The comments from the City review have been satisfactorily addressed with the following exceptions: COMMENTS- CONSTRUCTION PLANS 11. We have engaged Crossroad Engineers to review all storm drainage plans and drainage calculations submitted to this office for review. We will share these reviews with you as they are received.' 13. C200 Site Development Plan Comment on previous review: "Will there be basements /walk -out basements in this section? It appears that there should be Minimum Flood Protection Grades (MFPG) established for the lots that might be affected by the emergency overflow routes." Minimum flood protection grades have been shown on the lots, but there is nothing in the legend to explain M.F.P.G. Please include this in the legend and define exactly as follows: M.F.P.G. MINIMUM FLOOD PROTECTION GRADE MINIMUM ELEVATION FOR ANY STRUCTURE OPENING (DOOR, WINDOW WELL, OUTSIDE BASEMENT, ETC.) SHALL BE A MINIMUM OF 2 FEET ABOVE 100 YEAR FLOODING SOURCE. 14. Sheet C400, Sheet C401, Sheet C402 Street Plan and Profile Comment on previous review: "We require a minimum cover of 12- inches on all street pipe crossings. Please place this notation on all appropriate sheets." Please revise all notes, details, etc. according to the attached specifications for bedding, backfill, and minimum cover. 15. Sheet C403 Entrance Plan Comment on previous review: "Need to indicate the location of Section "A "A" on the plan view." Pavement section requirements for 141 Street have changed. Please revise to show 1.5 inches of HMA #11 surface on 2 inches of HMA #8 binder on 3 inches of HMA #5D base on 7 inches of #53 stone on 4 inches o f #2 stone or match existing, whichever is greater. Please delineate this section with hatching on the plans and appropriate reference in the legend. Comment on previous review: "Please provide a striping /marking plan for the entrance." Please remove the arrows and "only's" from the north (the entrance) approach. Please remove the arrow and "only" from the westbound through/left turn lane. Please provide a solid white lane line to separate the westbound lanes. Please complete the note "CENTERLINE MARKINGS SHALL BE DOUBLE SOLID 4 INCH YELLOW LINES SPACED 8 INCHES APART AND SHALL BE AND SHALL BE EQUALLY OFF -SET ON OPPOSITE SIDES OF THE GEOMETRIC." Comment on previous review: "Please dimension the existing half pavement width of 141 Street." Repeat this continent. However, the widening shown may not meet the City's standards. Please indicate widening across the property frontage or to the extents of the auxiliary lanes, whichever is greater for 15 -foot travel lanes on the property side of 141st Street. Auxiliary lanes shall be measured from the edge of the 15 -foot travel lane. Please add a note to the site plan that all existing pavement shall be sawcut to a clean edge where new pavement (for widening or for auxiliary lanes) is to be installed adjacent to existing pavement. The City typically requires 1" milling with 1.5" H.A.C. #11 resurfacing for the entire width of the existing roadway across the property frontage or to the limits of the auxiliary lanes, whichever is greater. Please delineate the milling and resurfacing areas with hatching on the plans and appropriate reference in the legend. All paving within the existing and proposed City right -of -way shall conform to the requirements of the Department of Engineering. Please add a note to the drawings that the Contractor shall contact the Department of Engineering to schedule a pre construction meeting to review the Depaituient's construction requirements, staff notification requirements, required inspections for certain stages of the work and to review the authority of the Department as it relates to work within the existing and proposed City right -of -way. The stone for the stone shoulder is to be #73 stone rather than #53 stone. These comments represent the Department of Engineering's second review of the construction plans for this project. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in delay of the review process. It is critical that this office be made aware of all modification made on the plans being re- submitted, particularly if any such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans indicating all revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan Commission, Special Studies or other committee meetings. All bonds and performance guarantees (if required) must be posted prior to Engineering Department approval. Also, Board of Public Works and Safety approval and any other governing agency approvals (if required) must be obtained prior to Engineering Department approval. The plans have been submitted to the City's consultant for drainage review. Comments from the drainage review will be forwarded to your office when the review is complete The Department of Engineering reserves the right to provide additional comments based on subsequent reviews. Please submit th.e following procedural items to this office, petition for reconstruction and relocation (for Stkltz and Almond Drain), petition for regulated subdivision, outlet permit, bngineer's estimate, and all associated bonds for 120% of construction cost. The pond overflow and emergency routing for pond #2 is not low enough to provide any freeboard (safety factor)i While this office understands you can not get the overflow down to the 100 year elevation in this case, please lower the overflow and routing as much as posible. It would appear that 918.7 at the HP would still allow the 1% slope in the iside yard swale. 