Below are comments for this project specifically addressing the area of landscaping. 1 have reviewed the drawings and present the following comments: URBAN FORESTRY REVIEW COMMENTS 1) I do not see any planting details for this landscape plan. I have attached the City of Carmel's standard plant material planting details for your use. Planting details will need to be shown on the landscape plan. 2) FROM MARCH 10 E -MAIL: The Forestry Dept. is still waiting for the petitioner to submit a tree inventory of the site. Also, the petitioner should show /label the utility mains and easements on the landscape plan. 3) Scott Brewer has been in conversation with petitioner about preserving existing trees. A meeting has been set for Monday to address this issue that I will be attending on the site. If further comments are needed after the meeting on Monday I will follow the meeting with another email noting comments. 4) The scale is marked 1" 30' and 1" 60'. This needs to be corrected. Please illustrate how these comments will be addressed by letter or revised plan. If you have any questions, feel free to contact me. Thanks. Though not required, please discuss the Green site and building practices you will incorporate into the project, at the Plan Commission meeting. We will be prepared to discuss the Green /sustainable practices we will incorporate, at the Plan Commission meeting. 3. Provide details on the building lighting fixtures, such as sconces and wall packs. Provided. 4. Please submit the curb /pavement specifications and details. Provided. 5. The Petitioner has reviewed the Carmel Green Building checklist and will provide a list of the items proposed to be incorporated into the development. Please provide a tree conservation/preservation plan to the City Forster and to the Planning/Zoning Dept. The Petitioner has met with Scott Brewer, City Forester. An updated plan illustrating all 6" caliper trees that fall within the building set back and front yards will be provided for the Plan Commission's review. Landscape plan comments will be issued by the Scott Brewer, with the Forestry Dept. ASAP. The Petitioner has met with Scott Brewer, City Forester. An updated submittal will be included in the Plan Commission packet. For clarification, all condenser units will not be visible from street because of parapet heights. Provide trash receptacle screening details, such as materials /colors and elevations. Also, make sure that the dumpster enclosure is taller than the dumpster. The Petitioner has discussed the Development's trash collection system with staff. The Development will utilize an internal trash chute and compactor Signage: The Old Meridian Office zone permits 1 sign per street frontage. Since you have two street frontages, you can have two signs that can either be a ground sign or a wall sign. The ground sign can be no more than 24 sq. ft. and 4 feet tall. A wall sign can be no more than 32 sq. ft. and must fit within the horizontal and vertical elements of the building. Additionally, you can have exempt directional signs that are a maximum of 3 -ft tall and 3 sq. ft. All proposed signs will need to be submitted ASAP. The Meridian Pointe sign package will comply with ordinance standards. Signage: While the awning signs and blade/banner signs are a good fit, there are just too many of them (10 blade). The two awning signs are 32 sq. ft. total, and so there is still 32 sq. ft. of wall signage to use. You will need a variance for a sign not facing a street R/W and for the awning sign facing south. Please provide the dimension of the text -only area on the blade sign; it looks like it is 1' x 9' which would be 9 sq. ft. The Dept. could consider those as wall signs if they are not more than 32 sq. ft... But you would still need a variance for total number of signs. The Dept would be interested to see some type of awning or (regular) wall sign at the northeast corner, instead of a blade sign. This could be part of the number of sign variances. Overall, the Dept would be okay with one blade sign on the west facade, the awning sign on the south, one or two blade signs on the east and one wall /awning sign at the NE corner. See response to number 14. Signage: Please provide details on how the signage will be lighted. A lighting detail will be provided for the Plan Commission's review. Please amend the site plan. The Petitioner has discussed this requirement with the Planning staff The Planning staff agreed to limit this requirement to main sidewalks only, and not to individual sidewalks leading to dwelling unit porches. The parking ratio of 1/600 is intended for office uses. The approved use variance for residential uses could mean that the Multi family Zone parking requirements are utilized. Right now, the site seems over parked with 314 spaces, when you could provide 216 The Petitioner agrees with the Planning staff in that the Development should specify parking counts based on phases of the project. The parking counts will be separated thereby giving a more accurate representation of the number of parking stalls allotted to the multi family development phase of the proposal. Per section 20G.04.07.C, any accessory building for storage or disposal of refuse shall accommodate recyclable materials. Please show this location/design on the site plan or even show a recycling area within the building. The Development will provide internal recycling stations for residents. Therefore, no accessory buildings are required. 