The site is located at the northeast corner of 116 St. College Ave. and is zoned PUD /Planned Unit Development. Filed by Todd May ofJ.C. Hart Company, Inc. The applicant seeks site plan and design approval for an apartment home community of 195 units (within 10 buildings) on 6.95 acres. The site is located just north of Lenny's Subs and iSushi, which are part of the 116 Street Centre retail development. Both sites are governed by the 116 Street Centre PUD ordinance. A conceptual development plan was made part of this PUD in late 2009. Please view the petitioner's information packet for further detail. Staffs outstanding comments for the petitioner: 1. The Dept. of Engineering (DOE) has no issues with this item going to committee for further review. 2. The Forestry Dept. sent review comments on June 25 and is still waiting for a response. 3. Sign piers: provide the text (when determined) for them and if they will be externally illuminated. 4. There is concern that the internal illumination will be too bright for residents who have windows right next to it the large blade sign. Also, provide the text (when determined) for the large blade sign. 5. For the portion of the PUD that states this development's name will be included on the original approved signs, DOCS will need to see a new proposal for the design of these signs. Only the sign at the corner of 116 and College (which is yet to be constructed) appears to have enough room on it for the name of this new residential development. As for the smaller ID signs at the other entrances, the one on Guilford exists today, and there is no room for additional text on it. The ID sign that has yet to be installed near Lenny's Subs and iSushi is planned to be the exact same size and design as the sign on Guilford, with no room for additional text. DOCS would like some clarification on that issue. 6. Please provide copies of your correspondence with the TAC members and their correspondence with you. 7. Please provide the filled out and notarized Affidavit of Notice of Public Hearing page and Public Notice Sign Placement affidavit of the application. 8. Please label the mechanical equipment locations on the site plan and provide details on how they are screened from view. 9. Please add the foot candle measurements to the photometric plan for the entire site. 10. Per the PUD, the minimum floor area per dwelling unit is 600 sq. ft. Please amend the floor plans. Also, the text on the floor plans as submitted is too small /blurry to read clearly. 11. On the site plan, label the largest dimensions on each building and label each building's square footage. 12. Per the C3 Plan Pedestrian and Bike Plan map, please show a bicycle lane and enhanced sidewalk along College Ave. (Please work with the Alternative Transportation Systems Coordinator on the details of this.) 13. Please show a pedestrian connection to the townhome development to the north. 14. Please show /label the right -of -way of College Ave, per the Thoroughfare Plan Map, a 50 -ft half R/W. The Dept of Community Services (DOCS) recommends that the Plan Commission sends this item to the Sept. 7 Subdivision Committee meeting for further review /discussion. 2
