HomeMy WebLinkAboutMinutes SpecStdy 03-07-00SPECIAL STUDY COMMITTEE MARCH 7, 2000 The regularly scheduled meeting of the Special Study Committee met at approximately 7:00 PM on March 7, 2000 in the Caucus Rooms of City Hall, One Civic Square, Carmel, Indiana. Members present were: Chairperson Paul Spranger; Kevin Kirby; Jim O'Neal; Leo Dierckman; and Pat Rice. Item 1. Docket No. 98 -99 Z, Kite Rezone Petitioner seeks approval of a rezone to PUD /Planned Unit Development in order to construct two retail buildings on 37.076 acres. The site is located southeast of East 146 Street and US 31. The site is zoned B -2 /Business, R- I /Residential and R -4 /Residential within the US 31 Overlay Zone and partially within the SR 431 Overlay Zone. This item was continued from the January 4, 2000 Special Study Committee meeting in order to allow the Committee more time for a thorough review of the proposed PUD Ordinance. At the February 1, 2000 Special Study Committee meeting, this item was scheduled for a Special Meeting which was held February 22, 2000. At the conclusion of the Special Meeting, this item was forwarded to the regularly scheduled March committee meeting. Filed by Paul G. Reis of The Reis Law Firm for Kite Realty. The Committee discussed at length the shade of blue to be used on the Loew's building. The color of the roof is to be dark gray. The main entrance is on the south facade. Up- lighting will be utilized on the west fa�ade--no wall packs. The main signage is 144 square feet; a smaller sign, 22.5 square feet, states "Lumber Yard;" another sign, 25.5 square feet, points out the garden center. On the west facade, there is one sign for Loew's. There is no signage on the east or the north facade; signage is to be allowed on the screening wall. The Cart Corral is to match the building. The HVAC equipment will be on the roof, and screened from sight. In regard to the second building to the south, it could be that a single tenant would take up the entire amount allotted. A second scenario would be for two tenants; a larger sign of 75 square feet for the smaller anchor, and 45 square feet for the second identification sign. If broken up into a multi- tenant building, the total area allowed for signage would be 120 square feet, (the more tenants, the smaller the signs.) The second building has no signs on the east or south facade of the building. There is a center identification sign, 10 feet high, 12 feet wide, and designed to match the building materials and the blue aluminum facia being used on the Lowe's building. For those buildings over 100,000 square feet, two additional wall signs are permitted (the Lowe's building). s: \P1anCommission \specstudy2000mar Pat Rice moved to recommend favorable approval to the full Plan Commission with the stipulation that the petitioner will submit written commitments to the Department prior to the Plan Commission meeting on March 21, 2000. 4 in favor, Jim O'Neal opposed. Item 2. Docket No. 105 -99 Z, Merchants' Pointe TABLED TO APRIL 11 Item 3. Docket Nos. 106 -99 SP 107 -99 DP /ADLS, Carmel Science Technology Park, Block 14, Lot 3. Petitioner seeks approval to plat one lot on 3.533 acres to be known as Carmel Drive Storage. The site is located at 550 West Carmel Drive. The site is zoned M- 3/Manufacturing. This item has been continued from the February 1, 2000 Special Study Committee meeting. Filed by Keith Bonham of the Tower Design Group, PC. Ken Keltner and Eileen Keltner requested clarity as far as guidelines from the Committee for the proposed project. The Committee had voiced major concerns at the February meeting including, but not limited to, the 30 foot setback to allow for a bike path along Carmel Drive; Drainage -the City Engineer prefers to drain west to Clark Street; the setback /positioning /design/materials of the screening wall and landscaping to break up the continuous line of the wall. Terry Jones stated that as of today, the Department had not received any revised plans relating to the wall or landscaping. Docket Nos. 106 -00 SP 107 -88 DP /ADLS were TABLED to the April 11 Committee meeting to allow the petitioner an opportunity to address the Committee's concerns. Item 4. Docket No. 36 -00 ADLS, Fidelity Keystone Office Park Petitioner requests approval for the first of two multi- tenant, multi -level general office buildings on two parcels totaling 4.386 acres. The site is located northwest of the intersection of East Carmel Drive and Keystone Way. The site is zoned B- 8 /Business. Filed by David B. Huffman of CSO Engineers for Equicor Development. Terry Jones stated that ACCESS is a major issue with this site; the site has no frontage on a public street. Exit onto Carmel Drive? Gordon Byers reported that the petitioner is meeting with Mayor Brainard tomorrow to discuss. Gordon Byers stated that at this point, the project is for ADLS and not for a Development Plan. Terry Jones responded that this may be a matter for legal counsel to determine. Terry reiterated his position that the lot, as is, does not meet Carmel Ordinances because it has no frontage therefore, no building permit could be issued. s:\ P1anCommission \specstudy2000mar 2 Gordon Byers commented that a deal had been made with a property owner -not even a part of this petition, to work out access. If the City does the loop road, it would still be a do -able project. Terry Jones stated that prior to the application being filed, the petitioner was made aware of the fact that the site has no frontage; any signage would require a variance from the Board of Zoning Appeals. The Committee voted 5 -0 in favor of granting LIMITED APPROVAL, conditioned upon the petitioner resolving access to /from the site to Carmel Drive; the petitioner will return to the full Plan Commission with commitments regarding signage.
