2. Docket No. 10060012 DP /ADLS: 116th Street Centre PUD Apartment Homes
The applicant seeks site plan and design approval for a 195 -unit apartment home community with
clubhouse on 6.9 acres±. The site is located northeast corner of 116 St. College Ave, and is zoned
PUD /Planned Unit Development. Filed by J.C. Hart Company, Inc.
The applicant seeks site plan and design approval for an apartment home community of 195 units (within 10
buildings) on 6.95 acres. The site is located just north of Lenny's Subs and iSushi, which are part of the 116
Street Centre retail development. Both sites are governed by the 116 Street Centre PUD ordinance. A
conceptual development plan was made part of this PUD in late 2009. Please view the petitioner's latest
information packet for further detail.
Sept. 7 Subdivision Committee meeting recap The revised clubhouse building architecture was presented
and discussed, as well as concerns brought up at the August 17 Plan Commission meeting and various additional
design items. Also, the committee wanted to know if the proposed bike lane will be extended north of the
proposed JC Hart development, all the way up College Ave., and if so, when? (This type of project would
probably accompany a repaving or road reconstruction project, but an exact start date is not known. This project
is along the City Center Loop of the CAB bike system, so a bike lane makes sense, whether it is installed now or
if road right of way is reserved for it to be built at a future date.)
The committee voted on a 5 -0 favorable recommendation to full Plan Commission with 2 conditions: more
signage details and varied bike rack locations &designs. (The petitioner's supplemental info packet addressed
these items.)
Staff's outstanding comments for the petitioner:
1. The Dept. of Engineering (DOE) needs a commitment from JC Hart (and its successors and assign) to
construct this entrance and sidewalk connection when/if 117th Street is constructed. (Ideally, the curb cut to
this development would be aligned with the curb cut for Harvard Lane for future traffic control considerations
(like a traffic signal). However, DOE expects that these access points will function more like commercial curb
cuts rather than public streets. Also, DOE expects 117th Street will be constructed in a limited width right -of-
way that does not allow for the construction of dedicated left turning movements into these curb cuts. With the
location of the proposed entrance to this development from the future 117th Street, if left turn lanes were
provided, there would be left turning conflicts with limited stacking ability similar to the offset of Randall
Drive and the HE Gregg entrance down on 96th Street. Due to these facts, DOE is no longer concerned with
the alignment of the curb cut to this development in relation to Harvard Lane.)
2. If possible, the Carmel Fire Dept. would like emergency access to the proposed future 117 Street right -of -way
and to Harvard Ln to the north, whether it be with green pavers or with Fire Dept only access to a gate. (The
petitioner is still working with the adjacent Townhomes at Guilford residents on this.)
Recommendation:
After all comments /concerns are addressed, the Dept of Community Services (DOCS) recommends that the Plan
Commission approves this item with the conditions of Engineering Dept. approval of the final construction
drawings, a commitment from JC Hart (and its successors and assign) to construct this 117 St. driveway and
sidewalk connection when/if 117th Street is constructed, and Fire Dept. approval of emergency access.
