Docket No. 10070005 CPA: SW Clay Collector Street Classification
The applicant seeks to amend the Carmel Clay Comprehensive Plan (C3 Plan 2009) in order to add a
new street classification (Southwest Clay Collector Street) to the Thoroughfare Plan. Filed by Carmel
Dept. of Community Services.
Please see the proposed amendment which adds a new street classification to the Thoroughfare Plan Chapter
of the C3 Plan. The proposed classification, the Southwest Clay Collector Street, is based upon a formal
request by representative of the NOAX Board for a separate classification.

Existing Collector Street description, which is currently in effect for the streets in Southwest Clay.

SOUTHWEST CLAY COLLECTOR STREET
General Description
A Southwest Clay Collector is designed to allow direct
residential driveway access. These streets primarily connect
Residential Streets with Residential Parkways, Secondary
Parkways, and Secondary Arterials.
Street Features
Minimum Maximum Right -of -Way: 60 feet
Maximum Number of Lanes: 2 lanes with additional 10
foot acceleration- deceleration lanes installed for new
subdivision entrances
Minimum Maximum Lane Width: 10 feet Ditch Road is an example of a Southwest Clay Collector Street
Median: Not required providing access to driveways and overhead utilities. However,
Curbs: 2 foot paved shoulder; no curb some segments are not served by pedestrian and bicycle facilities.

General Description
A Collector Street is designed to allow direct residential
driveway access and allow on- street parking when deemed
safe. These streets primarily connect Residential Streets
with Residential Parkways, Secondary Parkways, and
Secondary Arterials.
Street Features
Minimum Right -of -Way: 90 feet; 80 feet in areas south of
116th Street and west of Spring Mill Road.

Minimum Lane Width: 11 feet North Range Line Road is a unique Collector Street serving
Curbs: Required residential -scale businesses.
Sidewalks and Paths: Required as per the Bicycle and
