building fagade and building footprint changes. The site is
located at 1000 3r Ave S.W. and is zoned I -1 /Industrial. Filed by Dale Sollenberger of Sollenberger
Partners.
Dale Sollenberger presented. Due to the fact that the potential tenant will not be leasing the space, the
petitioner wished to reduce the size of the building.
Christine Barton Holmes represented the Department. The Department recommends a positive motion.
Kevin Ryder made a motion to approve, seconded by Sue Westermeier, approved 5 -0.

4 -6. Docket No. 08110006 DP /ADLS: Greyhound Commons, Phase III Key Bank (Kite PUD)
The applicant seeks site plan design approval for a bank. The site is located at the southeast corner of
146"' St. and Lowes Way. The site is zoned R -4 /Residence, pending a PUD /Planned Unit Development
rezone. Filed by Kite Greyhound III, LLC.
Peter Velde presented for the petitioner.
Docket No.s 08110007 OA 08110008 Z: Kite PUD Rezone, Expansion (Key Bank). The applicant
seeks rezone and ordinance amendment approval to expand Kite PUD Ordinance Z- 344 -00 to include 1.7
acres at the southeast corner of 146"' St. and Lowes Way and to modify text. The site is currently zoned
R -4 /Residence, pending a PUD/ Planned Unit Development rezone. Filed by Kite Greyhound III, LLC.
Paul Reis of Kreig Devault presented. He reviewed the two docket numbers. He reviewed the new
supplemental booklet. It contains:
The site and utility plans
The new entrance on Lowe's Way
The updated Landscape Plans and plant detail in response to Scott Brewer's comments
And a revised PUD Ordinance Amendment to deal with comments previously made.
Paul distributed a summary of responses to the Department comments concerns.
The biggest issue was access to the site from 146"' street.
7. Docket No. 09040017 ADLS Amend: Lowe's Garden Center Expansion
The applicant seeks design approval for a garden center expansion. The site is located at 14598 Lowes
Way and is zoned PUD /Planned Unit Development. Filed by Peter Velde of Knightlinger Gray, LLP
for Lowe's Home Centers, Inc.
Peter Velde presented. He was accompanied by.....Manager of Lowes, Carmel.
Mr. Velde reviewed previous issues discussed at the Plan Commission along with Department members.
Special Studies Committee members raised a number of serious concerns that they had with the Lowe's
project. For Example:
Lowe's has not adhered to the PUD ordinance that they had agreed to. Committee
members expressed concern about being able to trust Lowe's to follow through on their new plans.
Strong opinions were expressed on both sides of the issue.
