Dear City of Carmel Resident:
As our construction season is well underway, we want to take this opportunity to keep you informed of
the status of the important capital improvement projects the City is undertaking in your area. The City
has been working hard to bring the former county roads up to a standard consistent with Carmel city
streets. Some of the projects listed below are in the newly incorporated area and some are nearby, but
Will undoubtedly affect your traffic patterns. These improvements will enhance property values and
make our community safer.
Fart of planning for these projects is making sure there is adequate funding. The City has a 10 -year
fiscal plan that is used to ensure we can accomplish our goals and continue to keep our tax rate among
the lowest in the state. That plan calls for no rate increases over the next decade. We are always
mindful that you work hard for your money and we weigh carefully the decisions made on spending so
that your property taxes remain low. We believe that our road project funding is very appropriate. We
also look for various sources of funding for road projects including federal grapt'i Using those
funds helps us bring more of the federal taxes you pay, back to Carmel
We understand the inconvenience that road construction can cause for everyday, life and it is our hope
that the information shared in this letter will help you plan. The enclosed map shows the roadways in
your area that are currently scheduled to undergo improvements during the 2010- 201.1
construction season. The projects described below are in order of their construction start date. Their
overall construction timeframes may overlap because we would like to complete them in a single
suminer_constructi.on_ season. _On_certain- projects, rhe_Ci.ty determines_tliat_a- total= closure -of- -the road -is
most efficient because it reduces costs and speeds up the project, many times cutting the construction
time in half. We feel the shorter closure time is less burdensome overall.
1. 120 Street Towne Road to Shelborne Road (In progress Dec. 2010 completion):
126' Street is being totally rebuilt as a curbed, two -lane boulevard style roadway with a grass
median, asphalt recreational path on each side, an underground storm water collection system and
landscaping. Improvements also include a major culvert replacement. Currently, 126 Street is
closed to through traffic from Towne Road to Shelborne Road. Detour signs are in place directing
traffic to use Main Street. This project is expected to open to traffic by mid- October 2010. Please
note: access to the West Clay Elementary, College Wood Elementary and Creekside Middle
School campus is being maintained from the Shelborne Road entrance (via the posted detour).
Access to the Cannel Dads' Club soccer fields is being maintained via Towne Road from the
east, then west on 126 I Street (using staggered barricades).

2. Commerce Drive 96 Street to existing Commerce Drive (in progress summer 2011
completion):
96` Street will be closed between US 421 /Michigan Road and Shelborne Road until September
13`' for a total reconstruction. Extension of Commerce Drive from its existing boundary, in the
West Carmel Center commercial development, south to 96` Street, will be widened to four
lanes with a center median and a multi -use path on the north side of the road. Commerce Drive
will consist of two 12' lanes and will run parallel with US 421 /Michigan Road. Roundabouts
will also be utilized at the intersections of 96` Street and Shelborne Road as well as 96` Street
and Commerce Drive, which will require additional road closures to take place during
construction in spring 2011. During construction, local traffic will be able to access Angola
Court and Valparaiso Court coming from the west at US 421 /Michigan Road.
3. Shelborne Road Improvements 121" Street to 126 Street (In progress spring 2011
completion):
Shelbourne Road south of 12 1" Street (Home Stretch Road) to 126 Street will be totally rebuilt as
a curbed, two -lane boulevard -style roadway with a median, asphalt recreational path on each side,
an underground storm water system and landscaping. Roundabouts will be constructed at the
intersections of 121" and 126` Improvements also include a culvert extension and storm water
detention work. This project will be constructed in phases. The first phase is the 121x` Street
roundabout construction which is already underway. This will involve the closure of Shelborne
Road to through traffic from south of 121" to just south of 126 from now until late- October. The
second phase of this project will require the closure of the intersection of 126`' and Shelborne Road
to accommodate the construction, of the roundabout at this location. Please note that through mid
October when 126` Street is scheduled to open, access to West Clay Elementary, College
Wood Elementary and Creekside Middle School campus is being maintained for northbound
Shelborne Road traffic via the detour route (east on 116"' Street to Towne Road, north on
Towne Road to Main Street, west on Main Street to Shelborne Road, south on Shelborne Road
to the school campus entrance).
4. Water Main and path installation along 106th Street Ditch to Michigan Road (In progress
fall 2010 completion):
106` Street traffic from Ditch to US 421 /Michigan Road is restricted to one lane from
approximately 7 a.m. to 4 p.m., Monday through Friday, until November 2010 for installation
of a water main. Flaggers will be present to help direct traffic. Carmel Utilities is installing a
water main on the west side of Clay Township along 106` Street between Ditch Road and US
421 /Michigan Road in order to meet future demands. This water main will provide water to the
growing western edge of the township as well as the former Indianapolis water customers
located in Carmel. Lane restrictions will be in place in sections along 106`" Street between
Ditch Road and US 421 /Michigan. However, traffic will only be impacted in the immediate
area of the section under construction. In conjunction with this project, the City of Carmel will
be installing a 10 -foot wide asphalt multi -use path along the same route as the water main in
order to save time and money.
5. 106 Street and Ditch Road new roundabout (In progress fall 2010 completion):
This project is in progress and will include total reconstruction of the intersection as a roundabout
with the addition of concrete curbs, lighting, and drainage improvements. This is a joint project
between the City of Carmel and the Hamilton County Highway Department. Improvements will
require a 45 -day closure of the intersection, anticipated to begin in late September. There will be an
advance notice posted and a detour route will be indicated with signage for the closure.

