Angie, 1 don't know for sure, but I'm fairly certain that the subdivision did not proceed due to housing market conditions. You might want to call Dilip Patel to inquire about this. His number is 946 -5564. Regarding the approval of the plat, I thought that it was approved, but not signed, recorded or bonds posted. 1 recall discussing this as far back as Matt Griffin and Matt explaining that it was approved and that there was no expiration on the approval. The City went as far as to construct the curb cut for it as you probably know. I'd call Dilip to get an update. I haven't had any contact with him in a long while. Sorry to not be much help. Hi, Greg Our office is following up on old secondary plats. Village View (Five Star Estates) was a proposed 5 -lot subdivision northeast of 131 St. Towne Rd. It does not appear that this plat was ever approved and/or recorded; do you know why? Per the subdivision control ordinance regulations, we night have to void this secondary plat application due to lack of prosecution and your client would have to file a whole new Secondary Plat application when they are ready to move forward.... Please let me know the status. The proposed project falls in the incorporated area and MS4 jurisdiction of the City of Carmel. 2. The proposed project DOES NOT fall in a Carmel Wellhead Protection Zone. 3. The proposed project falls in the Elliott Creek Regulated Drain Watershed. 4. With the construction plans, please submit the following procedural items to this office, petition for regulated subdivision, subdivision non- enforcenent, outlet permit (2 outlets), engineer's estimate, and all associated bonds for 120% of construction cost. The applications are available on our website at littp /www.co.ham go to Departments, Surveyor, and Forms. 5. Please replace HCSO Standard Detail D16 dated 2 -1 -02 with the revised detail dated 8-16-05. 6. Please add the new HCSO Standard Casting Details CT -1, CT -6, CT -7, CT -S, CT -4, and CT -5. Is chairback or roll curb being used on this project? The curb type will change the required casting details listed above. Is the bottom elevation of the west detention pond really 14.8 feet deep? On a small pond like that, it is not possible to build the pond to HCSO Standard Detail D -7 and achieve that depth. Please add HCSO Standard Detail D -7 and D -10 (or one of the other approved pond cross sections) to the construction plans. 8. Please label the pipe sizes, material, and lengths on the utility plans sheet. 9. Rather then daylight the existing private tile into the swale and cause a surface water problem, please set a 2' x 2' structure to connect the swale SSD and the private tile together and then run a properly sized SSD to the existing structure in the Village of West Clay. 10. Please add an SSD riser about the midpoint of the swale SSD since the length is over 300'. 11. The west end of the twin pipes under the roadway need to be moved north so both end sections are in the normal pool area of the detention basin. The same appears to apply with Str. 203. 12. The HCSO has concerns with installing a flap gate inside the manhole at Villages of Towne Pointe. Consider not installing the flap gate since the overflow puts the water right back into the same detention basin. 13. The other problem HCSO currently has with the Village of Towne Pointe Development is the designed orifice is not installed as required as this time. The site is currently over discharging and this will need to be resolved before this outlet point can be utilized. Please contact the developer to resolve this situation. 14. Can the D.E. on the north end of the project be increase to 25' to provide more easement area on the existing private tile? 15. Please note that further comments may be necessary at a later date. The comments from the City review have been satisfactorily addressed with the following exceptions: SECONDARY PLAT AND CONSTRUCTION PLAN COMMENTS 14. Please indicate and label the Village of West Clay including the section number on the plat and on the drawing sheets. West Clay is misspelled as "Westcaly" on the secondary plat. Also the section number appears as 100112 on the plat and the cover sheet and Sheet 4 of the plans. It should be 10012. Please revise. 22. Thank you for indicating the widening and auxiliary lanes on Sheet 12. Please provide a cross section for 131" Street on Sheet 12 that shows the existing pavement, the centerline of the existing pavement, distances from the existing pavement centerline to the edges of the existing pavement, the width of the widening, the width of the auxiliary lane at the widest point, the concrete curb, and subsurface drain beneath the concrete curb, the asphalt path, and the right -of -way lines. Thank you for providing the cross section. Please label the centerline "EXISTING PAVEMENT CENTERLINE." Please indicate and label the distance from the existing pavement centerline to the edge of the existing pavement, the width of the widening, and the width of the auxiliary lane at the widest point. Please show the subsurface drain beneath the curb. Indicate that the material for the resurfacing is #11 surface. 