Dear Mr. Doster:
The Depaitnient of Engineering has reviewed the revised drawings and comment response letter dated May
24, 2005 and received by this office on May 25, 2005. Based on this review, the items from the
Department's review comments dated April 13, 2005 were satisfactorily addressed with the exception of
the following items:
1. The Department will not approve the drawings with the disclaimer still indicated above the
Professional Seal area on the Title Sheet.
2. The Department will not approve the drawings sets if they contain Sheets L101, L801, L901 and
SP101. The Department requested that these sheets be removed from the drawing set and they are
still contained in the set.
3. The construction limits were noted as being contained on Sheets C101 -C104 but are only shown
on Sheet C101. Please indicate on all sheets.
4. The path labeled "by others" was discussed at the TAC meeting. Please confirm that all issues
related to the construction of this path have been resolved through the Department of Community
Services.
Per a letter dated June 1, 2005, all items related to the drainage review have been addressed.
These comments represent the Depaituient of Engineering's second review of the plat and construction
plans for this project. We request that all responses to our comments be provided in writing. Failure to
provide written responses may result in delay of the review process.
It is critical that this office be made aware of all modification made on the plans being re- submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans indicating all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, Special Studies or other committee meetings.
Please submit revised drawings that incorporate the outstanding items outlined above. Once the Board of
Public Works and Safety approvals (if required) have been obtained, certified engineer's estimates (if
required) have been provided and performance guarantees (if required) have been posted, the Depai tiiient
will approve the drawings. After drawing approval, the Developer may pay any required fees and then
schedule the Pre Submittal Meeting.
The Depaitiiient of Engineering reserves the right to provide additional comments based on subsequent
reviews.

required on all water valve installations.'

4. Board of Public Works and Safety Approval requirements are acknowledged. We believe
that curb cut, temporary construction etrance, dedication of right -of -way, and permanaent
improvements within the deidicated right -of -way will not apply to this project as we our work
is contained within private drives and property. No Consent to Encroach Agreement is
needed at this time. Please refer to the plumbing plans regarding any proposed irrigation
system.

10. One perimeter monument will need to be set for the plat. The estimated cost is $500. The
only other potential work occurring in the right -of -way is a sidewalk connection to Hazel!

construction cost of $100. We request that due to the extremely limited nature of this work
that the bonding requirements be waived.

revised to show 70' as suggested.

Development Plan /ADLS
1. The developer has provided a separate letter regarding the pathway.

1. The runoff coefficients and drainage areas have been included on the Proposed Drainage
Basins Map as requested.
2. The Utility Plan has been revised to include structure numbers corresponding to the
Drainage Calculations.
3. The rainfall intensity table has been provided in Appendix B of the Drainage Calculations
report.

We have reviewed the construction plans submitted to the Hamilton County Surveyor's
Office on April 4, 2005 for this project and have the following comments:
1. This project falls within the jurisdiction of the City of Carmel.
2. The proposed project DOES fall in a Carmel Wellhead Protection Area.
3. The proposed project falls in the U.G. Mitchner Regulated Drain Watershed.;
4. Please submit an indirect outlet permit, for the discharge into the Mitchner
Regulated Drain, to this office. The application is available on our website at
http: /www.co.hamilton.in.us, go to Departments, Surveyor, and Forms.
5. From the provided drainage calculations, it appears that the site detention is
provided. in the overall detention pond constructed for Hazel Dell Comer.

Dear Mr. Monroe:
This letter is in response to your Development P1an/ADLS and Secondary Plat applications for Hazel Dell Corner
Lot 3. The following issues must be resolved:
The following comments are in regard to the Secondary Plat:
1. Add the secondary Plat Docket Number 05040007 SP.
2. Hazel Dell Parkway half right of way is 70 feet (not 60 feet). Please revise.
3. Add monumentation to the northwest lot corner. j
4. A copy of the landscape plan approval letter /e -mail from Scott Brewer (the Urban Forester) is
required prior to plat approval and signature.
Comments and concerns in regard to the Development Plan/ADLS are as follow:
1. Please provide information regarding the status of the pedestrian path that is proposed along the
northern sewer easement through lot 3 and parcel 4.
2. Please provide a pedestrian connection from the southern sidewalk to the sidewalk along the front
building facade.
3. Please consider extending the structure to create a covered single lane drive though. Design
should be similar to the covered main entry for Starbucks. i
4. Please provide signage details that indicate size, color, and illumination method. j
5. Signage shown on the south elevation is not permitted. This site has frontage on one public right
of way, permitting tenants one sign each. Starbucks would only be permitted one sign on the east
(front) elevation as well (as shown, there are two "Starbucks Coffee" and a logo).
Please wait to submit revised materials until after the Technical Advisory Committee (TAC) has met on these
applications. The resubmitted materials should include edits addressing the above comments along with any
requirements that arise from the TAC meeting. Additional comments may be made after the requested revisions
have been submitted.

