I. Introduction
This manual is an operations and maintenance manual for the BMP's (Best Management
Practices) for the Holiday Inn residential sub - division. For the purpose of this manual, a
BMP is a device designed to reduce the amount of the pollutants within the storm water
runoff. For the City of Carmel, a series of treatment is required to meet the minimum
removal rates per the storm water drainage technical manual.
II. Installed BMP's
This site has a single storm sewer pipe run. The pipe run discharges into a regional pond
for the commercial development. To achieve the minimum total suspended solids (TSS)
removal rate, two BMP's are associated with the pipe run. The pipe run has a
hydrodynamic separator and pervious pavers.
a. Hydrodynamic Separator — Aqua-Swirl AS -5 CFD.
The hydrodynamic separator for this site is an Aqua -Swirl mechanical
structure. This device uses gravitational forces to enhance the settlement of
solids, and separation of buoyant materials from the stormwater entering the
system. The system is designed to remove the following pollutants, but is
not limited to these materials: metals, nutrients, hydrocarbons, floating
debris, oil and grease.
b. Pervious Pavers.
The curb inlet is a structural unit. This device is used to capture runoff and
rely on gravitational settling and /or the infiltration through porous medium
for pollutant reduction.
III. BMP Locations
See Appendix A for a plan view of the BMP locations as well as the cross - sectional
details showing the BMP's and all applicable features associated with each unit.

VII. Remedial Maintenance of BMP's
Remedial maintenance of BMP's includes, but is not limited to full BMP replacement on
the hydrodynamic separator and curb inlet with sump. The detention pond will require
removal of the sediments from the bottom of the pond.
If during the routine inspections, the inspector notices any structural deficiencies, or
components that are not functioning properly after BMP cleaning has taken place, the
Owner shall be notified immediately. The Owner will then determine the extent of the
repairs which need to be made. It will be the Owner's responsibility to notify The City of
Carmel Department of Engineering to get any BMP repairs approved prior to
commencement of repairs.
VIII. BMP Access by City of Carmel Staff and Maintenance Personnel
In accordance with section 701.07 of the City of Carmel Stormwater Technical Standards
Manual, which states "All stormwater quality management systems, including detention
or retention basins, filter strips, pocket wetlands, in -line filters, infiltration systems,
conveyance systems, structures and appurtenances located outside of the right -of -way
shall be designated as common areas or incorporated into permanent easements ", all
areas falling within 10' of the enclosed storm sewer system Holiday Inn shall be
considered "common areas ". These common areas shall be used by the City of Carmel
Staff and City of Carmel designated personnel to perform inspections and or maintenance
of the enclosed stormwater system and /or BMP's within the property.
An easily accessible route to all BMP's shall be maintained at all times by the owner.
By signing the Owner Acknowledgement Agreement located in Appendix D of this
manual, the Owner is authorizing the aforementioned areas to be designated as "common
areas" thus allowing access as described in paragraphs 1 and 2 of Section VIII of this
manual.

IX. BMP Owner Information
All BMP's located within the parcel for Holiday Inn will be owned and operated by:

At this time, Midwest Hospitality Group assumes all responsibility of BMP inspection
and maintenance. If in the future Midwest Hospitality Group chooses to turn
responsibility of BMP inspection and maintenance over to another person or entity, The
City of Carmel Department of Engineering shall be notified and provided with that
person or entity's contact information.
X. Required Submittals
The owner shall submit annual inspection reports to the City of Carmel Department of
Engineering beginning one year after construction is completed. Subsequent reports shall
be due each year within the same month as the initial report. The report shall contain the
following information:
a. Copies of maintenance and inspection reports as listed in Appendices B and C.
b. Description of maintenance performed to mitigate any deficiencies that were
described in the maintenance reports.
c. Dates and contact information of person(s) who performed maintenance on the
BMP's.
If the inspection report is not received within the month it is due, if there are deficiencies
which were not included in the report, or if any deficiencies included in the report are not
addressed in a timely manner, the BMP owner faces enforcement action as deemed
necessary by the City of Carmel.

3. The system should be cleaned immediately after a hydrocarbon spill, (e.g. more than a sheen of oil or gas is present), has occurred
(see "Cleaning" Figure 3).
Note: Water in an Aqua - Swirl'm can appear black like oil due to the dark body of the surrounding structure. Oil appears darker
than water in the system and is usually accompanied by debris (e.g. Styrofoam, etc.) with obvious signs of oil stains. The
depth of oil can be measured with an oil /water interface probe, a stadia rod with water phylic paste, a coliwasa, or by simply
collecting a representative sample with a jar attached to a rod.

these should be inspected to determine whether they are loaded with hydrocarbons. This will be indicated by a dark colaration of the pad
or floc. Pads and /or floc should be removed and disposed of in accordance with City of Carmel, and an applicable state and /or federal la\
if they contain hydrocarbons.

