Docket No.10060013 DP Amend /ADLS Amend: Regions Bank (Kite PUD; Greyhound Commons, Ph I11). The applicant seeks site plan and design approval for a bank. The site is located at the southeast corner of 146 St. and Lowes Way, and is zoned PUD/Planned Unit Development. Filed by Mark Naylor of The Roberts Group, PSC. The applicant seeks design approval for a bank building, composed mostly of brick and cultured stone. The site layout and landscaping very closely resembles the 2009 Key Bank approval. Please view the petitioner's information packet for further detail. The Plan Commission unanimously approved the Development Plan Amendment portion of this petition at its July 20 meeting, in order to permit a one -way (west) drive extension of Danbury Drive from Danbury Estates. Also, the Plan Cornn fission granted the final voting authority to the Special Studies Committee. The Commission also requested that the petitioner look at the bike parking location to make it more convenient and make the internal sidewalk connection wider, up to 6 feet wide. Staff's outstanding comments: 1. The Hamilton Co. Highway Dept. and the Forestry Dept. have no outstanding issues. 2. The Dept. of Engineering (DOE) is okay with the committee approving the project, subject to DOE's approval of the final construction documents. 3. While the Hamilton County Surveyor's Office is still working with the project engineer on some issues, they don't see any hold -ups, but the site layout might be affected slightly. 4. The 21 directional arrows painted on the ground still seem like too many; can the number be reduced further? 5. DOCS needs a copy of the Recorded maintenance agreement between Kite Danbury Estates. 6. The petitioner should agree to ongoing maintenance of the decorative screen wall around the perimeter of the site, as part of this petition. (The previous bank approval included a similar commitment.) Recommendation: After all questions /concerns are addressed, the Dept. of Community Services requests that the Corrunittee votes to approve this item with the following conditions: 1. That the petitioner provides DOCS with a copy of the recorded maintenance agreement, 2. That the petitioner maintains the decorative screen wall around the site's perimeter, and 3. Final approval of the construction documents by the Engineering Dept. the Hamilton County Surveyor's Office.
