I thought about this after Sue W. brought up the question about the parking spaces located east of the gas canopy... How about shared parking with Kroger? When Kroger was built in the 1990 "s it provided an extra 23 parking spaces than what was required for a retail use (321 required; 344 provided). (Not sure if Kroger still has the 344 parking spaces since they put in the drive thru pharmacy area...) Per the Zoning Ordinance: 27.02.01 Off- street parking spaces may be located on an area within three hundred (300) feet of said building and two or more owners of buildings may join together in providing the required parking spaces. Where the required parking spaces are not located on the same lot with the building or use served, the usage of the lot or tract upon which said parking spaces are provided shall be restricted by an instrument of record describing the premises for which said parking is provided and assuring the retention of such parking so long as required by this Ordinance. They would probably want to know how many accidents have occurred at the intersection of Range Line Rd and 1.1.6 street, due to the Valero and the Marathon gas stations, with all of their access points, and people turning out into traffic (or turning into the site). Is there a way you can research this, or forward this email to the person who would be able to help me? I would greatly appreciate any info you can give me! Thank you! Reasons for these accidents were as follows..... Vehicle stopped to turn into the gas station entrances and were rear ended Vehicle. turn out of parking lot turning in front of oncoming vehicle Accidents caused by someone stopped'to turn into the parking lot and the vehicle behind that vehicle gets rear ended. The Department of Engineering requested that the existing cut on Rangeline Road be eliminated due to the ability for shared use of the existing cut into the Kroger property a little farther to the north. Also, due to the proximity of the Rangeline Road cut to the Kroger cut, long term access to the Rangeline Road cut would be difficult. This cut is also consistent with the long term plan for a rear serving alley that runs north /south behind the businesses along Rangeline Road to 116 Street. Left turn exiting movements close to a major intersection is always a concern. A movement of concern is also right turn exit then a left turn at Rangeline Road to head south. A roundabout would address a number of these issues and the access would be similar to that which currently exists at the northeast corner of 116 Street and Keystone Parkway. General Comment: What is the lifespan of a Corrugated Metal Pipe used for underground detention. Will this system last? Please include specifications that show how the fuel tanks will be installed. Please check with utilities to determine if they fall into a wellhead protection area and if this will be permissible. Please show the construction limits on the Phase I II SWPPPs. Please illustrate where the tree protection will be installed on the Phase 1 SWPPP. On both SWPPP phases, please show the perimeter silt fence turn Into the site where it terminates al entrances or where it meets hard surfaces. There is a gap in silt fence on the North and South Perimeters of site on the Phase 1 SWPPP. Please close these gaps. Comment: Please highlight that this will be a fueling facility and there is a high potential for fuels, vehicular fluids, and trash to enter the storm system. Comment: Only one BMP is currently being provided to treat stormwater runoff Does the current BMP meet the following Rule 13 requirements? "(6) New retail gasoline outlets, new municipal, state, federal, or institutional refueling areas, or outlets and refueling areas that replace their existing tank systems shall be required by MS4 ordinance or other regulatory mean to design and install appropriate practices to reduce lead, copper, zinc, and polyaromatic hydrocarbons in storm water run off." Could a dead -end sump be installed to handle the drainage from the fueling area under the canopy? I would be much more willing to support a variance from our tow BMP requirements if this could be done. a. It does not appear that runoff from the R/lf will be detained on site. Has this been approved by Gary D.? A variance may be necessary from our ordinance if this runoff will not be treated. The stormtech unit is being shown downstream of the underground detention. Runoff should enter this system before entering the underground detention to remove pollutants. I have concerns that the Stormceptor #900 may not be easily maintained due to its designed access points. I anticipate that this system will have to be cleaned often. e. This is an unit we have selected that has been tested for this application and other gas stations we are designing. a. Gary Duncan is aware of the R/W runoff not treated and has verbally approved it for this site. We will submit a formal BPW request later this month for the July meetings. We are suggesting to install sumps and hoods at all inlet locations in lieu of having the Stormceptor upstream of the detention. This will help reduce the amount of trash and containments entering the detention system. d. This system is located within 10' of the curb and is accessible from the parking lot. e. In fact it looks like you are planning on providing more than the minimum requirement (Each bike rack provides 2 spaces). The concern I have is that it looks like the racks are shown too close to the proposed 3 foot wall. The racks need to be at least 2 feet from any obstruction. This is shown on your detail but not on your plan. Such agreements are executed by the Board of Public Works and Safety. The City Engineer may approve irrigation system agreements. 22. Secondary Plat approval if applicable. All performance guarantees must be posted prior to submission of secondary plats for Board of Public Works and Safety approval. 23. Dedication of right -of -ways if not platted. This is based upon the City of Carmel 20 -Year Thoroughfare Plan requirements. Dedication documents are available upon request. Please be advised that all. Right of Way Dedications must be accompanied by a Sales Disclosure Agreement completed by the owner for the property being dedicated to the City. Any open pavement cuts of either Rangeline Road or Cannel Drive, other than those required for the curb and median cuts, will require Board approval. BONDING REQUIREMENTS 25. The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100 of the cost of labor and materials to construct the individual improvements, to be provided by the design engineer. Upon completion and release of individual Performance Guarantees, a three -year Maintenance Guarantee will be required (see Street Sign comments above). This tree needs to be either dead wooded or removed. 7) How will the tree preservation fencing details effectively work as noted, if there is parking asphalt currently within the dripline? 8) Along with #7, I recommend a type of pervious pavement in the parking stalls in these areas to provide better conditions for the existing material along with the newly planted material. 9) There are existing juniper shrubs on the north perimeter.
