RESOLUTION OF THE CARMEL PLAN COMMISSION DETERMINING THAT
A RESOLUTION AMENDING THE INTEGRATED ECONOMIC DEVELOPMENT
PLAN APPROVED AND ADOPTED BY THE CITY OF CARMEL
REDEVELOPMENT COMMISSION CONFORM TO THE PLAN OF DEVELOPMENT
FOR THE CITY OF CARMEL AND APPROVING THE RESOLUTION AND PLAN
WHEREAS, the Carmel Plan Commission (the "Plan Commission is the body charged
with the duty of developing a general plan of development for the City of Carmel, Indiana (the
"City and
WHEREAS, the City of Carmel Redevelopment Commission (the "Redevelopment
Commission as the governing body for the City of Carmel Redevelopment Department,
pursuant to Indiana Code 36 -7 -14, as amended (the "Act), adopted a Resolution on August 18,
2008 (the "CRC Resolution which made certain amendments to the previously declared Old
Town Economic Development Area (the "Economic Development Area and the Integrated
Economic Development Plan Amended Redevelopment Plan (the "Plan for the Economic
Development Area; and
WHEREAS, the Redevelopment Commission has submitted the CRC Resolution to the
Plan Commission for approval pursuant to the provisions of Section 16 of the Act, which CRC
Resolution is attached hereto and made a part hereof; and
WHEREAS, the Plan Commission has reviewed the CRC Resolution and the
amendments to the Plan contained therein, and determined that they conform to the plan of
development for the City, and now desires to approve the CRC Resolution and such amendments
to the Plan.
NOW, THEREFORE, BE IT RESOLVED BY THE CARMEL PLAN COMMISSION,
THAT:
1. The Plan Commission hereby finds and determines that the CRC Resolution and
the amendments to the Plan contained therein conform to the plan of development for the City.
2. The CRC Resolution and the amendments contained therein are hereby approved.
3. This Resolution hereby constitutes the written order of the Plan Commission
approving the CRC Resolution and the Plan, as amended thereby, pursuant to Section 16 of the
Act.
4. The Secretary is hereby directed to file a copy of the CRC Resolution with the
minutes of this meeting.
SO RESOLVED BY THE CARMEL PLAN COMMISSION this 19th day of August,
2008.

Re: Plan Commission meeting, Tuesday, August 19th:
The Carmel Clay Historical Society would like to see consideration given to the preservation of the Henry and Elizabeth
Peele House at 140 W. Main St. as a significant historical structure. We understand that there are plans for new
construction to take place on that site and continue on parcels east of the house. The Society has recently commissioned
a historical architecture survey of Old Town, conducted by the Center for Preservation of the Ball State University School
of Architecture (the survey was featured in the Carmel Star, p.2, Friday, Aug. 15th). We arranged for the survey to be
done to both add to our understanding of the heritage of architecture in Old Town (to serve as a local history reference
source), and as a source of information for governmental entities such as the City of Carmel and the Carmel
Redevelopment Commission when matters regarding historical structures are discussed.
We already knew that the house above had historical significance in that Elizabeth Peele had a weaving shop attached to
the house, and as a Quaker, she represents that aspect of local history in that Quakers were the majority of the first
settlers who established the village of Bethlehem in 1837. And, by oral tradition, it is believed that Elizabeth Peele
suggested the name "Carmel" when the town's first post office was granted on January 20, 1846 (a town on the Ohio
River had been named Bethlehem, so Bethlehem here could not be used officially for our first post office). In addition, the
Peele House represents home design of a much earlier period and as such is one of the few remaining in our community.
There is much public interest in maintaining these few remnants of our heritage, of which the Peele House is a prominent
example.
If there are plans being considered to move the Peele House to preserve it as a historical structure, we recommend that it
be placed on a parcel of land at least the same size as that on which it is located. That way the house, whatever its future
use, as residence, commercial establshment, or house museum, would accommodate those uses, especially if it were to
become a house museum (the Society is equipped to furnish such a museum). The fine examples of restoration that
have been done on N. Range Line Rd. to former residences prove that there is considerable interest in preservation of
historical structures and that, as businesses, they can be profitable as well as maintain the cultural heritage of a
community which attracts visitors to our city.
The Society remains ready to serve the community as a unique resource of information regarding our local heritage.
