City of Carmel, Indiana, Amending City Code Chapter 8, Article 3, Section 22(a) (Forty
m.p.h. Speed Limit Designations), Changing the Speed Limit to 40 Miles Per Hour on
Keystone Parkway; Sponsor: Councilor Griffiths.
b. Fifth Reading of Ordinance D- 1988 -10; An Ordinance of the Common Council of the
City of Carmel, Indiana, Authorizing and Approving Additional Appropriations of Funds
from the Motor Vehicle Highway Fund ($893,191), Cumulative Capital Development

MEETING MINUTES
MONDAY, JUNE 21, 2010 6 :00 P.M.
COUNCIL CHAMBERS /CITY HALL /ONE CIVIC SQUARE
MEMBERS PRESENT:
Mayor James Brainard, Council President Richard L. Sharp, W. Eric Seidensticker, John V. Accetturo,
Joseph. C. Griffiths, Luci Snyder, Ronald E. Carter, Clerk Treasurer Diana L. Cordray and Deputy Clerk
Treasurer Lois Fine.
Councilor Rider was not in. attendance.
Mayor Brainard called the meeting to order at 6:02 p.m.
Reverend Timothy Kirk, Christ Community Church, pronounced the Invocation.
Mayor Brainard led the Pledge of Allegiance.
RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS:
There were none.
APPROVAL OF MINUTES:
Councilor Griffiths made a motion to approve the Minutes from the June 7, 2010 Regular Meeting.
Councilor Seidensticker seconded. There was no Council discussion. Council President Sharp called for
the vote. The Minutes were approved 6 -0.
RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL:
Winston Long, 12316 Brookshire Parkway, Carmel, IN., representing Omni Centre for Public Media,
presented four recognition awards on behalf of the City to Mayor Brainard.
Alan. Davis, 11. 1 Avenue N.E., Carmel, IN., President of the Carmel Symphony Orchestra, addressed the
Council and presented copies of the Symphony's Audit and Grant Report.
COUNCIL, MAYORAL AND CLERK TREASURER COMMENTS /OBSERVATIONS:
Councilor Snyder addressed the Council regarding the Hamilton County Humane Society.
Council President Sharp reminded the Council and the citizens that the July 5, 2010 Council meeting
would be cancelled. City Hall will be closed in observance of Independence Day. A Special Council
meeting will be noticed for Tuesday, July 6, 2010 at 6:00 p.m.

ACTION ON MAYORAL VETOES:
I There were none.
CLAIMS:
Councilor Seidensticker made a motion to approve claims in the amount of $2,670,242.56. Councilor
Griffiths seconded. There was brief Council discussion. Council President Sharp called for the vote.
Claims were approved 6 -0.
Detail of Wire Transfers for May, 2010, was presented by the Clerk- Treasurer. Councilor Griffiths made
a motion to acknowledge wire transfers in the amount of $1,490,260.22. Councilor Snyder seconded.
There was no Council discussion. Council President Sharp called for the vote. Wire Transfers were
acknowledged by the Council 6 -0.
COMMITTEE REPORTS:
Councilor Snyder reported that the Finance, Administration and Rules Committee met and discussed
Ordinance D- 1992 -10, Ordinance D- 1995 -10 and Ordinance D-1996-10. Councilor Snyder will present
the committee report when the items appear on the agenda.
Councilor Seidensticker reported that the Land Use, Annexation and Economic Development Committee
had not met.
Councilor Carter reported Parks, Recreation and Arts Committee that the next meeting will be held on
Tuesday, July 6, 2010 at 3:00 p.m.
Councilor Griffiths reported that the Utilities, Transportation and Public Safety Committee met and
discussed Ordinance D- 1984 -10 which was forwarded to the Council with a 3 -0 favorable
recommendation and Ordinance D- 1990 -1.0 which was forwarded to the Council with a 2 -0 favorable
recommendation. A presentation was made by the Carmel Police Department Operations Division
regarding their 2010 staffing projections.
OLD BUSINESS
Council President Sharp announced the Fifth Reading of Ordinance D- 1984 -10; An Ordinance of the
Common Council of the City of Carmel, Indiana, Amending City Code Chapter 8, Article 3, Section 22(a)
(Forty m.p.h. Speed Limit Designations), Changing the Speed Limit to 40 Miles Per Hour on Keystone
Parkway. There was brief Council discussion. Councilor Griffiths made a motion to approve Ordinance
D-1984-10. Councilor Carter seconded. There was brief Council discussion. Council President Sharp
called for the vote. Ordinance D- 1984 -10 was adopted 6 -0.

Common Council of the City of Carmel, Indiana, Adding Chapter 8, Article 5, Section 8 -48 (Limited

opened the Public Hearing at 6:35 p.m. Seeing no one who wished to speak, Council President Sharp
closed the Public Hearing at 6:35:30 p.m. Councilor Snyder made a motion to approve Ordinance
D- 1992 -10. Councilor Seidensticker seconded. There was no Council discussion. Council President
Sharp called for the vote. Ordinance D- 1992 -10 was adopted 5 -1 (Councilor Accetturo opposed).
Councilor Seidensticker made a request of Council President Sharp to move item 12. c. (Resolution
CC- 06- 21- 10 -01) to the forefront. There was no objection from the Council to reorder the agenda.
Council President Sharp announced Resolution CC- 06- 21- 10 -01; A Resolution of the Common Council
of the City of Carmel, Indiana, Disbursing Arts Fund. Monies ($365,000). Councilor Griffiths made a
motion to move this item into business. Councilor Seidensticker seconded. Councilor Snyder presented
this item to the Council. There was brief Council discussion. Councilor Snyder made a motion to
approve Resolution CC -06- 21- 10 -01. Councilor Carter seconded. There was no Council discussion.

Council President Sharp called for the vote. Resolution CC- 06- 21 -10 -01 was adopted 5 -1 (Councilor
Accetturo opposed).
NEW BUSINESS
Council President Sharp announced the First Reading of Ordinance D- 1993 -10; An Ordinance of the
Common Council of the City of Carmel, Indiana, Concerning Council District Boundaries. Councilor
Seidensticker made a motion to move this item into business. Councilor Griffiths seconded. Councilor
Snyder presented this item to the Council. There was brief Council discussion. Council President Sharp,
stated that this item, without Council objection, will lay on the table until the next Council meeting.
There was no Council objection. Council President Sharp addressed the Council.
Council President Sharp announced the First Reading of Ordinance D- 1994 -1 An Ordinance of the
Common Council of the City of Cannel, Indiana, Approving and Adopting a Second Amendment to
Interlocal Agreement (Between the City of Carmel and Clay Township). Councilor Carter made a motion
to move this item into business. Councilor Snyder seconded. Councilor Carter presented this item to the
Council. There was no Council discussion. Council President Sharp referred Ordinance D- 1994 -10 to the
Parks, Recreation and Arts Committee for further review and discussion.