23. The City typically requires 1" milling with 1.5" H.A.C. #11 resurfacing for the entire width of the existing roadway across the property frontage or to the limits of the auxiliary lanes, whichever is greater. The roadway would then also need to be restriped with thermoplastic striping. Please develop a plan for the restriping and for striping of the auxiliary lanes. Please add a note to this plan that all striping shall be thermoplastic. Please delineate the milling and resurfacing areas with hatching on the plans and appropriate reference in the legend. Thank you for indicating the milling and resurfacing and for providing a pavement marking plan. As previously requested, please add a note to this plan that all striping shall be thermoplastic. Also in the legend for the 1" milling and 1.5" asphalt resurfacing, please specify that the asphalt is #11 surface. 32. The Department requires that the construction drawings be developed in accordance with the City of Carmel digital submission standards and that all required submittals for primary plat, secondary plat, and construction drawings be made. The digital files must be submitted to the Department of Engineering prior to construction plan approval. 35. In the TYPICAL SECTION -LOCAL STREET on Sheet 15, the sidewalk needs to be 5 feet wide and subsurface drain according to standard City of Carmel detail needs to be added. Please include City of Carmel standard subsurface drain detail. Please replace subsurface drain detail on Sheet 16 with City of Carmel subsurface drain standard. 42. On sheet 15 in the chair back curb, roll curb and gutter, and curb joint details, indicate that the transverse expansion joints are to be spaced a maximum of 50 feet. Also because the pavement is going to be asphalt„show that the curb is to be placed on the compacted stone. The 50 -foot expansion joint spacing has been indicated as a minimum; this should instead be indicated as a maximum as previously requested. Also the maximum contraction joint spacing should be 10 feet instead of 20 feet (the maximum spacing is 5 feet on curve sections). 44. Please revise sanitary trench details and water main trench details to accommodate the City of Carmel backfill requirements within the right -of -way. 45. Please revise RCP trench details to accommodate the City of Carmel backfill requirements for public storm sewers. Based on additional review, the City provides additional comments: 1. Please remove landscape plan from the index on the cover sheet. 2. On Sheet 2, City of Carmel Cover and Backfill Requirements there are two different font sizes. Please make the font uniform. 3. On Sheet 15, Curb Joint Detail in lower left corner Please remove the note that pertains to concrete pavement as there is no concrete pavement being constructed in this project. Revise the maximum transverse expansion joint spacing to 50 feet instead of 100 feet. Add that the maximum transverse contraction joint spacing on curve sections is to be 5 feet. These comments represent the Department of Engineering's third review of the secondary plat and construction plans for this project. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in the delay of the review process. It is critical that our office be made aware of all modifications made on the plans being resubmitted, particularly if any such changes are considered "new" or fall outside of our previous reviews. Please provide revised plans including all revisions. Please notify us of any changes and specifically state any changes, including changes resulting from Plan Commission, BZA or other committee meetings. All bonds and performance guarantees must be posted prior to Engineering Department approval of construction plans. Also, Board of Public Works and Safety approvals and any other governing agency approvals (if required) must be obtained prior to Engineering Department approval. The Department reserves the right to provide additional comments based on subsequent reviews and on the grading and drainage system upon receipt of drainage calculations and more detailed construction drawings that provide grading elevations, pipe sizing and invert elevations. We offer the following comments: GENERAL INFORMATION 1. The project site is located within current City of Carmel Corporate Limits. 