COUNCIL CHAMBERS /CITY HALL /ONE CIVIC SQUARE MEMBERS PRESENT: Mayor James Brainard, Council President Richard L. Sharp, Council Members W. Eric Seidensticker, John. V. Accetturo, Luci Snyder, Kevin Rider, Clerk- Treasurer Diana L. Cordray, and Deputy Clerk Treasurer Lois Fine. Councilors Griffiths and Carter were not in attendance. Dominic Francese, River Oaks Community church, pronounced the Invocation. Mayor Brainard led the Pledge of Allegiance. RECOGNITION OF CITY EMPLOYEES AND OUTSTANDING CITIZENS: Nancy Chance, Good Samaritan Network of Hamilton County, presented a plaque to Keith Freer, representing the Cannel Fire Department and Charlie Driver representing the Carmel Police Department FOP for their twenty nine years of continued support for the Holiday program. APPROVAL OF MINUTES: Councilor Seidensticker made a motion to approve minutes from the July 19, 2010 Regular Meeting. Councilor Snyder seconded. There was no Council discussion. Council President Sharp called for the vote. The Minutes were approved 5 -0. RECOGNITION OF PERSONS WHO WISH TO ADDRESS THE COUNCIL: Nancy Blondin, 3241 E. 106 Street, Carmel, IN addressed the Council regarding proposed pathways and sidewalks on 106` street from LaSalle to Birch Canyon. COUNCIL, MAYORAL AND CLERK TREASURER COMMENTS /OBSERVATIONS: I Clerk Treasurer Diana L. Cordray addressed the Council regarding the updated Indiana Public Access Laws, prepared by the Public Access Councilor and requested that the handout be placed on the 1 1 1 Clerk Treasurer's web page. There was no objection from the Council. Mrs. Cordray quoted a statement that she received in a recent email_ "I recently received confirmation from the State Budget Agency on why the State Board of Finance in their June 29 meeting "redirected" through a transfer of $40 million dollars in legislatively appropriated funding from the Family and Children line -item of the DCS (Department of Children Services) Budget to "subsidize" an insufficient appropriation for Public Safety Pensions." Council President Sharp thanked the arts community for their support of the Carmel Reparatory Theatre and the Carmel Community Players. Councilor Snyder addressed the Council regarding an American Eagle that has been seen near Woodland. Springs lake. ACTION ON MAYORAL VETOES: There were none. CLAIMS: Councilor Seidensticker made a motion to approve claims in the amount of $3,518,208.57. Councilor Rider seconded. There was no Council discussion. Council President Sharp called for the vote. Claims were approved 5 -0. Detail of Wire Transfers for June, 2010, was presented by the Clerk Treasurer. Councilor Snyder made a motion to acknowledge wire transfers in the amount of $6,647,395.16. Councilor Seidensticker seconded. There was no Council discussion. Council President Sharp called for the vote. Wire Transfers were acknowledged by the Council 5 -0. COMMITTEE REPORTS: Councilor Snyder reported that the Finance, Administration and Rules Committee had not met. The next meeting will be held on Thursday, August 19, 2010 at 5:30 p.m. Councilor Seidensticker reported that the Land Use, Annexation and Economic Development Committee had not met. The next meeting will be held on Wednesday, August 11, 2010 at 5:30 p.m. Councilor Snyder reported that the Parks, Recreation and Arts Committee had not met. Council President Sharp reported that the Utilities, Transportation and Public Safety Committee had not met. Mr. Hammer presented the report from the Carmel Redevelopment Commission. There was extensive Council discussion regarding the Performing Arts debt reserve account. Clerk Treasurer Diana L. Cordray addressed the Council. Mike Hollibaugh, Director of the Department of Community Services addressed the Council regarding an update on the Peele House renovation. ANNOUNCEMENTS Councilor Seidensticker announced that a Special Land Use, Annexation and Economic Development Committee meeting will be held on Wednesday, August 11, 2010 at 5:30 p.m. Council President Sharp asked the Mayor that the current district map be available on the City web site and also be displayed in the lobby at City hall. Cordray Approved, es Brainard, Mayor 4 CRC Meetings CARMEL REDEVELOPMENT COMMISSION August 2, 2010 CITY COUNCIL REPORT (Prepared for Bill Hammer 7/26/10) The CRC held their regularly scheduled public meeting on Wednesday, July 21, 2010 at 6:30 p. Upcoming Meetings: o Wednesday, August 18, 2010 Regular Meeting o Tuesday, August 24, 2010 Special Meeting Financial Matters: The end of month June CRC Operating Balance is $6,937,839 CRC Public/Private Partnerships: 1. City Center CRC/Pedcor LLC. (Parcel #5) a. Please see attached report from Signature Construction (Distributed at 7/21/10 CRC meeting). 2. Performing Arts Center (Parcel #7 A) a. Please reference attached Construction Manager's report. 3. The "Green" (Parcel #7 B) a. Please reference attached REI Project Manager's report. b. Architects and engineers have completed construction documents ready for bidding work in phases. Bids are due August 18, 2010. c. Construction Manager anticipates starting construction on August 25, 2010 for the "Green" loop road. The site will have to be filled to raise the elevation approximately d. The site's Project Manager is working on the construction schedule to allow project interface with construction projects both north and south of the site. Site logistics are complicated due to staging requirements for the three projects. Trade contractors and Construction Manager construction trailers will start to be removed the first week of August. 