MOFFITT FARM, SECTION 2A (SP)
Petitioner seeks approval (Secondary Plat) to construct 29 lots on 15.83 acres. The site is located on
the west side of River Road, north of 131st Street. The site is zoned S -1 /Residential (Residential
Open Space Application.)

MOFFITT FARM, SECTION 3 (SP)
Petitioner seeks approval (Secondary Plat) to construct 43 lots on 22.53 acres. The site is located on
the west side of River Road, north of 131st Street. The site is zoned S -1 /Residential (Residential
Open Space Application.)

Appearing for petitioner, Jose Kreutz and Dave Sexton of Schneider Engineering; also Ken Alexander
of Brenwick Development. Current plans include the extension of River Road as relocated, including
the round about.
COMMENTS:
Carmel Fire Dept., Stan Puckett says review letter sent, all OK
Carmel Utilities, Paul Arnone, fire hydrant on Section 3 should be repositioned. Sanitary
sewer in section 3-- structure No. 430 not on plans. Petitioner will send revised plan to CFD
Hamilton County Highway, Jim Neal requests petitioner be sure to annex entire right -of -way
along with house frontage.
Hamilton County Soil Water Conserv., John South in regard to 2A, says details missing
on erosion control plan. Major comment: Lots 88 thru 96 drainage is largely unaddressed.
Safeguards available to make sure builder installs drainage? perhaps need drainage installation
up front. John South recommends installing yard inlets. Section 3: Lots 98 thru 103 erosion
control should address construction period. County drain on north end should be identified.
Seeding should be considered in stages.
City Engineer, Dick Hill echoes concern on specified lots; requests timing of River Road and
sections. Petitioner says will not interrupt service on River Road. Jose says Section 3
includes traffic maintenance, flagging system for a brief period of time- -will clear with City
Engineer and Street Dept.
County Surveyor, Steve Cash says outlet request needed; petitioner to identify drain and
show easements concurs with John South's comments. Will check with Kent Ward if
regulated drain- -will verify with City.
Carmel Parks, Judy Hagan requests gas company tunnel to preserve existing trees, will put
in letter form with copy to Schneider Engineering. Grading and seeding by developer to
include Parks property? Parks not in possession until January.
Indiana Gas, Mary Shultz need date? Section 3 probably June.
Panhandle Eastern Pipeline Co., Sharon Prater not affected by this project.
DOCS, Mark Monroe requests covenants, subdivider agreement form, label floodway /plain
on construction drawing. Also requests tree preservation plan. Pathways on primary not
showing on secondary. Petitioner will preserve trees -does not show on plat. Info needed
before appearance at November committee.
SPRING CREEK, SECTION 3 (SP)
Petitioner seeks approval (Secondary Plat) to construct 36 lots on 12.22 acres. The site is located on
the west side of Cherry Tree Road, south of 146th Street. The site is zoned S -1 /Residential (Cluster
Option Application.)

Appearing for petitioner: Stan Neal of Weihe Engineers. Overview: Spring Creek originally
approved as primary plat under name of Hazeldell Villas under Cluster Ordinance. Section 3 contains
outlet onto Cherry Tree Road. Three outlets: one in Section 3 onto Cherry Tree Road; one onto
Hazeldell; and one through Ashmore Trace north to 146th Street. Plat complies with previous
primary approved earlier. All City services, Sewer, Water and Gas. Sidewalks on both sides of all
streets.

Carmel Utilities, Paul Amone requests full set of plans. Will review and comment upon
receipt.
Hamilton County Highway, Jim Neal section of Cherry Tree belongs to County; no set of
plans. Petitioner will annex.
County Surveyor, Steve Cash says storm sewer is Carmel's. Outlet request needed for
Vestal Drain; nonenforcement for lots backing up to Vestal Drain petitioner says filed with
Section 2. Requests indirect outlet request. Recommends drainage easement to protect 100
year flood thereby prohibiting building of mini -barns, etc. in 100 yr. Petitioner will fill outside
floodway; Steve Cash requests detail on clearing debris in flow line of Vestal.
County Soil Water Conserv. John South says comment letter sent. NOI has been filed.
Erosion control plan for section 4 delayed -work done prior. 100 yr. elevation for pond;
floodway line difficult to follow on prints. Recommend side ditch for Cherry Tree (petitioner
says already installed). Recommend swale behind lots 20 thru 29 for subdrainage.
Specifications for sealing lake? Level of lake to be at ground water or one foot below.
Erosion control around lake due to fluctuation of water needs to be addressed. Suggest
vegetation around lake; request petitioner consider planting in greenbelt areas and floodways.
Indiana Gas Co., Mary Shultz no comment.
Panhandle Eastern, Sharon Prater says not affected.

