Dear Mr. DeHart:
We have reviewed the construction plans submitted to the Hamilton County Surveyor's Office
on October 1, 2010, for this project and have the following continents:
1. The proposed project falls in the unincorporated area and MS4 jurisdiction of
Hamilton County.
2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone.
3. The proposed project does not fall in a Hamilton County Regulated Drain Watershed.
4. The proposed project is small in size and will result in a small increase in the site
runoff, and the increase is adequately compensated by the large lake downstream on
the parcel to the east.
5. No Regulated Drain Permits will be needed from our office.
6. According to Bob Thompson's review, the site will disturb less then 1 acre and no
Rule 5 permit will be required for this project.

The following letter represents comments for this project specifically addressing the area of alternative
transportation. I have reviewed the project submitted for the October 20, 2010, Technical Advisory Committee
meeting. and the comments from the alternative transportation review have been satisfactorily addressed.
We request that all responses to our comments be provided in writing. Failure to provide written responses may
result in delay of the review process.
It is critical that this office be made aware of all modification made on the plans being re- submitted, particularly if
any such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans
indicating all revisions. Please notify us of any changes and specifically state any changes, including changes
resulting from Plan Commission, Special Studies or other committee meetings.
The Department of Community Services reserves the right to provide additional comments based on subsequent
reviews.

Since the building addition square footage is less than 10% of the approved square footage of the entire building, then
we can just review, approve this additional building addition administratively, and also just have you email /mail out
plans to the TAC members again to get review comments, if any, about this small building addition; the TAC members
contact list is attached. No BZA public hearing required.
Here is what the zoning ordinance states:
21.05 Expansion of Approved Special Uses or Special Exceptions.
An approved Special Use or Special Exception may be expanded up to ten percent (10 of the approved gross floor area
without obtaining further Special Use or Special Exception approval if the approved use or exception is continued in the
expansion, if the particular building height, bulk, setback, yard, parking, etc. requirements are adhered to and if the proper
permits for the expansion, such as an Improvement Location Permit, are obtained.

I see where this is now:)
I agree, this is tricky.
This is a tough call since we do not know the location of the future extension of 96th
Street. I expect that redevelopment of this entire area will dictate the location of the 96th
Street extension. We know the end points, and it will need to scoot on the south side of the
borrow pond; but everywhere else, it is undefined. The fact that the Monon goes under 465
would make it challenging to have the Monon go above the 96th Street extension. But how we
facilitate this crossing will have a bearing on where the transition back north to intersect
with Pennsylvania Parkway occurs. As I recall, there is a cell tower east of the Monon also
(to make the alignment more challenging).
I expect that there will be buildable lots along the 465 right -of -way, which would push the
future roadway right through the church property; maybe not impacting the building and
parking lot, but through the property.
Since we do not have a workable plan developed for the 96th Street extension...we really do
not have a basis for a request of r/w for the future secondary arterial. Also, there are
several routing options over several properties (not like we had -For that subdivision out in
West Clay that needed to provide the extension of Meetinghouse Road...they HAD to accommodate
the roadway to align the intersection).
With all that said, I would be happy with formalizing the 101st Street right -of -way if it is
indeed not apparent that this is r /w. I am surprised that there is a street (Cornell Avenue)
off of the "road A 25 -foot half on the north side of the centerline and any quitclaims that
are necessary to vacate the church's interest in this land that has been used as a roadway
-For some time now. I will check with Streets if they maintain this "road

Gary right now it looks to be a "residential street minor" with the 'actual platted road
right of way (50 -ft wide) stopping right at the church parcel's west boundary and then it is
just a paved over sewer easement, and not really a platted street. The thoroughfare plan map
shows a future secondary parkway in the approximate location...this one is tricky! What do
you think?

The Korean church property does not appear to match up with the irregular line for the
proposed secondary arterial south of 101st street. What is Carmel going to want from the
church for the Special Use approval?
Additionally, there is no dedicated right -of -way to the City of Carmel for the portion of
101st Street along the south side of the church property.
