1. Docket No. 10060012 DP /ADLS: 116th Street Centre PUD Apartment Homes
The applicant seeks site plan and design approval for a 195 -unit apartment home community on 6.9 acres.
The site is located at the northeast corner of 116 St. College Ave. and is zoned PUD /Planned Unit
Development. Filed by Todd May of J.C. Hart Company, Inc.
The applicant seeks site plan and design approval for an apartment home community of 195 units (within 10
buildings) on 6.95 acres. The site is located just north of Lenny's Subs and iSushi, which are part of the 116 Street
Centre retail development. Both sites are governed by the 116 Street Centre PUD ordinance. A conceptual
development plan was made part of this PUD in late 2009. Please view the petitioner's revised information packet
for further detail.
Aug. 17 Plan Commission meeting recap-
The Plan Commission likes the plan, but wants additional info provided at the committee meeting:
a) A sign placement map that shows where all of the signs will be located. (See tab 6 of the revised info packet.)
b) More detail on the rear of the clubhouse which faces future 117 Street; needs more architectural detail. (Trees
were added to the revised building rendering, but they are maple trees that lose their leaves in the winter, thus
leaving us with the same concern about the blank spans of wall.)
c) Provide a bike connection to the north and east of the site. Inter- connectivity capability for future
developments.
d) Address the sidewalk widths internal to the site vary from 3 -ft wide to 5 -ft wide. Need to know that sidewalks
provided are the widest width possible
e) Buildings 8 -9: Clarify parking garages shown on the plans— single garage for multiple spaces or individual
garage units?
f) Mailbox details: (See Last page of revised info packet, which shows Mailbox Kiosk details and locations)
g) Request petitioner bring a summary to help determine where development standards are and where the petition
stands in terms of landscape plan, parking, photo metrics— something that identifies the task for the
committee as to compliance of development standards and where more work is necessary.
Staffs outstanding comments for the petitioner:
1. The Dept. of Engineering (DOE) is in the final stages of review for this project, and would also like to see the
future driveway connection to future 117 Street line up with Harvard Ln, or be offset at least 150 feet.
2. The Forestry Dept. has no issues with the landscape plan.
3. The Carmel Fire Dept. would like emergency access to the proposed future 117 Street right -of -way and to
Harvard Ln to the north, whether it be with green pavers or with Fire Dept only access to a gate.
4. Current plans now show the detention pond area as surrounded by both a 5 -ft tall black chain link fence and a
concrete masonry unit (CMU) wall. Please provide details on how this will look.
Recommendation: After all comments /concerns are addressed, the Dept of Community Services (DOCS)
recommends that the Subdivision Committee sends this item to the Sept. 21 Plan Commission meeting with a
favorable recommendation conditioned upon Engineering Dept and Fire Dept final approvals.
