At the time the road was under construction and they had a prospective buyer who wanted the entire parcel but then 2008 happened. I have the signed plat and I think that most but not all of the fees have been paid. I will bring it in tomorrow along with the file and we can see what needs to be done. I spoke with the client about this project two weeks ago and asked what they wanted to do and they want to plat it. Boy it must be a slow day to find this old project. I was thinking about it as well. Can you meet tomorrow? Carlson Corner was a proposed 4 -lot subdivision for the southeast corner of 141s St. Towne Rd. It does not appear that this plat was ever approved and /or recorded; do you know why? Per the subdivision control ordinance regulations, we might have to void this secondary plat application due to lack of prosecution and your client would have to file a whole new Secondary Plat application when they are ready to move forward.... The Department rescinds the following previous comments: 1. Previous Comment 12. The City is requesting widening, milling, and resurfacing of the 141st Street frontage per Department policy. Such work may be credited against any road improvement commitments. Due to the upcoming road improvement project, the Department rescinds this previous comment. 2. Previous Comment 16. Portions of proposed driveways and access drives within the proposed right -of -way shall be concrete per City standards and shall meet all City dimensions and width standards (see comment 22 however). As we have discussed, the City will allow the pavement section per Detail 10/10 to be temporarily installed in the right -of -way for the Towne Road entrance in anticipation of a permanent entrance being constructed with the City's road project. The Department rescinds this previous comment. 3. Previous Comment 41. Detail 10/10. This detail is not applicable. Portion of driveways and aprons in right -of -way shall be 6" minimum concrete per City standards. In the event that open trenching is required within the proposed right -of -way, the portion of the trenches within the proposed right -of -way shall be backfilled with granular material in accordance with the City's final backfill policy and any notes or details shall be revised to require such backfill specifically. 8. Previous Comment 8. The entire site shall drain north to the Stutz Almond drain if the county will allow the connection. Some portions of the site still drain to the south and will not be detained or treated. What was discussed during our recent meetings? 9. Previous Comment 20. The proposed landscaping berms shall not block or inhibit existing roadside drainage and shall adequately accommodate such drainage. Please add a note to this affect to the plans. It appears that the berms are to be located outside of the right -of -way. A drainage ditch is indicated along Towne Road. There is not a drainage ditch indicated along 141'` Street. Even though these areas will likely be regraded with the City improvements, please verify that the installation of the landscape mounds will not create any low, undrained areas in the right -of -way. The City would expect an opening of the landscaping mounds to facilitate drainage of any areas that cannot be accommodated by the road project. 10. Previous Comment 21. Proposed grading shall accommodate future road project grading and shall be graded as if the proposed roadway grades were already existing. Please refer to Items 9 and 11 of this letter. 11. Previous Comment 24. How is existing right of way drainage being addressed? Thank you for indicating the drainage swale between the existing pavement edge and the proposed path along the Towne Road frontage. The Department cannot determine if a similar swale is necessary along 141'` Street as the contours are not clear on the plans that were submitted. The proposed grading plans shall accommodate the future grading elevations of the roadway the same as if such improvements were already installed and existing. Are any low areas being created that will not be allowed to drain into the City's new road drainage piping network or need to drain into the site but be blocked by the landscaping mounds? 12. Previous Comment 25. Drive culverts shall be adequately sized to convey the 10 year storm event and meet minimum size standards. As these culverts are outside of the right -of -way, please confirm my recollection that these pipes were sized to convey the watershed draining through them and that the City waived the minimum 18 -inch diameter drive culvert requirement. 13. Previous Comment 30. General site note 5. Pavement patching shall meet City standards. Please revise on all sheets that contain this note. The Department rescinds this comment if no open pavement cuts are required. Please verify. 14. Previous Comment 33. Sheet 3. Has the temporary right of way for utility extension been obtained? Why is this temporary? Has this easement been obtained? I cannot recall what we discussed at previous meetings. 15. Previous Comment 46. Sheet 12. Street and pavement note 3E. Please delete this section. Please verify if any curbing is to be installed with this project. If no curbing is to be installed, the Department rescinds this comment. 16. Previous Comment 47. Sheet 12. Street and pavement note 1. All curbing shall meet City standards. If curbing is to be installed, please delete this reference to curbing and include City curbing policy. Must also be revised to indicate streets, parking and asphalt path outside of City right way. Please verify if any curbing is to be installed with this project. If no curbing is to be installed, the Department rescinds this comment The secondary plat comments from the City review have been satisfactorily addressed with the following exceptions. A written response as to how each of these items has been addressed is required. 17. Previous Comment 5. The Department requires a specific plan to be developed and approved for all work that requires a maintenance of traffic plan. Is any walk planned? If so, it shall be 5' minimum and shall meet City standards. If no walk is planned with this development, please delete this note. 23. Previous Comment 36. If this detail is applicable to installation within City right -of- way, the backfill note under paved areas shall be revised to conform to City standards. (r lson Corner Mike and I are still evaluating the median opening on Towne for Carlson Corner. If we provide a break, it will be as we discussed: a median opening with no deceleration taper or lane. We are also evaluating extending the project to the east line of the Carlson property. As it relates to establishing the commitment, I was in error in stating that it is materials only. The commitment needs to reflect the installed cost for the improvements. Did we also discuss having the City construct the multi -use path? As this is required by the Alternative Transportation Plan and is not a part of the Subdivider Agreement being used as the basis for the road improvement commitment, the commitment would need to include the installed cost of the path across each frontage if the Carlson's opt to have the City construct the path. The secondary plat comments from the City review have been satisfactorily addressed with the following exceptions: COMMENTS 15. Towne Road is classified a primary parkway according to the 20 -Year Thoroughfare Plan and therefore the required right -of -way width is 140 feet (70 -foot half). Please increase the half right of -way width for Towne Road that is shown on the proposed plat as 60 feet to 70 feet. Restate comment. 16. Will the I. E.E. between lots 3 and 4 will serve multiple lots or be the subdivision entrance? The Department of Engineering requests this to be located at least 500 feet from the Towne Road/141 Street intersection unless it will be considered a'common driveway for lots 3 and 4. The plans indicate a distance of 482 feet. Please locate 500 feet from intersection. Based on additional review, the City provides additional comments: 1. Sheet 8 Please remove the landscape plan from the set of plans to be approved by the Department of Engineering and remove the title of the Landscape Plan from the index on the title sheet. Please assure that the correct numbering order is maintained on both the index and the individual sheets. 2. After all secondary plat comments are resolved, the Department of Engineering will review the construction plans. 3. He said that since this project was reviewed a couple of years ago, the drainage plans from then should still be sufficient and that new plans (and review) should not be required. I wasn't sure what was approved in the project's last review so I told him I would look into it and notify you of his issue. I have reviewed the drawings dated August 6, 2007 and offer the following comments: ALTERNATIVE TRANSPORTATION REVIEW COMMENTS 1) The Carmel Clay Alternative Transportation Plan requires the construction of 10' asphalt path along 141 St and Ditch Rd. These paths should be located 1' from the edge of the right -of -way and should include ADA compliant ramps at all sidepath and sidewalk crossings. Comment #11 in the above mcutionad letter states construction p. of laris S t ltz e and Almond Regulated Drain is incorrectly shown the ROW of location was shown, Z believe we will rated drain easements as called out in LC. 3b.9- 141 Street to meet the statutory regulated 27 -33. This will push the 15' L.E. back behind this easement and will require revisions to the presented plat.
