Petitioner met with the Special Studies Committee on October 5 to respond to and discuss the
issues raised by the Plan Commission at the September 21 meeting and as well as the Department
comments. The following is an outline of the matters discussed and resolved at the Committee meeting.
1. Can the number of parking spaces be decreased? It seems over parked.
The PUD Ordinance requires 3.5 spaces per 1000 square feet in the development (38 spaces). This is
the standard proposed in the PUD Amendment. The proposed number of spaces (41) is necessary to
accommodate the bank AND the regional bank offices. 54 spaces are required under the Carmel Zoning
Ordinance for retail/general service and 43 spaces for general office.
2. Show internal pedestrian circulation connections, such when someone who works at the bank wants
to walk to the restaurant for lunch.
The revised site plan (attached) shows the connecting sidewalk from the building to the multi -use path
which provides the safest route to the restaurant. There are no internal sidewalks on the Granite City site
to accommodate internal pedestrian traffic.
3. Provide pavers or paint striping for the internal pedestrian crosswalks on site.
The site plan has been revised to add striping across the drive aisle to identify the connection to the
multi -use path.
4. Please label the mechanical equipment locations on the site plan and provide details on how they are
screened from view. (This includes gas and electric meters.)
The project architect identified and discussed the screening of the rooftop mechanical equipment.
The revised site plan shows the location of the meter and the approved landscape plan (attached)
shows the landscape screening.
5. On the wall signs, does the entire sign logo illuminate at night, or just the letter `L'?
The signage consists of internally illuminated letters and the logo. Therefore each letter and the "L"
Iogo will be illuminated at night.
6. Please provide details on wall directional signage and window /door signage.
These are intended to be exempt signs and therefore not subject to approval by the Plan Commission
or Department. Upon finalizing the construction plans, the project architect will submit the signage
package to the Department to confirm that the signs are exempt.
7. The Engineering Department has advised the Department that there are no issues with the project that
will impact or otherwise affect the approval of the DP and ADLS applications by the Plan
Commission.
