The City of Carmel has developed plans for a public improvement project entitled
Guilford Road Improvements City Center Drive to Main Street.
The City of Carmel has developed plans for a public improvement project for Guilford
Road between City Center Drive and Main Street.
From approximately 400' north ol.' City Center Drive to just south of Grand Boulevard,
the roadway is being milled and resurfaced. From south of Grand Boulevard to Main
Street, the roadway is being widened to accommodate three lanes of traffic. At the Grand
Boulevard intersection, there will be a northbound left Will lane, a northbound thru lane,
and a southbound thru lane. At Main Street, the roadway will widen to four lanes: a
southbound thru lane, a northbound left turn lane, a northbound thru lane, and a
northbound right turn lane. In between, the three lanes will be a southbound thru lane, a
northbound thru lane, and a center dual left hand turn lane.
A multipurpose path will be extended along the west side of Guilford Road throughout
the project. The path will have an asphalt surface and is typically eight (g) Im wide. A
combination of various grass strips will be installed in conjunction with the multipurpose
path.

and additions to the storm sewer system and curb and getter sections along the road`,way.
Additionally, erosion control measures will be in place during construction.

and the cross streets. Some closures may be allowed but the intention is to minimize
traffic- disruptions and to maintain traffic on Guilford Road.

Access to properties alone Guilford ]load and alone Main Street will be maintained
tliroi €ghout the project. Access to the subject parcel will be continued in place with a
Class I drive. All drive and street approaches will be repaired with Like materials to the
limits of the pavement disturbed.
In order to construct these public improvements it will be necessary for the City of
Carmel to acquire a portion of your property on Guilford Road.
`The proposed fee simple acquisition, identilied as Parcel 3, is a rectangular shaped parcel
which runs across the Guilford Road frontage oi�the property. The parcel is
approximately 40 feet wide. The acquisition area contains 0.082 acres. Of this amount,
0.037 acres are pre existing right of way. The fee simple acquisition area is colored red
on the attached plan sheet. As a result of the acquisition the setback distance will be
reduced from 50 feet to 30 feet. This will be compensated for as setback damages. There
are no building improvements located within the acquisition area; however, land
improvements include lawn, asphalt drive, and a small ornamental tree.
The City of Carmel is making one offer to all parties of interest in the property. All
property taxes are to be current.
The City's offer for the proposed total fee simple acquisition of 0.082 acre. including
land and improvements, is $26,700.00. Of this amount, $8,700.00 is paid for land and
improvements and $18,000.00 is paid as setback damages. This offer is supported by the
Appraisal Report and the Statement of the Basis for .lust Compensation, which are being
provided to you. If there is a difference of opinion as to the value established, you may,
at your own expense, secure a private appraisal, which may be submitted to the City for
review and possible consideration. You have thirty (30) days to consider the City's
offer. This offer may be accepted now or at any time during this period.
The City of Carmel requests that you grant right of entry to the City so that this project
not be delayed. The Right of 1 -'ntry would allow additional time for the parties to resolve
questions. complete negotiations, and clear any liens or encumbrances on the project.

waiving any of their rights should negotiations €ail.
Our title research indicates that the subject property is encumbered by the following