1 e. First stage of construction will be underground utilities that will feed off a current underground tunnel that extends from the Energy Center to the Concert Hall. Duke Energy is dictating placement of additional transformers and CT cabinets. 4. Energy Center (Parcel #7 C) a. Construction work is underway to add the additional pumps and modules to serve the Main Stage Theater, Office Building #1 and Office Building #2 with the necessary capacity that will serve existing city buildings to include City Hall, police department and fire station. Work is scheduled to be completed August 2010. b. Necessary survey work is complete in order to establish routes to run hot and chilled water lines to the city buildings. Engineering documents will be bid to establish construction costs. Consulting engineers are working on the cost estimate to rework the 20 -year -old heating and cooling systems in the existing city buildings, especially police headquarters. c. CRC is working with outside counsel on operating the Energy Center within the rules set by the State of Indiana Utility Regulatory Commission. The City Utilities department, through John Duffy, is assisting operational costs of the facility and the cost of supporting hot and chilled water. 5. Main Stage Theater CRC, REI and Pedcor LLC (Parcel #7C 1) a. Structural steel erection began on June 15, 2010 and is progressing ahead of schedule. b. The Construction Manager has received bids for the core and shell as well as the mechanical and electrical work. Competitive bidding has kept costs within range of contractor estimates. c. Civic Theater and designers have established a theater equipment list that meets the needs of Civic Theater, Repertory Theater of Carmel and the Carmel Performing Arts Center management, who will book the Main Stage Theater and Studio Theater. Bidding for equipment is underway at this time. d. Architects and designers are completing interior designs and graphic packages for bidding by the construction manager. e. Main Stage Theater is set for completion in June 2011. Studio Theater could be ready by March 2011. 6. Studio Theater Office Building #1 (Parcel #7C) a. Interior Construction of the Studio Theater space is underway with interior walls, mechanical and electrical rough -ins taking place. 2 b. All team members have signed off on the necessary theater and lighting equipment for the Studio Theater. A matrix was developed to outline equipment supplier work from electrical contractor efforts. Bidding for equipment is currently underway. c. Interior finish package for Studio Theater and adjacent public lobbies are complete and have been approved by all parties affiliated with the theater operations. d. Structural steel to support and frame Studio Theater is complete. Interior construction documents for theater equipment and special lighting is underway. e. Theater seats and multiple configurations for different theater arrangements have been selected and approved by Civic Theater, RPAC management and CRC Plan Review Committee. 7. North Office Building #1 CCDC (Parcel #7C -2) a. Structural steel framework is well underway with the contractor ready to complete pouring elevated floors concrete. Exterior structural framing was completed in June 2010. Utilities are being installed below grade and feeding off existing underground tunnel that carries hot and chilled water. Exterior finish wall framing, stud walls with insulation and temporary window infill to all 3 and 4th floor finish for SEP began July 21, 2010. b. The lobby that serves Main Stage Theater, Studio Theater, Office Building and garage is framed and ready for finish work to commence. The interior finish package for public areas has been approved by the CRC Plan Review Panel and main users. Bidding of finish work is due August 2010. c. Building security systems that include door locking and secured office areas using the latest technology will be interfaced with cameras and monitoring equipment. Security systems are being coordinated with various City agencies. 8. Parking Structure CRC (Parcel #7C -3) a. Erection of pre -cast concrete frame system was complete June 25, 2010. Erector backed out of the site June 27, 2010. The contractor is pouring topping slab at roof level and working their way down. b. Garage finish materials are arriving daily to meet construction schedule delivery to site. Contractors are preparing to pour the concrete slab at grade. c. Concrete contractor has completed the underground storm water retention area under the south end of the garage. d. The garage security system as well as controlled entry points are being resolved with security consultant as the building relates to both the Theater and Office Building. 