26. Please provide the details and specifications for the wall mounted lighting and wall sconce fixtures, if any. Locations and types will be presented to the Plan Commission sub committee. Per Section 20G.04.04, please show street lights per the adopted city style on the plans, and work with the Engineering Dept on placement and design. City Engineering has not requested street lights. Additionally, all lead sidewalks for individual residential units facing public a street will be removed. Please add a sidewalk connection from the westernmost bike parking area, to the path along Pennsylvania St. The plans will be updated to illustrate a sidewalk connection from the westernmost bike parking area to the path along Pennsylvania Street. Please provide the bicycle rack design details. The Development proposed to utilize city standards for exterior racks. Additionally, the Petitioner has requested that the City consider a reduction in number of required outside racks in exchange for the Development providing interior bike storage. Please show a defined, direct pedestrian connection to /from the southern community spaces within the residential building to the office building. Pedestrian connections to future buildings will be discussed with Planning staff during review of Phase 2. Provide vehicle access from Old Meridian St. to the north parking area with a porte- cochere through the building, or by separating one building into two, along Old Meridian St. The Petitioner is agreeable to providing a porte cochere. Is there a way for the site to utilize shared parking, since most residents will be away during the day, and office /retail patrons will use the site during the day (vice versa at night)? The Petitioner does not view shared parking as a viable option. Ms. Angie Conn, Planning Administrator Re: Meridian Pointe February 26, 2010 Page 7 of 8 Please connect the two parking areas; per Section 20G.04.05.F, adjacent parking areas shall be interconnected by alley or internal drive. The Planning Staff has indicated that the ordinance is not applicable as the parking lots are not adjacent. Do first floor units have direct access to the Old Meridian St. sidewalk from each unit, since multiple sidewalk connections are shown? First floor units do not have direct access to the Old Meridian Street sidewalk. (Lead sidewalks will be removed at this location on the building). Is there a pedestrian cut through from Old Meridian St. to the parking area, halfway down the length of the building? The development will include a pedestrian and vehicular cut through. There is some concern with the residential building size, since the Office subarea calls for limited building sizes to promote pedestrian scale, and the building footprints shown on the Old Meridian District Master Plan (exhibit C) are smaller. The Petitioner believes that the set back of building facade and cut through serves to reduce the perception of the size of the building. Further, the size of the building was approved by the Board of Zoning Appeals on January 26, 2010. Please make the doors /entrances more clearly defined. The Petitioner agrees that all main doors into building will be clearly defined. Please vary the parapet heights, making the prominent parapets a little taller, as well as better articulating the cornices. We feel that the parapet height variations shown are adequate to achieve the desired effect. Cornice details are available for reference. If not, variance approval is required. 1473863 Awnings will be constructed of materials other than metal or aluminum. Is there a way to utilize the views of the wooded area/wetland mitigation area north of this site by fronting some residential units along that north property line? Due to functionality and economic reasons, the Petitioner does not believe this is advantageous to the property. Please consider incorporating a small rooftop garden/patio area as an amenity. The Petitioner believes that a small rooftop garden /patio would be cost prohibited. Further, the development is proposing sufficient exterior amenities (with which staff is in agreement). We would propose building a pocket park by utilizing the credit in lieu )f Payment for the PRIF ordinance to offset purchase of property and improvements to it. Currently we estimate our park impact ees to be 174 units x $1265 $220,000. The adjacent parcel, which is owned by Meijer and extends from Penn to Old Meridian Ind faces 126th .St. We feel there would be numerous opportunities to develop this parcel into a pocket park setting. 1onestly it would improve the value of our property by beautifying the northern property line and enhance the environment of our esidents, but it also would benefit all other adjacent property owners and venues with the potential of providing, nature trail, vooded walking paths, hard -scape features at Old Meridian and 126th, street -scape plantings and possibly some wetland nature )reserve. There are numerous retails, office, hotel, senior housing, and other residential users within walking distance. Currently, i portion of the site is utilized by Meijer as off -site dry detention, which makes development extremely challenging, however we )elieve, by working with you, we can help improve the aesthetic and functionality of the site and provide a valuable asset to all adjacent property owners. f you are interested we would like to discuss it more with you. "Qualified" means certified by the Irrigation Association of America: Certified Irrigation Contractor (CIC), Certified Landscape Irrigation Auditor (CLIA), Certified Landscape Irrigation Manager (CLIM), Certified Irrigation