DEPARTMENT REPORT
April 1, 2010
1. Docket No. 10010008 DP /ADLS: Meridian Pointe
The applicant seeks site plan and design approval for a 174 -unit multi family development. The site is
located at 12346 Old Meridian St. It is zoned OM/0 Old Meridian District/Office. Filed by Anthony
Birkla of Anderson Birkla Investment Partners, LLC for Carmel Development I, LLC.
The applicant seeks site plan and design approval for a 174 -unit multi- family (luxury apartment) development. The
building exterior is mostly comprised of brick. The site is 6.25 acres in size, with the southern portion of the site not
part of this proposal, reserved for a future proposal. Details on the building lighting fixtures will be presented at the
sub committee meeting. Vehicle access from Old Meridian St. to the north parking area is provided with a porte-
cochere through the building. Also, some green site and building practices are incorporated into the project. The
proposed signage meets the Sign Ordinance requirements. Please refer to the petitioner's informational packet
for more detail.
The project received several development standards variance approvals and one use variance approval at the
January 26, 2010 Board of Zoning Appeals (BZA) meeting for increased front yard setback, increased building
footprint, decreased bufferyard widths, and permitting multi- family land uses.
There was no public remonstrance at the March 16 Plan Commission meeting. General discussion was had about
elevators, showing the material changes more clearly, sidewalks, etc. Then, the Plan Commission voted 7 -1 to grant
the final voting authority to the Subdivision Committee.
Outstanding Staff comments /concerns for the Petitioner:
1. Please remember to submit a Findings of Fact sheet at the meeting.
2. The Forestry Dept. is still waiting for the petitioner to submit a tree inventory of the site. Per the Old Meridian
District requirements, sites with existing trees or stands of trees shall protect and incorporate them into the
overall site design, and the landscape plan must preserve not less than 50% of all trees that are 6" DBH or
larger, and located within the required yard/setback areas. (Otherwise, a BZA variance approval or a Plan
Commission Zoning waiver approval is required.) As of March 25, the petitioner will meet on -site with the
Urban Forester on March 29 to discuss what areas need to be inventoried, with the intention of having the
preliminary tree preservation plan available for April 1 meeting.
3. The Engineering Dept. is still working with the petitioner, but thinks the project is good, overall.
4. The Hamilton County Surveyor's Office reviewed the plans and has no comments at this point in time, and will
review /approve the final construction plans at a later date.
5. Signage: Please confirm that there will be no vertical banners on the building, nor text on any fabric awnings.
(This was shown on the newly submitted 3D rendering, and DOCS needs verification that this was only for
visualization purposes of the building.)
After all questions and concerns are addressed, the Dept of Community Services (DOCS) recommends that
the Committee approves this item.