City Engineer, Dick Hill has not received full set of plans. Kate Boyle has received drainage
Calculations difficult to relate to plan. Petitioner will contact.
Carmel Parks, Judy Hagan asked about trailway on property. Stan Neal says pathway
system exists on property and old farm lane to creek being maintained and incorporated into
pathway system.
DOCS, Mark Monroe requests more info labeled on plat construction drawings by Friday.
Petitioner to address Dick/Kate's comments or would recommend tabling. Changes noted in
lot sizes -one lot additional as stated in primary? Stan Neal to confirm.
LIBERTY HEALTH CARE (UV, ADLS)
Petitioner seeks approval (Use Variance and Architectural Design, Lighting, Landscaping and
Signage to construct a 35,000 square feet assisted living center on 5.54 acres. The site is located
north of 116th Street and west of College Avenue within the Meridian Technology Center. The site
is zoned B -2 /Business

Present for petitioner: Steve Granner of Bose, McKinney; Sharon Oswald, Liberty Healthcare; Bo
Russ of Architectural Concepts; and Bruce Hagen, Paul I. Cripe, Inc. Petitioner proposes 54 bed
Assisted Living Facility, staffed 24 hrs /day. Variance required in B -6 Zoning for proposed use, also
ADLS approval before Plan Commission scheduled for November.
COMMENTS:
Carmel Fire Dept., Stan Puckett says comment letter sent. Building to be sprinkled; fire
hydrant location to be reviewed -will meet with petitioner. Knocksbox not required at this
time, but State Fire Code will require within two years of completion.
County Highway, Jim Neal no comment
County Surveyor, Steve Cash says detention provided in business park; project in Fertig
watershed.
County Soil Water, John South agrees with comments expressed; erosion control
comments to be addressed.
Indiana Gas, Mary Shultz says natural gas available and can serve.
Panhandle Eastern Pipeline; Sharon Prater no comment.
Carmel Engineer, Dick Hill advises petitioner will need commercial curb cut approval from
Board of Public Works; requests drainage calcs. Petitioner to indicate on drawings the size of
existing storm parallel with 1 1 6th Street; indicate right -of -way of Technology Drive. Bruce
Hagen advises street is private except for a portion -Dick will defer to Kate dedication of
street a possibility. Concern regarding slope between structures 701 and 709, and 21 inch
pipe going into 18 inch at structure 701. Drainage easements not shown on drawings.
DOCS, Mark Monroe says review letter sent. Petitioner confirms project is Assisted Living
only and not Alzheimer's care; no skilled care. Parking requirement petitioner reports that
traffic studies from other locations support proposed use as being the least intensive traffic
generator. Trip generation and shift change of employees and service vehicles the only
consideration for parking requirement. Visitation varies. Curb cut location Department
recommends one curb cut off private drive; petitioner says ideal request would be fore two

curb cuts -would like service drive and main entry. ADLS requirements: Dept. needs
response on information requested. Signage should be identical proposed does not conform
to existing. Petitioner hopes to schedule for hearing at November Plan Commission.
Landscape comments to come from Mike Hollibaugh; zoning requirement for buffer to south;
petitioner to meet with Mike.
KELTNER OFFICE BUILDING (DP /ADLS /SP)
Petitioner seeks approval (Development Plan, Architectural Design, Lighting, Landscaping, and
Signage and Secondary Plat) to construct a 21,000 square feet building on 2.14 acres. The site is
located on the north side of Carmel Drive, just across from Chase Court. The site is zoned M-
3/Manufacturing.

Appearing for petitioner, Milt Cuppy, of Cuppy, Groef Turner. Plans submitted to City for office
building, some warehouse storage primarily small office space.
COMMENTS:

meet with Petitioner.

Hamilton County Highway, Jim Neal defers to City of Carmel.

Indianapolis Water Co., Pam Waggoner says water main in Chase Court and also Carmel
Drive; may be a fee involved. Fire protection required? If private, petitioner to contact
Indpls. Water.
Hamilton County Surveyor, Steve Cash says project in watershed for Fertig drain- -will need
outlet request. (indirect outlet -no fee)
Indiana Gas Co., Mary Shultz no comment.
Eastern Panhandle Pipeline, Sharon Prater not affected.
City Engineer, Dick Hill says commercial curb cut needed; requests elevations. Concerned
with site lines and trees on eastern border.
DOCS, Mark Monroe sent comment letter; requests more information on application;
information for public notice; need address from Communications Dept. Request additional
right -of -way on Carmel Drive; also request petitioner participate in bike path on Carmel Drive
within 45 right -of -way; access point to site block 14? Perhaps access off Clark Street rather
than Carmel Drive would be best. Request setbacks and landscape yards labeled on plans.
Mark requests clarification on use of building commercial or industrial? Request detail on
elevation drawings; request meeting with property owner and Brad Barnes to discuss access.
CHESWICK PLACE, SECTION 5 (PP)

Petitioner seeks approval (Variance) to split 17 acres into 4 parcels. The site is located on the east
side of West Road, north of 126th Street. The site is zoned S -1 /Residential.

