CARMEL PLAN COMMISSION
SPECIAL STUDIES COMMITTEE
TUESDAY, OCTOBER 2, 2007
Minutes
The Special Studies Committee of the Carmel Plan Commission met at 6:00 PM in the Caucus Rooms
of City Hall, Carmel, Indiana. Members in attendance: Wayne Haney, Steve Stromquist,
Madeleine Torres, thereby establishing a quorum.
DOCS Staff in attendance: Rachel Boone, Christine Barton Holmes.
The Special Studies Committee considered the following items:
1. Docket No. 07090006 ADLS Amend: Smart Car Signage
The applicant seeks approval for two new signs. The site is located at 3900 E. 96th St. It is
zoned B-3/Business.
Filed by Jim Shinaver of Nelson and Frankenberger.
Jim Shinaver, attorney, Nelson and Frankenberger appeared before the Committee representing the
applicant. Also in attendance: Paul Pettenaro, owner /operator of the World Wide Motors—Mercedes Benz
in Carmel, and Civil Engineer Mark Tworek, Baxter and SET Engineering, 410 N US 31, Whiteland IN
46184.
The property is located at the northwest intersection of Lakeshore Drive and East 96"' Street, 3900 East
96"' Street. Approval is requested for two new signs; one is a wall sign that would face 96"' Street; the
other sign is a ground sign. The sign manufacturer is out of Canada. The types of signs being put on the
building are not the standard, stock -type of sign and the Sign Company needs a considerable amount of
lead time to prepare and ship the signs.
The wall sign facing 96 Street and the ground sign will be illuminated. The "portal' entry -area will be
pushed out from the building and the sign is above the portal entrance —considered a wall sign.
Department Comments, Rachel Boone: The wall sign will have white letters; the logo is a yellow triangle,
illuminated yellow at night. The size of the sign is 28 square feet; the ground sign is 5.5 feet tall, 34.5
square feet in area. There are four additional signs for this site that are not being reviewed this evening.
The white directional sign as shown in the packet is not being reviewed this evening. At this time, the
Department is recommending positive consideration.
In response to questions from Madeleine Torres, Rachel Boone said that of the four signs not presented this
evening, two will require a variance.

Madeleine Torres made formal motion to approve Docket No. 07090006 ADLS Amend, Smart Car
Signage as presented, seconded by Wayne Haney, APPROVED 3 -0.
2. Docket No. 07090010 ADLS Amend: Allied Solutions Signage
The applicant seeks approval for one new wall sign. The site is located at 1320 City Center Dr.
It is zoned M- 3.Manufacturing.
Filed by Patrick Sawin of Allied Solutions, LLC.
Patrick Sawin, Allied Solutions, LLC, 11550 North Meridian Street, Suite 275 appeared before the
Committee representing the applicant. Gordon Hall, Manager of the Facilities Dept at Allied Solutions was
also present.
Allied Solutions is seeking approval for one, exterior wall sign for a building currently under construction
located at 1320 City Center Drive. Allied Solutions is the first tenant of this newly constructed complex
Panatoni Development is the owner of the property. The sign would be displayed on the east end of the
south/southwest wall of Building Two. The total sign area of 95 square feet was previously approved and
the sign proposed this evening is designed at 93.11 total square feet. The Allied logo will be contained
within the proposed sign and will constitute 22.9% of the total area.
The sign contains channel letters illuminated from behind, showing through an acrylic lens. There are three
colors: red, blue, and black. When illuminated, the black will show as gray.
Department Comments, Rachel Boone: The signs are day /night plex and will not show through as white
entirely, it just will not be black—it will be a gray /white. During the day, the letters will appear as black;
during the night, the letters will appear gray in color. As stated, the sign will be 93 square feet in area-95
is permitted. The logo was reduced to 22.9% and is in compliance with the Ordinance. This is the first
building in the development at City Center and Penn and the proposed sign is the first in the development
Allied Solutions is the first tenant in the development as well. It may be prudent to have an additional sign
on the western wall and it would be a different square footage. The overall development has not submitted
a sign package to the Department as yet. A ground sign and directly sign have been previously approved.
At this time, the Department has no outstanding issues and recommends positive consideration.
In response to questions from Steve Stromquist, the tenant said he occupied slightly over one -third of the
building, 45,000 square feet; there is a two -story atrium.
Wayne Haney noted that the building is a concrete, tilt -up construction and the top half is very light yellow.
The logo and lettering will stand out.
The petitioner stated he did not foresee returning to the Committee for a sign for the western exposure. The
lease states that the petitioner can have only one sign. Allied Solutions is in the business of financial
services industry and provides lending products and services to banks, credit unions, etc. Two spaces are
being consolidated for the new location.

3. Docket No. 07090011 ADLS Amend: McClammer Accounting Signage

The applicant seeks approval for one ground sign. The site is located at 10411 N. College Ave.
and is zoned B-5/Business within the Home Place Business District.

4. Docket No. 07090012 ADLS Amend: Amanda's City Chic Consignment Signage
The applicant seeks approval for one new ground sign. The site is located at 210 E Main St. It is
zoned B- 1/Business within the Old Town Overlay.
Filed by Amanda Newman of Amanda's City Chic Consignment.
Amanda Newman, 210 East Main Street, Carmel 46032, owner of Amanda's City Chic Consignment
appeared before the Committee representing the applicant. Amanda's City Chic sells household furnishings
and accessories on consignment.
One new ground sign is requested for the site located at 210 East Main Street (former barber shop
location.) A rendering of the sign was shown. The Committee was complimentary of the sign and in favor,
but wanted to make certain that the applicant was aware of the setback requirement for such a sign.
A sketch was shown for the proposed landscaping at the base of the sign.
Department Comments, Rachel Boone: The Old Town Overlay specifies that a ground sign is to be a
suspended sign with a square footage maximum of 12 square feet, and a maximum height of 7 feet. The
sign does fit within the requirements of the Ordinance. The design of the arm and style of the sign are
appropriate for this site. The landscape plan speaks of two, dwarf Hamlins, one dense yew, a spade -edge
bed with black mulch, two yellow mums and one boulder. The Department has no outstanding issues with
the proposed sign and recommends positive consideration.
Madeleine Torres made formal motion to approve Chic Docket No. 07090012 ADLS Amend: Amanda's
City Chic Consignment Signage, with the caveat to the petitioner of the setback of the sign from the
right -of -way, seconded by Wayne Haney, APPROVED 3 -0.
5. Docket No. 07070003 Z: 146th Gray Rezone (146th St Office Complex)
The applicant seeks approval to rezone 11.6 acres from S -1 /Residence to B- 1/Business
for an office /retail development. The site is located at the southeast corner of 146"' St. and
Gray Rd. Filed by Kelli Lawrence of Hearthview Residential, LLC.
