RE: Martin Marietta Mueller Property South
Request Administrative Approval Temporary Processin'
Dear Mr. Hollibaugh:
As you know, we are counsel to Martin Marietta Materials, Inc. "Martin Marietta We
are writing in respect of the desire of Martin Marietta to temporarily establish a portable
screening plant to produce material for the completion of the Keystone Avenue Project presently
being undertaken by the City of Carmel, as well as the 1 -465 Reconstruction Project that is
currently underway. Attached please find photographs of the proposed portable screening plant.
It is our belief that this plant will not be visible from any adjoining publicly- dedicated
right -of -way.
Our desire to locate this portable screening plant on the Mueller Property South is based
upon our goal to substantially reduce truck traffic between Mueller Property South and Mueller
Property North. As you may recall, once the material reaches Mueller Property North it flows
through our dredge to our processing plant located on the East side of Hazel Dell Parkway.

Street will be required in order to move the material between the quarry site on Mueller Property
South to Mueller Property North. We believe that this proposal will substantially reduce the
inconvenience to the passenger vehicles using 106 street, and certainly be a benefit to safety all
around. As a result, the majority of the truck traffic relating to these two projects will exit from
our 96 Street entrance and, thus, will reduce additional truck traffic on 106 Street and Hazel
Dell Parkway.
We believe that this plant will be needed from February 1, 2010 until December 1, 2010.
We expect that both of these projects will be completed within this timeframe.