3 9. Arts District Lofts Shoppes CRC /Keystone Development (Parcel #47) a. Contractor is completing underground garage with installation of utilities for drainage, water and power. Utility companies are running power from across the street into the electrical load center in the garage. Final transformer and meter panels resolved with Duke Energy. b. Contractor has completed upper floor framing to fourth level. Additional carpentry labor is being added to job. Good weather has helped the schedule. Mansard roofing is being completed on the west side with full roofing to be complete by the end of July 2010. c. Material suppliers are arriving daily to keep up with construction. Project is on schedule despite previous bad weather. d. Building exterior masonry has started on the east and north side of the building. Developer has submitted minor exterior changes to the CRC Plan Review Committee for upper floor wall vents and penetrations. e. Trade contractors are constantly being reminded not to park on city streets and to park at the old City Street Department site. Contractors will soon be able to park in the lower levels of the garage. f. Bids for streetscape and road work were received on July 14, 2010. Contracts for part of this work were awarded July 21, 2010 at the regular CRC meeting. 10. Arts Design District Parking CRC (Parcel #62) a. The site behind the Chaos building has been filled with gravel on a temporary basis to fill in where old garages were demolished to allow for proper drainage away from buildings. b. Existing CRC parking area will be re- striped to provide more orderly and effective visitor parking. c. Utility Companies are verifying the cost and reroute of electrical overhead lines to below grade services. d. With the arrival of summer weather, the CRC is reminding merchants that staff should be parking in the Carmel Lions Club Parking lot to maintain available parking for shoppers. e. CRC is continuing to work with existing business owners on land exchanges necessary to complete a unified public parking area. 4 11. Apostolic Church Site/Nelson Property CRC (Parcel #92) a. The Commission received one offer to purchase Parcel 92 at the May 19, 2010 regular meeting. Commission has rejected the bid as non conforming and is in negotiations with Keystone Construction to purchase the property. Arts Design District Update: 1. News and Events a. Construction of outdoor patio dining areas on Main Street has been completed except for the iron fencing. Vendors are making full use of the expanded outside dining areas. b. During the Rock the District event on Saturday, July 24, 2010, the Indiana Arts Commission presented the Carmel Arts Design District with a proclamation from Governor Mitch Daniels to celebrate the community's designation as a state certified cultural district. The Arts Design District was among three named early this year as official state certified Cultural Districts under a non funded initiative passed by the Indiana General Assembly in 2008. c. A new gallery, Renaissance Fine Art Design, has opened in the District at 246 Main Street West. d. Clarian North Jazz on the Monon will take place at the southwest corner of Monon Main Street on Sunday, August 8 from 1 -4 p.m. with a performance by Kelleen Friends. 5 �g�na re onstruction, LLC City Progress Report 7/14/10 Signature Construction is pleased to provide a brief list of highlighted activities being completed in Carmel within the last month for Carmel City Center Building A, Building B, P111 Waterproofing and Pavers, Village on the Green Parking Garage, Village on the Green Theater, and Tenant information at Indiana Design Center as well. as Carmel City Center Buildings A B. 1. Parcel 73 Streetscape Project G Footings at Southeast corner are poured. o The demolition on the north side is nearing completion. e Light pole removal is complete. O Began excavation for Rangeline entrance. 2. P -111 Waterproofing, Mud Slab and Pavers o Gibraltar is pouring at Chandelier Court. o Gibraltar poured mock up for City review. o Construction at Northwest corner to begin next week. 3. Carmel City Center Building A Parcel 5 Skyline /sub- contractor Division 7 They were have continued working on the north elevation area B -roof and worked on standing seam panels and metal installations at area C. They also continue on flashing installations along with Little Construction. a Thermal Supply Worked primarily on Sikka installation at balconies with his metal supplier and fireproofing patching at area B mechanical rooms and corridors ahead of ceiling tile. They also continue on installations ofemseal at the exterior expansion joint. m Broady Campbell Received the flashing that was changed by ASI for the west and east colonnade. Caulking continues at Shouldice locations. O Angela Painting Continued on finish paint at B3 /B4. o R.T. Moore Plumbing finishes continue at 4B and 5B as well as testing copper line sets in the parking garage. They are also working on the Sanyo systems in area C and B. o Deem Installing device covers at 4B, working on Fire alarm at Area B, installing can lights at public passageways and colonnades at the retail level, and they continue hook up of additional Sanyo equipment. They also continued installations of tenant control panels. Q Bestway Finished the lofts and working on touch up in area B and misc. hanging of drywall at a few misc. rooms at the retail level. c Prime Builders Installing the last of the tops for 413 and 5B. m Quality Glass- Continue installation of curtain wall and glass. Working in the inside corner of area B and the west side of area C. Completed 6 floor openings and continued fabrication of curtain wall materials at the south side of Area B. o IWP Misc. sheathing/insulation at public passageway bulkheads as well as installing ceiling grid in 5B continues. o Little Continues retail level cornice and finish installations at Area B. Little continues north elevation of Area B in conjunction with Sikka installations and sheathing work that was