3H. Docket No. 07030035 DP: Pro -Med Lane - Holiday Inn
The applicant seeks site plan approval for a proposed full- service hotel. ADLS is under another
docket no. below. The site is located at 136th Street and Pro -Med Lane, and is zoned B -6 /Business
within the US 31/Meridian Street Overlay. Filed by Stacey of DeBoy Land Development
Services, Inc. for Justus Home Builders, Inc.
The applicant seeks approval for the development plan of this site for a full- service hotel; the building
elevations and an ADLS application have been submitted for Plan Commission review /approval under a
separate docket no. The site is 2.65 acres. Please see the petitioner's information packet for full details.
The following are the Department's current issues and concerns:
1. On the Site Plan sheet, please show the 10 -ft multi -use asphalt path along Smokey Row Rd & 5 -ft
sidewalk along Pro Med Ln.
2. Engineering Dept comments: The Department supports this item being moved to committee.
However, the Department will not support approval by the committee until a response to the
Department's comments is provided, revised drawings are provided, a plan is provided that
indicates that an adequate storm water quality system is being provided, a traffic study is prepared
and evaluated and all outstanding issues are resolved.
3. Urban Forestry Dept: Scott Brewer, City Forester, needs updated landscape plans with more
detail. Tree preservation plan and tree protection plan are also required.
4. The development plan still shows the building as being 6 -story in height. Commitments, recorded
with the property during the initial rezone to B -6, limit the building height to 50 -ft or 4 stories,
whichever is less. This means that a 6 -story hotel cannot be approved. (A commitment
amendment approval from the Plan Commission would have to occur, first.)
5. If this hotel has a banquet hall or conference meetings space, additional parking spaces will be
required, in addition to the parking spaced allotted for the hotel rooms.
6. The petitioner has not yet responded to DOCS' review letter /email.
7. The lot cover percentage must be equal or be less than 65 %, with pavement and building footprint
included. Please provide your percentage.
8. The current development plan shows a wooded area east of the site, but that is now the Justus
Office Building site. Please update your site plan.
The Department of Community Services recommends the Plan Commission forward this item to
the Sept. 4 Special Studies Committee meeting for further review.