6. Main Street and Shelborne Road new roundabout (spring 2011 construction):
A new roundabout will be constructed at the intersection of Main Street and Shelborne Road.
This project has been bid and awarded. However, in order to accommodate other projects in the
area, construction is not expected to start until spring of 2011. The construction of the new
roundabout will require a complete closure of this intersection for 45 days. Sufficient advanced
notice of this closure will be provided as the exact date of the closure becomes known.
7. 106 Street and Shelborne Road new roundabout (spring 2011 construction):
This intersection will be reconstructed as a single -lane roundabout. Final design is underway
and construction is expected to start in the spring of 201 1 with an estimated completion date in
the summer of 2011. This project is being administered by the Hamilton County Highway
Department.
8. 96 Street and Towne Road new roundabout (fall 2011 construction):
This intersection of 96 Street and Towne Road will be reconstructed as a roundabout. Final
design -is- underway and construction is anticipated to start once the Commerce Drive project is
complete in the fall of 2011. This project is being administered by the Hamilton County
Highway Department.
9. Drainage Improvements (ongoing through the end of 2011):
These projects will start in 2010 and continue through 2011 in various neighborhoods in the
southwest Clay area. In order to fund these projects, $1 million was included in the 2009
County Option Income Tax (CO1T) bond. The City's Engineering Department is currently
moving forward with more specific plans for the drainage improvements. The areas where
these drainage projects will take place include Bridlebourne, Crooked Stick, Crooked Stick
West, Kingsmill, Larkspur, Walnut Creek, and Windemere.
The City of Carmel Street Department has completed several re- paving projects in 2010. Proper street
maintenance is important to avoid water infiltration resulting in chuckholes and deterioration of the
core of the road. There will be improvements to many other streets around the city during the
upcoming months. Many of the primary thoroughfares are paved at night (between the hours of 7 p.m.
and 6 a.m.) in order to be less disruptive for drivers. Streets within subdivisions are paved during
regular work hours. The summer re- paving projects will only involve resurfacing of streets. Repairing
streets with chuckhole damage is a continuous project of the Street Department. To report chuckholes,

We know that driving through or being detoured around roadway construction can be frustrating.
However, it is important to be reminded of the community's need for these projects in order to keep
our infrastructure well maintained. You will notice that our overall road improvement plan includes a
number of roundabouts, which we feel have many benefits.
Installing roundabouts improves safety, saves money and reduces both auto emissions and fuel
consumption in our community. The cost of roundabouts and signalized intersections vary based on
land costs, the amount of grading and the underground utilities which have to be relocated. These costs
are usually roughly the same for roundabouts and signalized intersections. However, there is a
substantial savings in that the mechanical stoplight equipment is not needed in a roundabout at an
approximate savings of $150,000 per intersection. Roundabout intersections allow cars to have
continuous movement as opposed to four -way intersections that require cars to stop for long periods of
time while the engine idles. We have documented an 80 percent decrease in injury accidents at
roundabouts as contrasted to signalized intersections with similar traffic volumes.
We hope that by keeping the lines of communication open with correspondence, as well as through
construction updates on the City's web site (www.carnnel.in.gov) and in local news media, we will be
able to lessen the impact of this inconvenience.