Designer (CID), Certified Water Conservation Manager Landscape (CWCM) Or: An irrigation partner with the EPA WaterSense Program System Design: The system shall be comprised of either: o Drip /micro- irrigation components that allow for higher distribution uniformity and lower evaporation and runoff. o The design and layout of the emission devices provides for zero overspray across or onto a street, public driveway or sidewalk, parking area, building, fence or adjoining property. Overspray may occur during the operation of the irrigation system due to the actual wind conditions that differ from the design criteria. System Controller: The system should use a controller that has multi program capability with at least four start times (for multiple repeat soak cycles) and run time adjustments in one minute increments. The controller programming should be managed to respond to the changing need for water in the landscape. Use EPA WaterSense labeled products when available. Design features Follow all ordinances relating to irrigation systems including the installation of backflow devices. A design that results in uniform and efficient coverage. Sprinkler head spacing should be a minimum of "head to- head" (minimum 50% of diameter) unless the coverage is designed for wind de- rating. Wind de- rating should be based on average nighttime wind speed. Design to avoid overspray onto hardscapes, fences, buildings and adjoining property. Have separate station /zones (hydrozones) for areas with dissimilar water or scheduling requirements. Have a minimum of a rain sensor to suspend irrigation during wet weather conditions. In addition to the rain sensor, use any or all water conserving devices such as: o Check valves to minimize low -head drainage o Pressure regulators or pressure compensating screens, stems or nozzles to control high pressure. o Sensors that can actively measure weather conditions to determine daily plant water need. o Soil moisture sensors to monitor soil moisture and suspend irrigation if the moisture reserve in the root zone is significantly above the allowable depletion limit. Install a water meter dedicated to measuring only landscape water use. A meter with a flow rate output signal for interfacing with the controller is recommended as it can help detect leaks and manage water use. Additionally, you can have exempt directional signs that are a maximum of 3- tall and 3 sq. ft.. All proposed signs will need to be submitted ASAP. 5. Signage: While the awning signs and blade /banner signs are a good fit, there are just too many of them (10 blade). The two awning signs re 32 sq. ft. total, and so there is still 32 sq. ft. of wall signage to use. You will need a variance for a sign not facing a street R/W and for the awning ign facing south. Please provide the dimension of the text -only area on the blade sign; it looks like it is 1' x 9' which would be 9 sq. ft. Since you have two street frontages, you may have two signs. They can either be a ground sign or a wall sign. The ground sign can be no more than 24 square feet and 4' tall or less. A wall sign can be no more than 32 square feet and must fit within the horizontal and vertical elements of the building. You will also be able to have small directional signs that are 3' tall or less and 3 sq. ft. or less to help people navigate through the site. All proposed signs will need to be included in your ADLS submittal. If you'd like to run your ideas by me before hand, I'd be happy to look at them and offer suggestions. On another subject I'm curious to know what is going to happen to the illegal billboard on the site. Will it go away with this new development? Please let us know. Thanks! The following is a list of items we modified or tried to address from our last meeting: 1. Placed office building on round -a -bout. 12,000 SF /28 ft tall but only 1 story. Our office would be on corner with 2 other tenants facing Old Meridian. This allowed us to align and utilized the turn lanes and curb cuts on Old Meridian and create an entry statement for office and residential 2. Central building now bifurcates the site allowing private parking on north side of building. This eliminates the need for shared parking. Also gives us a great location for underground storage. We were able to extend this building to face both Old Meridian and Penn. This gave us a larger amenity area and allowed for more units to view this area. Central Building would be 4 story with elevator. Approximately 50' tall. 3. North building is now residential is currently designed as a 3 story building. Approximately 38' tall. This allows us to face Old meridian with building but also create a visual statement on the north east corner. 4. We would request to put parallel parking on both Old Meridian and Penn. 5. All curb cuts would align with intersections 6. Units: 190 Units 7. Office SF: 12,000SF 8. Parking: Residential (1.38 spaces /unit) Office (2.7 spaces 600 SF) 9. Entry Blvd: We wanted to create a statement at the entry so we would look at pavers at sidewalk, parking, and /or streets. We will do a structural feature at this location (sculpture, fountain, or gardens) 10. Pedestrian Courtyard: Between residential buildings we would do a hard -scape courtyard 11. Round -a -bout: We will create a focal feature at the south end of the office building within the property. We would be interested in discussing development and maintenance of the triangular piece directly south of the property and north of round -a -bout. Please let me know if you have any questions.