Overview by Stan Herman. Petitioner requesting a division of 17 acres into 4 lots for residential use;
will maintain rural characteristics. Site is Brendun Apple Orchard, contains many existing apple trees
which will be incorporated into overall plan. A private drive to service the four tracts will be paved
and will also serve the two homes on the north and south of the private drive that face West Road.
COMMENTS:
Carmel Fire Dept., Stan Puckett concerned with width of lane (20 foot) and trees on site in
regard to access for fire trucks. Stan Puckett to visit site and comment later.
County Highway, Jim Neal says private drive must meet County Ordinance since it will
serve over two homes -will review and comment. Will need ingress /egress easement and
utility easements; curb cut approval required.
County Surveyor, Steve Cash says no regulated drains on site; no detention warranted;
general erosion control warranted at construction.
County Soil Water, John South says lots on well septic; two lots at south end have
access to open ditch, lots on north end do not. Health Dept. may require tile drainage access
to improve septic sites. John South recommends extending drainage improvements from
open ditch up to northern lots. Lots one and two will need drainage access.
Indiana Gas Co., Mary Shultz says gas is available on West Road up to 131 st Street.
DOCS, Mark Monroe questioned any plans by County for extending 126th Street from
West Road to Shelborne Road; Jim Neal responded negatively. Mark requests public notice
documentation from petitioner.
MERCHANTS SQUARE (ADLS)
Petitioner seeks approval (Architectural Design, Lighting, Landscaping, and Signage) to construct a
301,207 square feet building on 26 acres. The site is located north of 116th Street, south of Carmel
Drive, west of Keystone Avenue. The site is zoned B -8 /Business.

The Linder Company is purchasing center formerly known as Keystone Square, renamed Merchants
Square. Development Plan and ADLS filed with Plan Commission for review. The west retail
Pavilion has been approved and soon under construction. Triple A Way to be extended to 116th
Street and slightly re- aligned, widened, and improved; three way automatic traffic signal to be
installed at intersection created by AAA Way extension and 116th Street. Petitioner is proposing a
"ring" road around perimeter of Center. Architectural re- design to be significant. Review letter
received from Mark Monroe of DOCS requesting traffic impact analysis at 116th Keystone and
Carmel Drive and Keystone; also requesting intra -site circulation plan. Petitioner is nearing

completion of parking summary; Mr. Nelson's opinion that parking requirement satisfied.
COMMENTS:
Carmel Fire Dept., Stan Puckett says comment letter sent; requests meeting with petitioner
regarding same.
Carmel Utilities, Paul Amone says petitioner has met with John Duffy of Utilities regarding
mapping of water sewer lines under buildings. sewer lines under buildings to be on video
sometime this week; nothing further at this time.
County Surveyor, Steve Cash says in Carmel's jurisdiction -no comment.
County Soil Water, John South says no major changes in storm drainage system defers
to City of Carmel Engineering. Street drainage is critical to look at if adding curbs currently
all sheet flows, may have to install inlets.
Indiana Gas Co., Mary Shultz, gas already in the area and happy to serve.
City Engineer, Kate Boyle, combined concern between DOCS and Engineering regarding
traffic and circulation, both internal external. Requests schedule of development for all
elements: signal design, roadway improvements, etc. Consider moving western curb cut on
south ring, east of AAA Way to alleviate cars backing up. Some internal areas congested,
would suggest crosswalks at key areas; can work through most internal and external design.
Internal traffic signs: need stop signs and street signs for AAA Way and Medical Drive East,
Keystone Way South. Will need "cross traffic does not stop" signage on interior. Externally,
petitioner closing one entrance to 116th Street; Engineering needs to see any further proposed
changes at 116th Street that would affect east bound traffic. Need details of internal
intersections basically four intersections, northeast, northwest, west and southwest to show
lane configurations and turn lanes, some dimensions traffic count needed to consider 3 -way
stops. Parking lot pavement thickness to meet city standards; petitioner resurfacing
parking lot on one inch overlay -need confirmation of drainage flow. Erosion control devices
to be in place during construction. AAA Way: curbs, sidewalks, drainage improvements,
storm sewers and inlets needed. Request to see design for intersections. Sanitary lines and
storm lines exist under building- -would like to see video for connections possibly relocate
sanitary and storm lines.
DOCS, Mark requests petitioner look at additional landscaping to define parking and traffic
flow, i.e. landscape islands, etc. Requests plans be more clearly labeled for signage height and
dimensions. Foot candle to be labeled on lighting plan. Petitioner hopes to go before Plan
Commission in November, committee in December, then back to full Plan Commission.
