Provide a copy of any proposed commitments or covenants. At this point, I am not aware of any new commitments or covenants. 10. Please label the largest building dimensions on the site plan. This has been added to the Dimensioned Site Plan C1.1, see attachment "3 Revised Plans for Development Plan Amendment" 11. Please add a scale to the building elevations. This has been done, see sheet A7.0 in the attachment "3 Revised Plans for Development Plan Amendment 12. Please show color, material, and design details on how the mechanical equipment is screened. This will be a 4' -0" screen wall made of the same manufactured stone as makes up the base of the building, see A7.0, attachment "3 Revised Plans for Development Plan Amendment 13. Please make sure that the dumpster enclosure is taller than the dumpster, per the PUD, Section 3. The refuse wall is 7' -4" tall. The container is 6' -0" tall. 14. Per the PUD ordinance, illumination levels shall not exceed 0.3 foot candles at the north and west property lines, and shall not exceed 0.1 foot candles at the south and east property lines. Please amend the photometric plans. This has been amended see C3.1 and C3.2, attachment "3 Revised Plans for Development Plan Amendment 15. P /ease verify that the parking lot pole heights are S 15 feet. This has been noted on C3.1 and C3.2, attachment "3 Revised Plans for Development Plan Amendment 16. Please consider using 'green' building practices, such as native plants, rain gardens, solar panels, pervious pavers in all or part of the parking area, etc. Attached is a green building checklist to use as a guide. See the attached Checklist for Items Regions Bank will implement, attachment "4 Green Practices 17. Please extend the sidewalk, that runs parallel to Lowes Way, all the way down to the south property line. And, please work with David Littlejohn, Alternative Transportation Systems Coordinator, on the sidewalk location. This has been added to the Dimensioned Site Plan C1.1, see attachment "3 Revised Plans for Development Plan Amendment Coordination is still required, but with environmentally sensitive stream area and severe slopes, the location depicted is the best possible location. 18. Please provide a copy of the recorded Maintenance Agreement between Kite Danbury Estates. This will be provided to you by the seller's legal counsel. 19. Per the PUD Ordinance, the bank hours of operation shall not continue past 7 pm. Please verify. Noted and agreed to. 20. Per the PUD Ordinance, trash and snow removal t /mes /days are restricted. Please label the future, proposed road rights of way lines, as well as the street centerlines. This has been added to the Dimensioned Site Plan C1.1, see attachment "3 Revised Plans for Development Plan Amendment" 22. Please provide the percentage of EIFS covering each building facade. This is very low: North: 3.6 East: 2.4 South: 3.6% and West: 0 This has been noted, see sheet A7.0 in the attachment "3 Revised Plans for Development Plan Amendment 23. Please provide an update on the County Highway Dept's concern with the entrance off of Lowes Way, which crosses a mitigated wetland. Is IDEM approval needed to cross the mitigated wet /and? IDEM has communicated that there approval is not required so long as any new construction crossing the stream does not happen below the high water level of the stream, see attachment "5 IDEM Interpretation In the previous application, Rich Kelly added an arched design for the crossing that met this requirement. As far as we know, the seller still must revise his roadway plans to reflect this design. At this writing, as far as we know, this has not been done, but will be a required change. 24. Please provide the decorative concrete screen wall design, color, and material details. See attachment "6 Screen Wall Specifications It is our understanding that this is the same specification that was approved in earlier applications. This wall is being constructed by the seller. 25. As part of the previous bank approval, there was supposed to be a commitment by the petitioner to do ongoing maintenance of the re- located wall, and to also commit to painting the wall every 2 -4 years. Please submit that same commitment with this bank proposal. The wall specified has integral color. Therefore, it should not require painting this often, if ever. Regions will commit to maintaining the wall, however, the noted requirement should be adjusted to match the specified materials. 26. Please add a bike parking area on the site plan and provide the bike rack details, per Chapter 27.06 of the Zoning Ordinance. This has been added to the northeast corner of the building pad, see C1.1 and details on C4.2, attachment "3 Revised Plans for Development Plan Amendment 27. For the north and south elevations, please add gables or window dormers or vent dormers where there is a large spans of unbroken roof plane, to help break up those roof planes. This has been done, see sheet A7.0 in the attachment "3 Revised Plans for Development Plan Amendment 28. For the south elevation, please add a window to the west portion of the building facade, near the southwest corner of the building, The corresponding area within the building is a restroom and work room for the employees. We did not add a window here for security and personal privacy reasons. Additionally, Regions does not want to use artificial windows due to their poor appearance. 29. For the west elevation, please add a window to the east portion of the building fayade, near the southwest corner of the building. We did not add this as Regions stated it did not think the final product would be aesthetically pleasing. 32. Can the drive through canopy material be brick as well? The white EFIS stands out! We reduced the EIFS band (cover structural components) from 3' -5" to 1' -6 This greatly improves that look. No, we cannot add brick without providing very extensive structural elements to support the brick and do not want to use "thin brick" since it will not hold up well in winter conditions. As noted above, the percentage of EIFS on the building facades is very minor, see sheet A7.0 in the attachment "3 Revised Plans for Development Plan Amendment 33. Please continue the brick material on the columns, of the drive through area, up to the rootline, instead of having them convert to EIFS. Regions much prefers not to do this for various reasons: The overall canopy footprint would have to grow to provide clearance to this "columns the tube a transparent and therefore will be a very minor visual impact, these tubes need to be easily accessible for maintenance, and lastly, the banks wants as few obstructions in this area so that potential criminals can be as visible as possible from the teller window. 