3. Thank you for the emergency overfldw cross sections. Could you please add spot elevation at the pond overflows on slieet C200. 4. Please modify the note on C200 to state the tile will be crushed or abandoned by approved methods of HCSO. The reconstruction and relocation of the Stultz and Almond Regulated Drain must be 12" RCP, with manholes at ever' turn. This must also be in a 30' R.D.E. with no landscape planting allowed within that easement. It must also show up on the Plan and Profile sheets. 6. A field verified invert elevations attthe north property line will need to be included on the plans for the Stultz land Almond reconstruction. 7. The proposed wetland planting arees located in pond #1 is a storm water BMP, but please take note that the Wetland Planting will NOT be maintained as part of the regulated drain system. 8. After reviewing the entry sign detail, it appears the sign and many trees are proposed in the same location the site outlet pipe it located. This is not acceptable, as future maintenance Work on this pipe would be very costly. As a recommendation, I would suggest ranning a pipe directly east from the existing structure and then turning back north, well past the sign. This compromise allows the entry sign to remain as design and keeps the tree/sign away from the regulated drain. 9. The HCSO has new standard detail for the required castings. The details are available for download on our webs at http /www.co.harnilton.in.us, go to Departments, Surveyor, and Documents for Download. The details are CT-1, CT- 2, CT-4, CT -5, CT -6, CT -7, CT -8, and CT -10. These are our required casting and any other casting must be approvedlby this office. The Hamilton County Surveyor has allowed the entire site of Trails at Hayden Run to be drained into the J. W. Brendle Legal Drain Watershed through The Ridge at Hayden Run at MH 108A. This would be allowed as long as the discharge from the Trails at Hayden Run does not cause the discharge of The Ridge at Hayden Run to exceed its allowable release rate maintained by the Hamilton County Surveyor's Office per the regional detention analysis of the J. W. Brendle Watershed. See ICPR output in Post- Developed Section of the Drainage Report for verification. 5. The proposed project falls in the jurisdiction of the City of Carmel 2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone. 3. This project will be a Hamilton County Regulated Drain Subdivision. 4. The proposed project falls in the Stultz and Almond Regulated Drain Watershed. The current proposal will move the project to the J.W. Brendle Regulated Drain Watershed. This project will not be allowed to increase the discharge into the J.W. Brendle Regulated Drain thru Hayden Run since this area is not included in the area that set the watershed restriction rate at 0.24 cfs per acre. 5. It the invert elevation of the existing catch basin, the site outlet point (structure 108 from Ridge of Hayden Run), field verified or as -built information, not design elevation. This needs to be checked before the outlet permit will be issued. 8. Please show and cross section an emergency spillway and emergency routing at the 100 year elevation. The emergency routing must have a positive fall route away from the pond to an adequate outlet. No adequate emergency overflow is currently shown for Pond #2. 9. Please show the ponding that will occur during the 100 year storm event at end sections 119, 124, 130, 138, and 142B. If the emergency overflow is not correct on Pond #2, these above mentioned end sections will become the emergency outlets be means of surcharging. This would not be an acceptable overflow routing by the HCSO. 10. Several of the perimeter swales are graded at less then 1% slope and do not show underdrains. Please revised the grades or include SSD to meet HCSO Standard Detail D-16, Also, no swale is shown behind lots 30 thru 34 and insufficient data is given to make me believe the swale in Heather Knoll will work. 11. The perimeter easements are very confusing. They show a 15' D.E. on the outside boundary which is overlapped by a 25' L.M.A.E. The problem is the swales are shown outside of the 15' D.E., so be have a D.E. over the trees and an L.M.A,E. over the swales. The perimeter easements also need to be 20' wide, which was a comment in the primary plat review. 