Meridian Corners Professional Building #1 (Development Plan) The plans received by the District do not contain the most recent version of the District's Sanitary Sewer Specifications. General note #3 on sheet 5 needs to be revised to read; Specifications per the Clay Township Regional Waste District shall apply for all sanitary sewers. Revised plans need to be submitted showing a sanitary connection and the District's specifications. Building permits should NOT be issued unless the District has issued connection permits. West Carmel Center, Block B, Lots 1 2 (Secondary Plat) The plans received by the District do not show a sanitary sewer connection or contain the District's Sanitary Sewer Specifications. Revised plans need to be submitted showing a sanitary connection and the District's specifications. Building permits should NOT be issued unless the District has issued connection permits. Aberdeen Bend (Secondary Plat and Construction Plans) The plans received by the District do not contain the most recent version of the District specifications. After reviewing the plans the Highway Department has the following comments: 1. In accordance with the Hamilton County Thoroughfare Plan, the right of way requirement for this parcel is a 45' half right of way. The dedication should also include the property from the intersection of 96 Street and Shelborne Road to the south property line. This property will need to be acquired from the parent tract owner. The requirement from the intersection to a point 500' to the north is a 60' half, from that point to the northem property line, the right of way is a 45' half. 2. A permit will be required for the entrance to the site. Please contact Mr. Robb Chadwell, Permit Inspector, of this office for the necessary forms and information. 3. The Highway Department has no objection to the vacation of the plat for Shelbome Green Section 8; however, the platted right of way must remain in place. This could occur through a dedication of right of way after the plat is vacated. The necessary forms for the dedication must be presented to the Highway Department before a favorable recommendation will be made for the vacation. 4. The position of this department is that the Hamilton County Board of Commissioners, as well as the Carmel /Clay Plan Commission must vacate the plat. The Board of Commissioners approval is required because the property is located outside of Carmel city limits. 5. As stated in comment 1, additional right of way is necessary for the construction of the deceleration lane, south of the entrance. Please forward the dedications to this office when the necessary right of way has been acquired. 6. The pavement section for the accel /decel lane and widening will need to shown on the drawings. The section is as follows: 14" stone base, 5" HAC binder and 1" HAC surface. 7. The portion of Shelborne Road that is contiguous to the site will need to be widened to a 12' travel lane. The main soil features that affect the urban development uses are seasonal high water table, high potential frost action, moderate shrink -swell potential, moderate permeability and ponded surface water. Crosby silt loam, 0 -3 percent slopes- this soil is light colored, silty in texture and on sloping uplands. It is deep and somewhat poorly drained with slow permeability. It has high available water for plant growth and medium organic matter content. The soil has compact till starting at a depth between 20 —40 inches. The main soil features that affect urban development uses are seasonal high water table, moderate shrink -swell potential, high potential frost action and slow permeability. Additional information about soils is available in the "Soil Survey of Hamilton County The engineer and /or developer should consider the need for an onsite soils investigation. I have reviewed the plans for this project and have the following comments: This site is less than five acres and not part of a larger plan of development. An NOI submission is not required. Erosion control practices need to be shown on the plan. Show construction limits to minimize disturbance on the northern part of the site. Show seeding for the offsite storm sewer installation.
