DEPARTMENT REPORT
May 5, 2010
1. Docket No. 10010008 DP /ADLS: Meridian Pointe
The applicant seeks site plan and design approval for a 174 -unit multi family development. The site is
located at 12346 Old Meridian St. It is zoned OM /O Old Meridian District/Office. Filed by Anthony
Birkla of Anderson Birkla Investment Partners, LLC for Carmel Development I, LLC.
The applicant seeks site plan and design approval for a 174 -unit multi family (luxury apartment) development. The
building exterior is mostly comprised of brick. The site is 6.25 acres in size, with the southern portion of the site not
part of this proposal, reserved for a future proposal. Details on the building lighting fixtures will be presented at the
sub committee meeting. Vehicle access from Old Meridian St. to the north parking area is provided with a porte-
cochere through the building. Also, some green site and building practices are incorporated into the project. The
proposed signage meets the Sign Ordinance requirements. Please refer to the petitioner's informational packet
supplemental information for more detail.
The project received several development standards variance approvals and one use variance approval at the
January 26, 2010 Board of Zoning Appeals (BZA) meeting for increased front yard setback, increased building
footprint, decreased bufferyard widths, and permitting multi family land uses.
There was no public remonstrance at the March 16 Plan Commission meeting. General discussion was had about
elevators, showing the material changes more clearly, bicycle parking, sidewalks, etc. Then, the Plan Commission
voted 7 -1 to grant the final voting authority to the Subdivision Committee.
At the April 1 Committee meeting, the petitioner discussed many of the outstanding issues listed in the dept.
report and comments brought up at the public hearing. The item was then continued to the May 5 committee
meeting. Items to be addressed for May 5 Committee meeting are:
A. Work with Meijer Store to obtain an easement to connect path at the north side of property
B. Revise garage door selections to incorporate a more contemporary/urban design look
C. Finalize an interim plan for the development of the outlot
D. Obtain approval from Urban Forestry regarding tree preservation plans and /or any outstanding items
E. Obtain approval from City Engineering Department on any outstanding items
Outstanding Staff comments for the Petitioner:
1. Forestry Dept. comments: A final landscape plan needs to be submitted; however, the issues with
tree preservation have been addressed and agreed upon verbally.
2. The Engineering Dept. thinks the project is good, overall, but is still working on the final construction
documents approval, which usually occurs after plan commission approval.
3. The Hamilton County Surveyor's Office reviewed the plans and has no comments at this point in time, and
will review /approve the final construction plans at a later date.
4. Alternative Transportation Systems Coordinator: Discussion should be had about a possible waiver or
variance from the urban sidewalk width, as regulated by the Bicycle Pedestrian Plan Map.
After all questions and concerns are addressed, the Dept of Community Services (DOCS) recommends that
the Committee approves this item. (The committee chairperson will need to sign the Findings of Fact Sheet.)