12. Please modify the note on C200 to state the tile will be crushed or abandoned by approved methods of HCSO. 13. The grading plan shows an approximate 2 to 1 slope on the underwater banks of the proposed ponds. HCSO detail D -7 shows a 3 to 1 slope being required. This is a safety issue even with the 2' safety level. Additional fill material to balance the site will need to come from deeper in the pond. 14, The reconstruction and relocation of the Stultz and Almond Regulated Drain must be 12" RCP, with manholes at every turn, This must also be in a 30' R.D.E, with not landscape planting allowed within that easement, It must also show up on the Plan and Profile sheets. The Neenah (or equivalent) 3501 TR or TL should be used when a single direction of flow enters the inlet. 17. All casting should be labeled "Dump No Waste Drains to Waterway," which are readily available now from local casting distributors. The design engineer must certify all drawings submitted for final approval. This office will require a minimum of four -sets of drawings for approval after all issues have been resolved. The drawings will be stamped as approved and will be signed by the City Engineer and the Director of Carmel Utilities. The Owner will receive one set that is to be maintained on the construction site at all times. Carmel Utilities will receive one -set, our Construction Manager will receive one -set and one -set will be maintained in the Engineering Depaitinent. We will approve an additional two -sets of drawings, totaling six -sets if desired. The additional sets must be provided with the minimum four -sets. Since there is dual jurisdiction with the Hamilton County Surveyor's Office, the coordination of approval between the two agencies and the total number of sets of drawings required for approval will be determined later. 5. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated right of way or dedicated easements will require a Consent to Encroach Agreement with the City of Carmel's Board of Public Works and Safety. 6. Carmel Utilities should be provided drawings for review of water issues. They will provide a separate review regarding these issues. Please assure that Carmel Utilities is on the distribution Iist for all drawings and drawing revisions. 7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water main locations. 8. The amount of the Performance Guarantee is based upon a Certified Engineer's Estimate for 100% of the cost of labor and materials to construct the individual improvements, to be provided by the design engineer. Please provide detailed Engineers Estimates for each improvement including unit costs, quantities, materials and types of materials, etc. Upon completion and release of individual Performance Guarantees, a three -year Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and Curbs and 10% of the Performance amount for all other improvements. Performance Guarantees may be Performance or Subdivision Bonds, Irrevocable Letters of Credit or Cashier's /Certified/Official Checks. Availability (acreage) Fees must be paid after all other Engineering Depai t„ient requirements have been satisfied and prior to start of construction activities (the exception is that you are allowed to move dirt on site). Availability Fees are based upon total platted acreage for the development at the rate of $1,010.00 per acre for Water Availability. Based upon the secondary plat indicated acreage, the following Availability Fees would apply: Water 40.033 Acres $1,010.00 /Acre= 40,433.00 Connection Fees are $1,310.00 for water per single- family residence. Connection Fees are paid when the infrastructure has been completed, satisfactory test results obtained and the subdivision has been released for permits. We have engaged Crossroad Engineers to review all storm drainage plans and drainage calculations submitted to this office for review. We will share these reviews with you as they are received. 12. When will street names be assigned? 13. C200 Site Development Plan Why is the acceleration lane taper at the entrance labeled as existing? What is the lane length distance from the taper to the curb? Will there be basements /walk -out basements in this section? It appears that there should be Minimum Flood Protection Grades (MFPG) established for the lots that might be affected by the emergency overflow routes. Will these be designated as an Emergency Flood Routes? Why is the end section from storm structure 122 to Pond #2 labeled as xxx? There are several instances (Lots 10/11, 15/16, 18/19, 21/22 and 28/29) where storm pipes terminate and end sections and riprap are installed in what will be the back yards of the residences. From past experience, we would expect objections from future homeowners of these lots as the homes are built and landscaped. Please propose an alternative or alternatives to resolve this issue. In the Storm Chart, what does the asterisk represent on some of the end sections? Please provide more detail on the emergency overflow routes. How will these routes function? Where is the emergency overflow from Pond #1 directed? Some curb inlets are indicated with a black square (single), some with a black rectangle (double) and some with a black circle. What is the circle type inlet? Do you have details for all three? We want to assure that no drainage structures associated with curb inlets shall be used that extend under the pavement causing reflective cracking in the roadway pavement. 14.
