CARMEL PLAN COMMISSION
SUBDIVISION COMMITTEE
Minutes
JUNE 1 2004
The regularly scheduled meeting of the Carmel Plan Commission Subdivision Committee met at
7:00 PM on June 1, 2004 in the DOCS Conference Room, City Hall, Carmel, Indiana.
Committee Members present: Stephanie Blackman, Dianna Knoll, Rick Ripma, Susan
Westermeier, thereby establishing a quorum.
Adrienne Keeling attended the Subdivision Committee meeting on behalf of the Department of
Community Services.
1. Docket No. 04010001 Z; Dunkerly Property Rezone
The appliacnt seeks to rezone approximately 2.4 acres from R -1 /Residence to B-
2 /Business (with restricted uses.) The site is located at the northwest corner of Guilford
Road and 116 Street.

REPRESENTING THE PETITIONER: Joe Calderon; ICE MILLER, Mark Zukerman and Greg
Small, Equicor Development; Craig McCormick, Architects Forum
CALDERON: We are reviewing revised site plans today. One site plan change is bringing the
buildings up to front and rear load parking, to create a nice scenario for this corner. Still have ten
feet pedestrian sidewalk. Changed roof pitch with Cornish treatments. We have color samples
today. We have made provisions for right -of- way and pedestrian connectivity and front parking
with retail usage.
Revised commitments; office park would serve office. Retain restriction of fast food drive -thru
with a possible exception to Star Bucks. We are seeing more upscale businesses with drive -thru
convenience. We would do modifications for traffic if approved.
Did not want to be over committed on use restriction. No educational uses, medical or nursing
homes or Day Care. Added permitted uses, beauty salon and apartments over offices. First choice
of brick and trim is Charleston Tudor with its historical color pallet and adding a fabric awning.

Entire building is brick. We have not submitted lighting yet but like Amli at Main Street again
historical design. We have not done a traffic study or been asked to do one but with the 116
Street improvement we believe the traffic will not be an issue. Retail will be limited so traffic will
be low.
KNOLL: Concern with parking layout for pedestrian safety and traffic stacking at
drive -thru and curb cut on Guilford.
BLACKMAN: I would like to see it changed from Office Park to Office Facility and add
language that prohibits a drive -thru for financial institution.
RIPMA: No further comments.
KNOLL: Formal motion to forward Docket No. 04010001 Z Dunkerly Property
Rezone to the full Plan Commission with a favorable recommendation,
seconded by Susan Westermeier, approved 4 in favor, none opposed.
2. Docket No. 04010027 OA:
Proposed Chapter 23F: Range Line Road /Carmel Drive Overlay Zone
The petitioner seeks to add new provisions regarding development standards for
properties along portions of Range Line Road and Carmel Drive to the Zoning Ordinance.
Filed by the Department of Community Services.

Amendments to the Carmel/Clay Zoning Ordinance Patch #4
The petitioner seeks to add new provisions to and make several corrective amendments to
the Zoning Ordinance.

Adrienne Keeling distributed informal information on tower and radio and television transmission.
3.07 Amend the following definitions to read:
TOWER: A ground or roof mounted pole, spire, structure, or combination thereof
taller than fifteen (15) feet, including supporting lines, cable, wires, braces, and masts,
intended primarily for the purpose of mounting an antenna, a meteorological device, or
other similar apparatus above grade. The term does not include; (1) a water tower that is
owned by public utility or municipally owned utility; or two (2) any pole, spire,
structure, or combination thereof on which an amateur radio station antenna is
mounted.
TOWER, RADIO OR TELEVISION TRANSMISSION: Any ground- mounted pole,
spire, structure, or combination thereof, including supporting lines, cables, wires, braces,

masts, intended primarily for the purpose of mounting a radio or television transmission
antenna (other than an amateur radio station antenna) above ground.
Docket No. 150 -02b OA, amendments to the Carmel/Clay Zoning Ordinance, Patch 44 will
remain at the Committee level for further review.
There being no further business to come before the Committee, the meeting was adjourned at
7:45 PM.