Lower a dipstick tube equipped with a ball valve (e.g. Sludge Judge or similar device) into Aqua -Swi through the service access provided.
Measure the depth of the sludge. At a maximum, the sludge should not exceed 36" depth before maintenance. See Figures 1 and 2.

Diversion Structures
The external diversion structure, a structure that will divert flow through a water quality unit and allow high flow rates to bypass the water
quality unit, shall be inspected for the following items, see Diversion Structure Detail in Appendix A.
1. Inspect weir or other structure for structural decay or damage. Weirs are more susceptible to damage than off-set piping and shall
be checked to confirm that they are not crumbling or decaying.
2. Inspect diversion structure and by -pass piping for signs of structural damage or blockage from debris or sediment accumulation.
3. Measure elevations on diversion weir or piping to ensure it is consistent with site plan design.
4. Inspect downstream structure in diversion system for signs of blockage or structural failure.
Call a local vactor company to remove sediments, oils and other
floatable pollutants with a vactor. Dispose of all waste in
accordance with City of Carmel and any applicable state,
and /or federal requirements.
Oil shall be pumped and removed with any liquids and
sediments that have been trapped in the system.
These liquids shall be taken to an industrial waste water
treatment facility for treatment. Liquids and solids pumped from
the AquaSwirlTM shall not be dumped back into the
stormwater system or into a sanitary sewer.

Note: The AquaSwirlTM is designed so that entry to the system is not necessary for inspection or maintenance. If, however,
you wish to enter the system, this is an OSHA confined space entry and OSHA confined space entry procedures shall be followed
to enter the system.

Inspect the AquaSwirlTM every three months (minimum) and clean the system as needed. The AquaSwir shall be inspected and
cleaned at the end of construction regardless of whether it has reached its sediment or oil storage capacity.

Appendix C — Section 11 — Manufacturer's Operation and Maintenance Procedures

BASS Maintenance and Operating Procedures
Segmental permeable pavement systems typically will require periodic visual inspections (preferably
after a major rainstorm) to determine that the stormwater is infiltrating into the system. Areas that
have pooled water standing on the surface need to be addressed as a remedial repair as opposed to
normal maintenance.
Normal Maintenance:
Permeable paver surfaces and adjoining pavement surfaces will require standard structural BMP
practices for pavement maintenance regarding sweeping procedures. A dry vacuum type sweeper may
be used during dry periods to remove encrusted sediment, leaves, grass clippings, etc. Vacuum and
sweeper settings may require adjustments to prevent uptake of aggregate from the paver voids and
joints. Once a year sweeping is normal unless excessive silts and fines are present, which will require
additional monitoring of surface to determine silt build -up and then adjust sweeping schedule to
remove accumulated debris. Additional void materials may be added by mechanically or manually
sweeping into joints and void areas if necessary. Refer to specifications for type and grade. Closed
joint permeable pavement systems may be pressure washed if desired. Care should be exercised to
keep wand at an angle and away from surface to prevent abrading of surface and blasting of void
material from joints and void openings. It is not recommended to utilize pressure washer on open -
jointed systems.
Adjacent properties, pavements. landscaped areas and grasses should be monitored periodically to
ensure that run -off from these sources is not depositing silts and debris on the permeable surface.
Construction traffic, agricultural areas (no ground cover), beach area, areas subject to high winds that
will carry these fine particles, will require more frequent sweeping than urban areas.
It is recommended that a monitoring well be installed with the system and will provide for access to
bottom of system for observation for rate of ex- filtration. In addition, water samples may be removed
to permit water quality to be analyzed. This should be done once on an annual basis.
Settlements in pavement surface, access for utility repair, removal of broken or damaged pavers may
be performed by an experienced paver installer. Pavers will be removed, setting bed and void
materials will be salvaged and kept separate. Base materials are to be removed if access for utilities is
required, Settlement repair depending on depth will be restored with additional base materials if
settlement exceeds Y2". Setting bed will be made level and pavers re- instated with void materials
replaced in joints and voids with compaction bringing the pavers to flush condition and ready to use.
Remedial Maintenance:
Application of a commercial vacuum sweeper with water jets, sweeper and vacuum bar attachment
will cause evacuation of clogged void materials from joint and void openings. This material may be
recycled at a wash site or new aggregate materials may be utilized. (Refer to specifications for size
and grade) Jointing materials are to be swept into joints and void openings until full, typically the
bottom of chamfer is full.

Winter Maintenance:
Snow Removal:
A four season parking surface, street or plaza my be plowed with truck - mounted blades, power
brooms, snow- blowers or manually shoveled, however bladed vehicles will require snow plows with
shoes.
Salt may be used to melt ice, but will affect the quality and pH of water leaving BASS and will
require additional monitoring and analysis. Sand should not be used as will accelerate rate of clogging
in voids and will require increased frequency of sweeping. Open - graded chips may used for traction
when ice is present, but more than likely will require sweeping and removal in the spring.
