DEPARTMENT REPORT

1. Docket No. 10040009 DP /ADLS: Turkey Hill Minit Markets
The applicant seeks site plan and design approval for a mixed use building with office, retail, and
fuel station uses. It is located at the northeast comer of Range Line Rd Carmel Dr. (former
Pizza Hut site). The site is zoned B -8 /Business and lies within the Carmel Dr. Range Line Rd.
Overlay. Filed by Steve Fuller of TH Midwest Inc.
The applicant seeks site plan and design approval for a new retail/office building and a fuel station with canopy on
1.24 acres. The building materials are primarily brick and cast stone. This site is north of the Fineberg building,
south of Kroger, and east of Arby's. A Shell gas station is located southwest. The Forestry Dept approved the
landscape plan and tree preservation plan. Please view the petitioner's revised informational packets for
further detail.
Variance approvals to be requested from the Board of Zoning Appeals (BZA) on July 26 are:
Minimum 70% frontage, building Number of signs facing South ROW
Minimum 0.5 Floor Area Ratio Number of signs facing West ROW
Definition of Changeable Copy, sign Total square footage of signage
Number of signs Permit ground signs in overlay zone
Re -can of July 6 Committee meeting: There was discussion about the new building elevations, traffic flow,
brick color, ground/wall signs, the lower gas canopy height, and working with Kroger on overall traffic flow.
The petitioner agreed to further work with DOCS to reduce the ground sign wall height and reduce the logo size;
revised ground sign details were submitted to DOCS on 7/13. (Please note that the correct ground sign design
(smaller logo and text) is under Tab 7 of the info packet and not on the revised building renderings.)
The committee voted 5 -0, to send this item to the Plan Commission with a positive recommendation, subject to
1.) a more consistent brick coloring with less variation, 2.) keeping the 2 sign options for the ground signage of
the southwest corner of the site and the south elevation wall sign (where the committee prefers the ground sign
with a consistent wall height and a reduced logo size), and 3.) subject to the petitioner working with Kroger on
a safe traffic pattern and directional signage for the 2 sites in relation to each other and the streets.
Staff's outstanding comments:
1. Petitioner, remember to submit a filled out Findings of Fact sheet the night of the meeting.
2. The Dept. of Engineering (DOE) is okay with access, road right -of -way, general layout, etc. and is okay with
the Plan Commission approving the project conditioned upon DOE approval of the final drainage and
Construction Documents.
3. Ground sign suggestion: Now that the Petitioner has turned in the (most recent) final drawing of the
southwest corner ground sign, there are a few design suggestions DOCS has to make the sign the most
readable. DOCS believes the proposed sign is too busy with the two different background materials (stone
base and brick middle). DOCS would like to see the sign background be one consistent material/color,
perhaps with a different color brick border and a tan/light- colored material in the center, making the sign
more readable. Also, DOCS suggests the wall height around the ground sign area be one consistent height,
and not varied as proposed in the 7/13/2010 submittal.
After all questions and concerns are addressed, the Dept of Community Services (DOCS) requests that
the Plan Commission votes to approve this item with the conditions of 1.) Dept. of Engineering approval of
the final Construction Documents,-and 2.) the petitioner working with Kroger on a safe traffic pattern
directional signage for the 2 sites. (After the vote, a Findings of Fact should be signed by the Commission
President.)