2. Jurisdictions: Streets and Right of Way (131 Street) City of Carmel. Water City of Carmel Utilities Sanitary Sewers Clay Township Regional Waste District Storm Sewers/Drainage Hamilton County Surveyor's Office (City of Carmel Review). Board of Public Works and Safety Requirements: Water Availability approval from the Board is based upon the total number of single family residences 1.0 EDU /single family residence. If entryway or other community irrigation systems are planned, these will also require additional Water Availability approval from the Board and additional Water Connection Fees will be assessed. Residential Curb Cut Approval will be required for each driveway. Please provide drawings of the driveway(s) with the request for Board approval. Upon initial review, it appears the following bonding requirements may apply to this project: Performance Guarantees/Engineer's Estimates Individual Performance Guarantees will be required for the following subdivision improvements: Perimeter Street Right of Way Improvements if applicable (right of way pavement including accel, decel, passing blister, widening, stone shoulders, striping, multi -use asphalt paths, etc.) If applicable, Storm Sewer/Drainage and Monument Marker bonding will be under the jurisdiction of the Hamilton County Surveyor's Office. Sanitary sewers are under the jurisdiction of the Clay Township Regional Waste District. The amount of the Performance Guarantee is based upon a certified Engineer's Estimate for 100% of the cost of labor and materials to construct the individual improvements, to be provided by the design engineer. Please provide detailed Engineers Estimates for each improvement including unit costs, quantities, materials and types of materials, etc. Upon completion and release of individual Performance Guarantees, a three -year Maintenance Guarantee will be required. The Maintenance Guarantee amount is based upon 15% of the Performance amount for Streets and Curbs and 10% of the Performance amount for all other improvements. Performance Guarantees maybe Performance or Subdivision Bonds or Irrevocable Letters of Credit. Please reference the enclosures for more detailed explanation of our procedures. Right of Way Permit and Bonding Any work in the dedicated right of way of 131 Street will require a Right of Way Permit. If the work is included in the scope of work of a posted Performance Guarantee, no additional bonding will be required. If it is not included, a License Permit type Right of Way bond will be required in the amount of $2,000.00 per instance of work in the right of way. Any open cut in the pavement of 131 Street will require separate Board of Public Works and Safety approval. 10. We have engaged Crossroad Engineers, PC to review all drainage plans and drainage calculations submitted to this office for review. We will share Crossroad's comments as they are received. When construction plans are submitted for review for this development, please provide one set of 0 0 plans and calculations to the Depaituient of Engineering and one set to Crossroad Engineers, PC to save some time in the review process. AVAILABILITY AND CONNECTION FEES 11. Availability (acreage) Fees must be paid after all other Engineering Department requirements have been satisfied and prior to the start of construction activities. Availability Fees are based upon total platted acreage for the development at the current rate of $1,010.00 per acre (Water Availability Fee). Based upon the primary plats indicated acreage, the following Water Availability Fees would apply: j 5.00 Acres $1,010.00 /Acre $5,050.00 Connection Fees are currently $1,310.00 for water per single family residence. Connection Fees are paid when the infrastructure has been complete, satisfactory test results obtained and the subdivision has been released for permits. Water Connection Fees are paid on a per -lot basis. If an irrigation system is planned for this development, additional Water Connection Fees will be assessed based upon the recommendation of the Director of Carmel Utilities. 1 SECONDARY PLAT AND CONSTRUCTION PLAN COMMENTS 14. Please indicate and label the Village of West Clay including the section number on the plat and on the drawing sheets. 22. Thank you for indicating the widening and auxiliary lanes on Sheet 12. Please provide a cross section for 131 Street on Sheet 12 that shows the existing pavement, the centerline of the existing pavement, distances from the existing pavement centerline to the edges of the existing pavement, the width of the widening, the width of the auxiliary lane at the widest point, the concrete curb, and subsurface drain beneath the concrete curb, the asphalt path, and the right -of -way lines. 23. The City typically requires 1" milling with 1.5" H.A.C. #11 resurfacing for the entire width of the existing roadway across the property frontage or to the limits of the auxiliary lanes, whichever is greater. The roadway would then also need to be restriped with thermoplastic striping. Please develop a plan for the restriping and for striping of the auxiliary lanes. Please add a note to this plan that all striping shall be thermoplastic. Please delineate the milling and resurfacing areas with hatching on the plans and appropriate reference in the legend. Thank you for indicating the milling and resurfacing. Please provide a pavement marking plan as previously requested and add a note to this plan that all striping shall be thermoplastic. 