Dear Mr. Doster:
We have reviewed the drawings submitted for this project for the April 20, 2005 Technical Advisory
Committee meeting. We offer the following comments:
GENERAL INFORMATION
1. The project site is currently located within current City of Carmel Corporate Limits. The following
jurisdictions will apply.
2. Jurisdictions:
Street and Right of Way City of Carmel (Hazel Dell Parkway and 131" Street. Interior streets
are private).
Water and Sanitary Sewer City of Carmel
Storm Sewer City of Carmel (the onsite storm sewers are assumed to be a private system).
Legal Drains Hamilton County Surveyor's Office
3. Board of Public Works and Safety Approval Requirements:
Water and Sanitary Sewer Availability.
Commercial Curb Cut. Not applicable since the 2- proposed curb cuts are located on the interior
private streets of the development.
Temporary Construction Entrance. Same requirements as for the Commercial Curb Cut.
Dedication of Right -of -Way (if applicable).
Any permanent improvement to be installed within dedicated right of way of Hazel Dell Parkway
and/or 131' Street.
Consent to Encroach Agreements for any permanent improvement to be installed within dedicated
easements and/or dedicated right of way. If an irrigation system is planned for this project,
additional Water and Sewer Availability approval will be required from the Board and
additional Water Connection Fees will be due.
I am enclosing a schedule for Board of Public Works and Safety meeting dates and agenda deadlines
for your use. Please use the Engineering Department deadlines for submissions to the Board.
Any submission to the Board requires prior final approval by the Carmel Clay Plan Commission
and/or the Board of Zoning Appeals and completion of review by the Technical Advisory
Committee. All written requests to be place on the Board's agenda must include the appropriate
Docket Numbers and the date (or dates) of approval by the Plan Commission and/or BZA.
4. Water and Sanitary Sewer Availability (acreage) and Connection Fees:

Not applicable. These fees were paid upfront for the entire development by the Developer.
Current Connection Fees: Water and Sanitary Sewer Connection Fees are based upon the average
user factor tables from Section 9 -35 (water) and 9 -200 (sanitary) of our Utility Ordinance. The
current Connection Fees are $1,310.00 per EDU for water and $795.00 per EDU for sanitary

sewer. Please provide this office with the proposed usage of this building in order that Connection
Fees may be calculated. This should include the proposed commercial /retail usage and total
square feet. If restaurants are to be included in the development, we will need the total seating
capacity (including outdoor seating) per facility. I am enclosing copies of our Average User
Factors for Water and Sanitary Sewers and our current fee schedule. I have also highlighted the
Average User Factors that might apply to this development.
Note: Any deviation from the Connection Fee calculations listed in our Ordinance will require
Carmel Utilities and Board of Public Works and Safety approvals.
5. TAC Review/Drawings submitted for approval:
We request that all comments and comment letters generated by this office be answered in writing
be accompanied by a drawing reflecting requested revisions. Final drawings will not be approved for
construction until all issues have been resolved. All Carmel Utility issues must also be resolved. The
design engineer must certify all drawings submitted for final approval. This office will require a
minimum of five sets (maximum of seven sets) of approved drawings after all issues have been
resolved. The drawings will be stamped approved and signed by both the City Engineer and Director
Carmel Utilities. The Developer /Owner will receive one -set which is to be maintained on the
construction site at all times. Carmel Utilities will receive two sets. Our Public Works Inspector will
receive one set and one set will be maintained in the Depaitinent of Engineering. If more than the
minimum five sets are requested to be approved, the additional sets (maximum total of two additional)
must be submitted with the five required sets.
6. Please be advised that any installation of signs, walls, irrigation systems, etc. within dedicated
easements and/or right of way will require a Consent to Encroach Agreement between the
Owner/Developer and the City of Carmel. This Agreement requires Board of Public Works and Safety
approval. A copy of our Residential Subdivision and Commercial Irrigation System Requirements are
available upon request.
7. Carmel Utilities does not subscribe to "Holey Moley" and should be contacted directly for all water
main and sanitary sewer main locations.
8. Carmel Utilities will provide a separate review of this project for water and sanitary sewer issues.

10. Upon initial review, it appears the following bonding requirements may apply to this project:

Perimeter Monumentation
Please provide individual, detailed (materials, quantities, sizes, unit costs, etc.) certified Engineers
Estimates for 100% of the cost of labor and materials for the above improvements. Post Performance
Guarantees in the amount of the Engineer's Estimates. Three -year Maintenance Guarantees, in the
amount of 10% of the Performance Amount, will be required upon release of the Performance
Guarantee.
Street Cut/Right of Way Permit and Bonding Requirements
Any work in the dedicated right of way of Hazel Dell Parkway (or 131 Street), not included in the
scope of work of posted Performance Guarantees, will require a Right of Way Permit and a License
and Permit Bond. The bond amount will be determined by the number of instances of work in the right
of way (curb cut, storm sewer work, etc.) $2,000.00 per instance. Open pavement cuts in dedicated
streets require approval by our Board of Public Works and Safety. It appears that the only instance of
work in the right of way indicated on the plans is the connection of the concrete sidewalk to the

It is critical that this office be made aware of all modification made on the plans being re- submitted,
particularly if any such changes are considered "new" or fall outside of our previous reviews. Please
provide revised plans indicating all revisions. Please notify us of any changes and specifically state any
changes, including changes resulting from Plan Commission, Special Studies or other committee meetings.
All bonds and performance guarantees (if required) must be posted prior to Engineering Depat nnent

review comments. The City will not review plans that address only the individual comments from this
Department or Crossroads.

On April 1, 2005, I filed with the Carmel Department of Community Services, on behalf
of Plum Creek Partners, LLC, Development Plan, ADLS, and Secondary Plat applications for
Plum Creek Partner's proposed retail and office use to be located one lot north of the northwest
comer of 131 Street and Hazel Dell Parkway in Carmel. We anticipate having this matter
placed on the April 20, 2005 Technical Advisory Committee agenda as well as the May 17; 2005
agenda of the Carmel Plan Commission.
