These amendments conform with the requirements of an Interlocal Agreement between Hamilton County and the City of Carmel. The public hearings will provide an opportunity, to comment on Resolutions RC -06- 17 -10 -B and RC- 06- 17 -10 -C, which Resolutions concern amendments to the Economic Development Plans for the Thomson Consumer Electronics, Inc., Economic Development Area and the 96th Street -U.S 421 Economic Development Area, which are located within the planning and zoning jurisdiction of the City of Carmel. NOTICE TO TAXPAYERS AND ALL OTHER PERSONS AFFECTED. 0/� V 9 OF PROPOSED AMENDMENTS TO THE DECLARATORY RESOLUTION `�tS ry AND THE ECONOMIC DEVELOPMENT PLAN FOR THE THOMSO CONSUMER ELECTRONICS, INC., ECONOMIC DEVELOPMENT AREA AND NOTICE OF PUBLIC HEARING ON PROPOSED AMENDMENTS �r Taxpayers of the Hamilton County "County Redevelopment District "District and all other persons affected hereby are notified that the Hamilton County Redevelopment Commission "Commission adopted a Declaratory Resolution on April 17, 1990, creating the Thomson Consumer Electronics, Inc., Economic Development Area "Area "Declaratory Resolution which was effective as of that date and was confirmed by a Confirmatory Resolution adopted on April 16, 1991, "Confirmatory Resolution The Commission on April 22, 2010, also adopted an Amended Declaratory Resolution preliminarily amending the Economic Development Plan "Plan for the Area. Notice is given that the Commission on June 17, 2010, at the hour of 8:30 a.m., local time, at the Hamilton County Government and Judicial Center, One Hamilton County Square, Noblesville, Indiana, in the Commissioner's meeting room on the first floor, will consider and hold a public hearing concerning an Amended Confirmatory Resolution, which will amend the Plan for the Area: 1) To add the payment of costs for the construction of certain improvements to Indianapolis Executive Airport, now managed by the Hamilton County Airport Authority, and which Airport serves and benefits the Area, to include the following local public improvements: a. The construction of additions or improvements to runways, ramps, or taxiways; b. The construction of sanitary sewer facilities serving the Airport; c. Extension of water mains serving the Airport; d. Construction, relocation, and soil remediation costs associated with improving fueling stations located at the Airport.; and e. The above costs shall include the costs of design, construction inspection, other professional services and payment of any matching funds for Federal or State grants used for any of the above stated projects; and, 2. To pay the costs for construction of road improvements serving and benefiting the Area to include: a. The relocation, construction, and expansion of any roadways located within or contiguous to the Area; b. The completion of Illinois Street from 106 Street north to its existing terminus between 116 Street and 111 Street; and c. All land acquisition, design, construction inspection costs and other professional services related to the above. I/2025578.1 At that time, the Commission will receive and hear remonstrances from persons interested in or affected by the proceedings pertaining to the proposed amendments, determine the appropriateness and reasonableness of the amendments when considered in relation to the Declaratory Resolution, and whether the Amended Plan for the Area conforms to the comprehensive plan for the City of Carmel. At the time fixed for hearing or at any time prior thereto any person interested in the proceedings may file a written remonstrance with the Secretary of the Commission at the office of the Hamilton County Auditor, 33 N. 9 Street, Suite L -21, Noblesville, Indiana. At such hearing, which may be adjourned from time to time, the Commission will hear all persons interested in the proceedings and all remonstrances that have been filed. After considering this evidence, the Commission will take final action on the Amended Confirmatory Resolution which includes the above proposed amendments to the Plan. The Declaratory Resolution, the Confirmatory Resolution, the Amended Declaratory Resolution, the Amended Plan, the Amended Confirmatory Resolution, and supporting data, including maps and plats describing the Area, can be inspected at the office of the Hamilton County Auditor, 33 N. 9 Street, Suite L -21, Noblesville, Indiana.