34. Please change the color of the manufactured stone base of the building to be more of a limestone color, and not white. This has been done, see sheet A7.0 in the attachment "3 Revised Plans for Development Plan Amendment and attachment "7- Revised Color Renderings 35. Please paint the mechanical vents to blend in with the brick wall color, instead of matching it to the white trim color. This has been done, see sheet A7.0 in the attachment "3 Revised Plans for Development Plan Amendment and attachment "7- Revised Color Renderings 36. Could brick surrounds be installed around the other two drive up bay tube /vacuum structures, to make it look similar to the other brick columns? (At least up to the top of the vacuum structure meaning not the tube itself.) Please specify in plain text what the face colors, returns and trim caps will be. They will be: green delta, white letters and silver trim caps, see revised drawings. b) Ground sign height: There is a note on the drawing that the sign will be reduced in height from 6'7" to 6. Once this is done, it will comp /y. It will be 6' high, see revised drawings. c) Ground sign lighting; Does the whole panel light up or just the logo and word Regions? We would prefer only the letters and logo shine through at night. We will comply with request for logo and words only to be lit at night. d) Need more detail on canopy signs for open /closed for drive through like illumination style, color, size, etc. See the revised drawings. e) Concerned that the ATM sign, which is shown in detail (for above the drive through canopy), is too large in comparison to the other signs that will be installed on that fascia. The size of the text 'ATM" is ok (less than 3 sq. ft.) but the surrounding green background seems too much. We will change to the 3' ATM sign. The green background is the Regions standard. 0 There appears to be two ATM locations one next to the window and one on the outside lane. Will need confirmation if this is true or not and will need sizes of signs proposed on the ATM itself. (Must be less than 3 sq. ft.) Yes there are two and the signs will comply. Need to know if there is any text on the night deposit box area. No, there is not any signage there. h) Would like to know if there are any Do Not Enter signs proposed on the north elevation of the building near the drive through lanes. None is specified. Yes, there will be one mounted to the column. 0 Information sign shown 'All non Regions account... "is too tall and too large. 3' tall is the maximum height and 3 sq. ft. is the maximum sign area. Also, it is not clearly shown where this sign will be placed on the property, Please specify. It may be better suited as a window graphic or wall sign element at the entrance. We will find a wall mounted location and change sizing. Concerned that there is no "Do not enter "sign planned for the right in only lane off of 146th Street. Is there a plan to have this kind of sign installed here? This has been added to the Dimensioned Site Plan C1.1, see attachment "3 Revised Plans for Development Plan Amendment k) Concerned about the number of arrows that will be painted onto the ground to direct traffic. How well will these be maintained? Would lane lines not work better to direct traffic? These have been greatly reduced, see Dimensioned Site Plan C1.1, see attachment "3 Revised Plans for Development Plan Amendment I) 5 signs letting people know they cannot enter the lane that goes to Danbury Estates seems a bit much; can you reduce the number? Does this entrance not allow left hand turns? Where is this entrance in respect to where Lowe 's Way turns into a one way? Perhaps showing this on the site plan would help explain this. This work is being completed by the seller. We will advise them of this suggestion /requirement. n) Signage: directional signage can only be 3 -ft and 3 square feet in area. Please revise your proposed directional signs. Noted, these have been changed to comply on the revised sign drawings. URBAN FORESTRY REVIEW COMMENTS Daren Mindham 1) The current planting details show to fertilize the tree (not recommended for the first year) while at the same time spraying anti desiccant. I think this would be a catch 22? I have attached the City of Carmel's standard plant material planting details for your use. The attached details are free for you to use on any projects and are Carmel-approved for any Carmel projects. We have added the standard details in replacement of ours on sheet L1.4, Landscape Details, see attachment "3 Revised Plans for Development Plan Amendment 2) L1.0 Plant List A quantity column will be needed. We have added the quantities on both Landscape Plans, sheets L1.1 and L1.2, see attachment "3 Revised Plans for Development Plan Amendment 3) L1.0 There seems to be a few tree and shrub symbols not designated with a letter. (east of the building, and southern border). We have corrected this on the Enlarged Landscape Plan, sheet L1.2, see attachment "3 Revised Plans for Development Plan Amendment Additionally, we are amending a previously approved plan and have matched it substantially, so I am not sure that additional requirements are now binding since the plan was approved previously? 4) I am not sure why there is a landscape setback on the landscape plan. There instead should be a landscape bufferyard areas noted per Section S.Z. 5.1. of the PUD. The bufferyards we show are consistent with what is listed in the PUD,.. "bufferyardA on north, south and west (we have 24.5 extra feet of width here) and bufferyard Don the east located west of the relocated wall'; We have the bufferyard requirements per the PUD and added more plants, see the Landscape Plan, sheet L1.1, see attachment "3 Revised Plans for Development Plan Amendment Additionally, we are amending a previously approved plan and have matched it substantially, so I am not sure that additional requirements are now binding since the plan was approved previously? 5) Along with this bufferyard requirement it seems that on the landscape plan the examples provided in Section 5Z.B.1. of the PUD were implemented instead of following the Table.
