All the con from the City review have been satisfactorily addressed. Based upon additional review, the City provides additional comments: 1. ADA Ramp at Lot 16A does not appear to provide access to the sidewalk on the opposite side of the roadway. 2. Alley drainage appears to be concentrating at Lot IA and Lots 4A /5A; but not at the property lines. How is this water to be conveyed to the side yards now that the rear yard swale has been eliminated? 3. The intent of the 50 -foot pond separation from the right -of -way or a barrier is for vehicles. Curbing has been demonstrated to not deflect vehicles and we do not expect a pedestrian rail to deter a vehicle from entering the pond. 4. Please provide a status of negotiations with the off-site property owners to perform work within the 5 -foot Utility Strip in the adjacent development. I do not expect the developer to have any rights to work in a Utility Strip and must obtain permission from the property owner to alter the grade of this Utility Strip. 5. None of the easements appear to satisfy the, requirements of Section 3.06 of the Storm Water Standards Manual. 6. Does the plan satisfy the requirements of Section 6.06 of the Subdivision Control Ordinance? 7. The 15 -foot easements over the proposed side yard filter strip BMP's do not satisfy the width requirements of Table 701 -01 of the Storm Water Technical Standards Manual. 8. Do the restrictive covenants address responsibility for maintenance of the side yard filter strip BMP's? 9. What is the status of the permit for the outfall into the unnamed tributary which is a natural drainage area with stream characteristics discussed during the Primary Plat review? 10. We could not locate the note about driveways not encroaching into easements. 11. Drainage Summary on Sheet C400. Is the detention noted as being required based on the flat release rates or those release rates that would be realized with a 6 -inch orifice? Please add the detention required and provided and the theoretical orifice size to satisfy the maximum release rates. 12. How will water flow in the rear of Lots IA-5A since there is no longer a swale? Is a certain amount of fall away from the residential structure required by Building Code? How will this work in the rear yards? 13. As discussed during the Primary Plat stage, please indicate a 25 -foot setback from the 100 -year elevation of the detention facility. Lowest entry elevation must be 15- inches above the adjacent roadway. 1 did not see that minimum pad grades or finish floor elevations were established, 15. Is it intended to preserve the existing trees on Lots I A -5A until the lot is cleared by the builder? And is this the reason that no seeding is proposed on the erosion and sediment control plan? 16. Please confirm that the City standard details included on the plans are the, City standard details. It is apparent that these are not PDF's; but the Department also recognizes that Crossroad Engineers has developed the City's Standard details electronically. 17. Please include the required note per section 102.02(vii) of the Storm Water Technical Standards Manual on Sheet C502. 18. Please include a City Standard sub surface drain on the swale detail. 19. The RCP trench and bedding detail does not appear to be the City's standard detail. 20. Does the depth of the flow in the rear yard swale when the spillway is active affect the MLAG /MFPG of Lots 7A an 8A? We estimate that the MLAG/MFPG will be 844 for Lot 7A and 844.37 for Lot 8A. 21. The Stop Sign Detail indicates a mounting height of 3' -0." The Indiana MUTCD indicates a mounting height of no less than 7' -0" in a residence district. 22. Is the "10 -foot strip by Plat" along the eastern border of the development right -of -way? 23. Something does not appear right about how the contours have been drawn in the southeast corner. There appears to be an 841 contour missing. 24. Does the off -site flow from the south affect the MLAG/MFPG for Lots 6A, 7A and 8A during the 100 -year storm event? 25. The Department will_acceptthe following pavement section for the proposed alley: a. Compacted sub grade b. 6" compacted 453 stone c. 3" HMA Intermediate 19.0rnin (in 2 lifts) d. 1.5" HMA Bituminous Surface 9.5mm 26. The Department is not certain that reducing the pipe cover on the pipe between Structures 8 and 9 helps alleviate drainage issues at the southeast corner of the development. 27. Thank you for addressing the off -site drainage issues associated with the 3 -lot development south of this proposed development. It appears that the on -site depressional area will stage to an elevation between 839 and 840 before spilling over and draining to the east. Per the proposed contours, it appears that the off -site will now stage to an elevation closer to 840 and will be conveyed out to Sylvan Lane. This condition was identified as a concern by the adjacent property owners at the Primary Plat stage. Is 'it possible to lower the "spillway" east of the proposed detention facility to allow the water that will stage above Structure 7 to release to the north between elevations 839 and 840 (as the area does today) rather than east to Sylvan Lane at a higher elevation? 