25. All paving within the existing and proposed City right-of-way shall conform to the requirements of the Department of Engineering. Please add a note to the drawingslthat the Contractor shall contact the Department of Engineering to schedule a pre- construction meeting to review the Depai tiuent's construction requirements, staff notification requirements, required inspections for certain stages of the work and to review the authority of the Depai lu�ient as it relates to work within the existing and proposed City right -of -way. 31. Please provide the name of the contact person for Preferred Properties, LLC on the cover sheet of the construction drawings. 32. The Depai tuient requires that the construction drawings be developed in accordance with the City of Carmel digital submission standards and that all required subnriittals for primary plat, secondary plat, and construction drawings be made. 34. Please remove the landscape plan from plans submitted to the Depaijtinent of Engineering for approval. The Depai tnient of Engineering does not approve the landscape plan. 35. In the TYPICAL SECTION -LOCAL STREET on Sheet 15, the sidewalk needs to be 5 feet wide and subsurface drain according to standard City of Carmel detail needs to be added. Please add a note that all subsurface drain is to be double wall Hancor Hi -Q or equivalent. 36. On internal street plan profile sheet please add City of Carmel minimum cover requirements (copy attached). 37. On internal street plan profile sheet please show all crossing water mains, sanitary and storm sewer. 38. Please add a note to saw cut the existing pavement edge for auxiliary lanes and widening. 39. Add the following note to the water and sanitary sewer plan profile slieets "THERE ARE TO BE NO WATER VALVES OR MANHOLES WITHIN THE STREET PAVEMENT, CURBS, OR SIDEWALKS." 40. Add the City of Carmel backfill requirements and minimum cover requirements (copy attached) to each storm and sanitary sewer plan profile sheet and to the utility sheet. 41. Please include City of Carmel standard subsurface drain detail. 42. On sheet 15 in the chair back curb, roll curb and gutter, and curb joint details, indicate that the transverse expansion joints are to be spaced a maximum of 50 feet. Also because the pavement is going to be asphalt, show that the curb into be placed on the compacted stone. 43. Please add the following note to the CONCRETE WALK SECTION on Sheet 15: "SIDEWALK BUILT WITH DRIVEWAYS SHALL HAVE A MINIMUM THICKNESS OF 6" OR THICKNESS OF DRIVEWAY WHICHEVER IS GREATER." 44. Please revise sanitary trench details and water main trench details to accommodate the City of Carmel backfill requirements within the right -of -way. 45. Please revise RCP trench details to accommodate the City of Carmel backfill requirements for public storm sewers. 46. Please remove what is believed to be crosswalk marking across the pavement of Five Star Court at the entrance in line with the asphalt path. The stop bar may remain. 47. Concrete walk section. Carmel ordinance requires 5 -foot minimum width sidewalk. Please revise detail and plans. 48. The City has adopted a new paving policy. Please revise any notes, specifications, and details to accommodate this policy. Please add the policy language to the specifications sheet. These comments represent the Depaituient of Engineering's initial review of the secondary plat and construction plans for this project. We request that all responses to our comments be provided in writing. Failure to provide written responses may result in the delay of the review process. Please move the detention areas to common areas or consider a different what to provide the required detention. 9. The delineated offsite watershed area appears to be different then what was delineated with other surrounding projects. I will provide basins maps at the TAC meeting which may less the offsite area and lower the offsite water coming to the site. 10. The dry detention basins to not appear to have the require 2 foot of freeboard between the 100 year elevation and the TOB. Please review and revise. 11. The easement on lots 2, 3, and 4 for the swale and SSD should be a 30' D.E. for the SSD which will become part of the regulated drain system. 12. The HCSO does not typically allow dual pipes anywhere. What is the reasoning behind the double pipes between the 2 detention areas? 13. The SSD laterals for lot 3 and 5 should be moved so they are within the ROW in front of the boundaries of the lots. Also, the D.E. to protect the private tile on lots 4 and 5 does not appear to be wide enough on the south side of the tile. 14. HCSO requires a minimum of 15' of drainage easement around the TOB of a pond or dry detention basin. We do not allow trees below the 1100 year elevation of the detention basin and want a path that allows us reasonable access completely around the basin. 15. Was the invert of structure EX611 field verified? You proposed invert of the connection appears to be 0.59' below the design invert for the existing structure. 16. On sheet 16, details for storm structures 203 and 214, HCSO does not allow cast in place structures. Please remove that language. 17. All common area that contains regulated drain or detention basins will need to be dedicated as a drainage easement over the entire area. 18. What material is being used to turn the private tile into the detention basin?
