These amendments conform with the requirements of an Interlocal Agreement between Hamilton County and the City of Carmel. The public hearings will provide an opportunity to comment on Resolutions RC -06- 17 -10 -B and RC- 06- 17 -10 -C, which Resolutions concern amendments to the Economic Development Plans for the Thomson Consumer Electronics, Inc., Economic Development Area and the 96th Street -U.S 421 Economic Development Area, which are located within the planning and zoning jurisdiction of the City of Carmel. Howard MAH:tap Enclosures 'i.: ra is d Q- y V RECEIVED NOTICE TO TAXPAYERS AND ALL OTHER PERSONS AFFECTED.�� JUN 82610 ='1 OF PROPOSED AMENDMENTS TO THE DECLARATORY RESOLUTION DOCS DOCSc ita AND THE ECONOMIC DEVELOPMENT PLAN FOR THE 96 th STREET U.S. 421 ECONOMIC DEVELOPMENT AREA AND NOTICE OF PUBLIC c� HEARING ON PROPOSED AMENDMENTS %k Taxpayers of the Hamilton County "County Redevelopment District "District and all other persons affected hereby are notified that the Hamilton County Redevelopment Commission "Commission adopted a Declaratory Resolution on February 25, 2000, creating the 96 Street U.S. 421 Economic Development Area "Area "Declaratory Resolution which was effective as of that date and was confirmed by a Confirmatory Resolution adopted on October 5, 2000, "Confirmatory Resolution The Commission on April 22, 2010, also adopted an Amended Declaratory Resolution preliminarily amending the Economic Development Plan "Plan for the Area. Notice is given that the Commission on June 17, 2010, at the hour of 8:30 a.m., local time, at the Hamilton County Government and Judicial Center, One Hamilton County Square, Noblesville, Indiana, in the Commissioner's meeting room on the first floor, will consider and hold a public hearing concerning an Amended Confirmatory Resolution, which will amend the Plan for the Area to include payment of costs of construction of: roads and related improvements to serve and benefit the Area by providing better access to and from the Area, which improvements shall include, but not be limited to, the following: a. The construction of round -a -bouts at 106 and Shelborne Road; Shelborne Road and 131 Street; Shelborne Road and 126 Street; Shelborne Road and 121 Street; and 96 Street and Towne Road; b) Reconstruction of Towne Road from 146 Street to 131 Street; c) Reconstruction of Shelborne Road from 131 Street to 116 Street; d) Reconstruction of 126 Street between Shelborne Road and Towne Road; e) Reconstruction of 146 Street from Spring Mill Road, west to the Boone County line; f) The above costs shall include costs of right of way, design, construction, and construction inspection; and g) However, nothing herein will permit the widening of any of the above roads or thoroughfares, south of 116 Street, other than intersection improvements, prior to January 1, 2012. At that time, the Commission will receive and hear remonstrances from persons interested in or affected by the proceedings pertaining to the proposed amendments, determine the appropriateness and reasonableness of the amendments when considered in relation to the 1/2025578.1 Declaratory Resolution, and whether the Amended Plan for the Area conforms to the comprehensive plan for the City of Carmel. At the time fixed for hearing or at any time prior thereto any person interested in the proceedings may file a written remonstrance with the Secretary of the Commission at the office of the Hamilton County Auditor, 33 N. 9 Street, Suite L -21, Noblesville, Indiana. At such hearing, which may be adjourned from time to time, the Commission will hear all persons interested in the proceedings and all remonstrances that have been filed. After considering this evidence, the Commission will take final action on the Amended Confirmatory Resolution which includes the above proposed amendments to the Plan. The Declaratory Resolution, the Confirmatory Resolution, the Amended Declaratory Resolution, the Amended Plan, the Amended Confirmatory Resolution, and supporting data, including maps and plats describing the Area, can be inspected at the office of the Hamilton County Auditor, 33 N. 9 Street, Suite L -21, Noblesville, Indiana.