completed. They also continued on foam panels at the north east corner. a Carpet Outlet Installed Area. 4B laminate flooring, Envac Room Tru tile flooring, and base at the stairwell Iandings. They have installed Stair 5 treads and rubber goods as well as misc. material for the interior of elevators as well. 4. Carmel City Center Building B Parcel 5 o Skyline Roofing Set to deliver roof vents for backside of truss areas. Roofing and densglass needs to be cut out and rail brackets need to be cut out to complete. m Dalmatian Fire Completed with their work except for the filling testing of their entire system. Hydrant at the exterior west wall needs to be addressed. o RT Moore Waiting for Deecii to hook -up the garage condenser units so that they (RT Moore) can then proceed with scheduling Sanyo to start- up/test/commission their HVAC system. Circle B- Worked on touch up and installation of fire proofing. Deem Worked in building B on wire to panels for house power. They also commenced on mounting work for large light fixtures on the east and west elevation. 5. Village on the Green Parking Garage Parcel 7C-3 o Precast detailing continues as well as patching. RL Turner is prepping for topping slabs. o Real Mechanical continues underground storm piping and has excavated for the mechanical pipe extension to the theater and exposed the tunnel. o Sidney Electric continues power and lighting rough. 6. Village on the Green Theater Parcel 7C -1 o The CMU walls at both stair shafts as well as at the elevator shaft have been completed. O Structural steel work erection began around mid -June and detailing work is currently in progress. Steel erection work is scheduled to resume this Friday (7/16) when the next sequence of structural steel is scheduled to be delivered to the site. O Concrete foundation work at the SE dock area started earlier this week and will be going on for the next few weeks. We are scheduled to make our 1 slab -on -grade (SOG) pours (at the N end) yet this week and are also scheduled to pour the slab -on metal deck (SOMD) at the stage floor yet this week as well. o The CMU wall work at the Auditorium and Stage areas is tentatively scheduled to start around the end of July. a The installation of both sets of stairs is tentatively scheduled to begin in early August. 7. Indiana Design Center Tenant Spaces The total leasable square footage for Indiana Design Center is 82,408 square feet. Currently, 41,623 square feet is leased and an additional 19,141 square feet is in negotiation. 8. Carmel City Center Tenant Spaces o The total leasable space for Carmel City Center Phase 1 is 78,427 square feet. There currently is no leased space, however, there has been 8,998 square feet agreed to in executed proposals and an additional 21,339 square feet in proposal negotiations. Trial DAVID M. Installation of window frames and glass continues. The Hardscape (curbs, sidewalks, etc) contractor continues the exterior work. Gas service has been brought into the building. The exterior handrail material continues arriving at the jobsite and is being installed. Drywall is being placed in multiple areas and is approximately 95% complete. Plaster work continues at all levels below the dome ceilings of the Auditorium (soffits, knee walls and walls) and is approximately 98% complete. The oculus shaft plaster is complete. Painting continues in multiple areas (Auditorium, lobbies, etc). Millwork (wood trim) continues in the Auditorium and lobbies. Interior doors and hardware installation continues. Installation of piping, insulation piping and ductwork, sprinkler piping, electrical conduit and wiring continue in all areas. The Sound Communication contractor continues installation of sound systems. Ceramic tile continues in the Box Tier and Balcony High restrooms. Counter tops, sinks, faucets, toilet fixtures, toilet partitions, and accessories installation continues in the restrooms. Acoustic ceiling grid has started in the basement. Italian stone flooring is being installed in the West Lobby. Finish work (trim, drywall, etc) is ongoing on the ornamental stairs. Light fixtures are being installed throughout the building. Ornamental handrail continues in the lobbies. The glass has been installed in the ornamental handrail in the East Lobby Atrium. Handicap lifts are being installed. The Energy Center Phase 11 equipment installation is complete with controls graphics and interface ongoing. Over the next 30 days: The electrical, plumbing, mechanical and fire protection contractors will complete systems rough -in (piping, ductwork, and conduit). Scaffolding in the Auditorium will be removed. Painting will continue in all areas. Ceramic tile installation will continue. Millwork installation will continue. Plaster and drywall work will continue. Acoustic ceiling grid installation will continue. Italian stone installation in the West Lobby will complete and the East Lobby will get underway. Back of house flooring will get started. Layout of the Auditorium seating will be done. Installation of the acoustic canopy will get started. Production lighting in the Auditorium will get started. Core drilling for the heating /cooling in the Auditorium will get started. The Hardscape contractor will continue work on the exterior of the building. The seating and custom carpet will be placed into production. The Shiel Sexton Teani will relocate site office to the 4th floor East side for the balance of the project.
