The technical review and comments are intended to evaluate the completeness of the erosion and sediment control plan for the
project. The erosion and sediment control plan submitted was not reviewed for the adequacy of the engineering design. All
practices included in the plan, as well as those recommended in the comments should be evaluated as to their feasibility by a
qualified individual with structural practices designed by a qualified engineer. The plan has not been reviewed for local, state,
or federal permits that may be required to proceed with this project. Additional information, including design calculations may
be requested to further evaluate the erosion and sediment control plan.
The erosion and sediment control plan has been reviewed and it has been determined that the plan:
X Satisfies the minimum requirements and intent of 327IAC 15 -5 (Rule 5). Notification will be forwarded to the
Indiana Department of Environmental Management.
Proper implementation of the erosion and sediment control plan and inspections of the construction site by the developer or a
representative are necessary to minimize off -site sedimentation. The developer should be aware that unforeseen construction
activities and weather conditions might affect the performance of a practice or the erosion and sediment control plan. The plan
must be a flexible document, with provisions to modify or substitute practices as necessary.

Dear Mr. Robinson:
This letter serves to acknowledge receipt of a transmittal received 2 /5 /D4 containing the
plans for the above mentioned project. After reviewing the plans the Highway
Department has the following comments:
1. It appears that all Highway Department comments have been satisfactorily
addressed. Therefore, seven sets of plans need to be submitted for final approval.
The plans should not be submitted until all comments from the Hamilton County
Surveyor and Hamilton County Soil and Water Conservation have been addressed
as well.
2. Please note that construction cannot begin until the plans have been stamped
approved, a preconstruction meeting held and all testing and inspection fees paid.

criteria, standards, and specifications outlined in the "Indiana Handbook for Erosion Control in Developing Areas from the
Indiana Department of Natural Resources, Division of Soil Conservation or similar Guidance Documents.
4A. Construction sequence is not shown and sheet 4.2 not provided.
4C. Provide elevation and construction dimensions for rock check dams placed in detention basin.
Show a ditch check in the side ditch at the south end of the project.
In my opinion, silt fence is not needed along entire length of the west side of the project.
Note: IDEM will be notified when the plan is approved.

Note: All erosion and sediment control measures shown on the plans' and referenced in this review must meet the design
criteria, standards, and specifications outlined in the "Indiana Handbook for Erosion Control in Developing Areas from the
Indiana Department of Natural Resources, Division of Soil Conservation or similar Guidance Documents.
Item 4A. A detailed construction sequence is needed. Note- the detention pond should be excavated
during a time period when vegetation can be established. The construction sequence needs to address all
major components of the project- erosion control, earthwork, buildings, utilities, curbing, paving, final
grading and landscaping.
Item 4C. Recommend a check dam in the side ditch for US421 at the south end of the property. Provide
details for straw and stone check dams. Construction dimensions and weir elevation and width are needed
for the stone check dam in the detention basin.
Item 4D. Show location of temporary seeding. All disturbed areas shall be seeded (temp or permanent),
stoned or mulched. Information when the site is to be seeded needs to be included in the construction
sequence.
Item 4H. Show detail for outlet protection.
Item 4J. Are all the improvements (earthwork, utilities, paving, curbs, buildings) shown on the plans, to be
constructed at this time?
Note: IDEM will be notified when the plan is approved.

Dear Angie:
Our design team has received your review letter dated October 8, 2003 regarding the
Development Plan and Secondary Plat for Weston Park located at the southwest comer of
Michigan Road and 106 Street. I have enclosed two copies of the revised site plans, two
copies of the secondary plat, and two copies of the revised ground sign drawing. We offer the
following responses to your comments:
Secondary Plat:
1. The title has been changed from "Final Plat" to "Secondary Plat."
2. The property lines are shown as solid lines on Lots 1 -3 and the centerlines of the
common areas are shown as dashed lines.
3. The rights of way for 106 Street and Michigan Road have been labeled on plat.
4. No covenants are proposed for the plat at this time.
5. I have attached all of the correspondence from the Technical Advisory Committee.
6. The names of the Hamilton County Commissioners have been added to the plat.
7. Mr. Hollibaugh's name has been added to the front page of the plat.
8. Curve notes are labeled on the plat.
9. Access from U.S. 421 has already been established by the Plan Commission through
their approval of the Primary Plat.
10. Non access easements have not been added to the plat, as they are not required by the
subdivision control ordinance.

12. A utilities report will be forwarded to you on December 1, 2003 for your review.
13. The landscape plan are included in the set of site plans. The lighting details will be
consistent with the bank site on Lot 1.
14. Sign locations are shown on the site plan. Revised ground sign drawings are also
included.
15. The utility plan shows the location of the nearest water hydrant.
16. Multiuse paths will be labeled on the site plan per the plans of the Indiana
Department of Transportation's plans for Michigan Road once the information is
received from the State's engineer.
17. Surrounding land uses and zoning, as well as on site zoning and uses have been
labeled on the site plan.
18. The site circulation plan has been revised to improve traffic flow.
19. We have discussed the issue of curb cuts with Mr. Dobosiewicz. He has determined
that no variances are required for the existing previously approved curb cuts on
Michigan Road.
20. All road improvements are shown on the site plan.

This letter is in response to your Secondary Plat and Development Plan Applications for Weston Park. This is a
preliminary letter to let you begin on revisions. Please complete the following items after receiving additional comments
made by other members at the October 15 TAC meeting:
Secondary Plat
1. Change the title from `Final Plat' to `Secondary Plat'
2. Show property lines as solid on Lots1 -3 show centerline of common areas as dashed.
3. Please label the half R/W distance on 106 (50 -ft half) and US 421 (federal/state standards).
4. Please provide a copy of covenants, if any.
5. Please provide copies of letters of approval from departments, such as police, fire, highway, engineering, etc.
6. Please provide the names on County Commissioner signature block.
7. Provide director's name, Michael P. Hollibaugh, at Dept. of Community Services Signature block.
8. Please show curve notes.