28. Will the proposed plan resolve any drainage issues being experienced on the Weigel property? Is it not possible to create more of a defined swale at the rear of Lot 25? It appears most stormwater leaving the site will be treated by the dry detention pond. The grass filter strips will provide no treatment for runoff from paved areas and are not clearly marked on the plans. A second BMP will need to be provided. Please see Sheet 600 for the location of all grass filter strips. Furthermore, per a conversation between Mr. John Edwards and yourself, it was agreed that prairie grasses and wet habitat plantings within the dry basin would be an approved measure to treat the paved areas. c. Please submit updated WQ talcs when a second BMP is decided upon. Please see the enclosed WQ calculations. 3. Please describe when post- construction BMPs will be installed. Please see Sheet 600 601 for the sequencing of post- construction BMPs. 4. Sheet 100 A. Please eliminate the signature from the P.E. stamp and place "Approval Pending, Not For Construction" on future review sets. Only final construction plans will require signature to avoid confusion during field construction. We will need to have the legal description, operating authorities, general notes, Indiana Underground 811 information and any other pertinent items placed on the Title Sheet for quick reference use by all parties. Please see the revised title sheet for removal of the signature, and addition of the legal description (plat), all operating authorities, and Indiana Underground information. Sheet 200 (A) A property line around the tract is shown which is not indicative of the record description (reference Lot 24 Wilkenson's Addition). A parent parcel description and plat description has been added to all applicable sheets. (B) Please check the call located under Lot 16A (Moffett) and verify that "Replat of Lots 15, 15 and 25" is correct. A depressed curb has been specified to be installed at the south end of the alley. (B) A non access easement is to be placed along the east side of lots IA thru 5A to indicate drives must be entered from the alley. Please see the revised construction plans and secondary plat for the addition of a 5' non access easement along the east side of lots lA thru 5A. (C) Please locate proposed water valve out of the street and relocate at the northwest corner of 3 171 Street N.E. and 3 Avenue N.E. The proposed water valve has been relocated to the specified location. (D) Additional detail is required for new construction at the intersection of 3 Street N.E. and 3 Avenue N.E. The proposed curbing on the east side of the intersection is not matching gutter to gutter of the existing curb. Please see the legend on Sheet 300 for the addition of item "F concrete ADA ramp. (F) This office is requesting all curbing be Combined Curb and Gutter Type II. Exception would be the roundabout island curbing which is to be Carmel Modified Roll Curb (City Standard Drawing 10 -35). The revised construction plans indicate that all curbing, except the roundabout, shall be combined curb gutter type II. (G) In addition to the hand rail along the detention basin, a barrier consistent with Section 302.06(4) of the Stormwater Technical Standards Manual is required where basin is less than 50' from the road right -of -way. It is our opinion that the 6" curbing, in addition to, the structural handrail shall act as a sufficient barrier from the dry detention basin. March 24, 2010 Barnes Blackwell Park 2 of 5 (H) The portion of the dry detention basin (approximately 38) that lies ,flat will need a variance from our standards. The Department will recommend wetland plantings in this area as a condition of variance approval. Please accept this letter as a written request to deviate from the City of Carmel Stormwater Technical Standards. More specifically, we would like to request that a variance be granted from Section 302.08, indicating that all dry basin facilities need to be constructed with a 2% bottom slope. The reason for the request is that the proposed dry basin is being constructed within a wetland area and we would like to preserve as much of the aesthetics as possible. Constructing a 2% bottom slope, or installing underdrains with a 1% slope, within the existing wetland will damage the existing foliage and plant life. (1) Please round -off (fillet) the right -of -way on the north side of the roundabout as shown on the south side of the roundabout. The right -of -way on the north side of the roundabout has been revised to include fillets prior to connection with the property line. (J) The new asphalt pavement in the alley must be designed to capture the storm runoff and be directed to the detention basin. A drainage outlet must be provided for this surface drainage. Additionally, if alley is used for lot frontage and trash pick -up, pavement cross section is to be designed for trash truck haulers. Access for trash trucks and moving vans must be provided. Alley grades will need actual elevations shown in addition to "ME." Example being "ME./847.1", etc. Please see the revised construction plans for a heavier duty asphalt section within the alley and additional grading information along the alley edge of pavement.
