Subject: Walnut Creek Drive Extension
Dear Mr. Duncan:
This letter is in response to the Project Review 91 letter dated September 14, 2010
regarding the above referenced project. Information is being provided to coordinate final
approval on behalf of property owner Bill Armstrong. The following describes the action
taken or not taken for each of the comments:
Construction Drawings
36. General Comments:
a. Acknowledged.
b. This is already noted on Sheet C2.0- Development Plan.
37. No new swales are planned with the proposed work. The existing 98 Street R/W
swales will be regraded.
38. Detail Sheet C7.1 is provided for all storm sewer infrastructure being extended as
part of the Hamilton County Crooked Creek Regulated Drain arm extension. It is
intended to provide all of the necessary County details, if needed.
39. At present, the right -turn only driveway entrance from Michigan Road is intended
to accommodate a 30 -foot long box truck with 42 -foot outside vehicle tire radii.
The "SU" AASHTO template was utilized and shown on Sheet C2.0.
40. Detailed grading within the W 98 Street R/W will be added to the design plans
and sent for review under separate cover.
41. Note added to Sheet C2.0- Development Plan.
42. Information added to Sheet C2.0- Development Plan.
43. Confirmed. This is labeled on Sheet C6.0- Street Plan Profile.
44. Platting of this development is likely once the first land user is identified. An
easement will be added to the design plans on the northern most lot to encompass
Str. 4701 and sent for review under separate cover.

45. Pavement widening and stone shoulder placement will be provided within 100
feet west of the begin radii of where Walnut Creek Drive intersects with W 98
Street and within 50 -feet east of the terminus radii where Walnut Creek Drive
intersects with W 98 Street. These revisions will be added to the design plans
and sent for review under separate cover.
46. Drainage Summary added to Sheet C2.0- Development Plan.
47. Easement vacation will be accomplished through a Plat Vacation and Re -plat with
notice to applicable utility easement parties.
48. Yes, stormwater detention is accounted for off -site within the West Carmel
Marketplace detention facilities and approved by HCSO. Flood routing for this
pond system travels easterly toward Commerce Drive and ultimately to Crooked
Creek. Flood routing would remain consistent with the pre developed conditions
utilizing the West Carmel Marketplace pond interconnectivity and West 98
Street roadside swales.
49. Each building improvement will provide SWQ with their development as it
occurs.
50. Stormwater runoff from the Walnut Creek Drive extension will flow through
BMPs such as inlet sumps prior to discharge into the wet detention Pond "E"
where 80% TSS removal will occur utilizing the West Carmel Marketplace pond
interconnectivity to Crooked Creek.
51. Storm sewer construction approval note added to Sheet C5.0 under General
Notes. It should be noted that storm sewer installed and retained by the Hamilton
County Surveyor's Office as part of the Hamilton County Crooked Creek
Regulated Drain arm extension is not subject to the City's standards.
52. City of Carmel's local street pavement detail has been added to Sheet C7.0.
Walnut Creek Drive is a private drive and will be constructed using detail
O1/C7.0. Pavement construction within the W. 98 Street R/W will adhere to the
City of Carmel's local street pavement section.
53. INDOT sidewalk detail has been added to Sheet C7.0.
