Re: Northview Church parking lot design Compliance Determination
Recently, a Compliance Determination was made by the Director of the Department of
Community Services regarding the proposed parking lot expansion at Northview Church.
This determination will allow for the parking lot expansion to occur without curbs in certain
locations of the project.
The proposed uncurbed parking lot design at Northview Church is generally limited to the
eastern parking lot expansion. It will include a compacted gravel strip that will act to stabilize
the parking drive area and provide better dispersion and filtration of storm runoff.
The Northview Church expansion was approved by the Carmel BZA on April 2008. The
expansion project petition went through the City's normal design review process including
receiving Technical Advisory Committee review, which considered, among other things,
storm drainage, site circulation and parking.
Curbed parking is a requirement of the Carmel Zoning Ordinance, however, the ordinance
also allows for substitution of alternate Best Management Practices (BMPs) in parking lot
design which are accepted by the industry and consistent with the purpose and intent of the
ordinance
When combined with other BMPs, uncurbed parking is recognized as a method to mitigate
storm water runoff and enhance environmental performance.
The reason you are receiving this information is that you are an adjoining and affected
property owner. Pursuant to the Carmel Zoning Ordinance, Chapter 30.0, this determination
may be appealed to the Carmel Board of Zoning Appeals (BZA).
Should you disagree with the determination and wish to file an appeal to the BZA, please
contact Connie Tingley, Secretary to the BZA, at (317) 571 2419, or by emailing her at
ctingley@carmel.in.gov.
Appeal requests must be filed with the BZA by 12:00 PM on May 26, 2010, or, after which,
this determination will be final.
