DOCS Staff in attendance: Christine Barton Holmes, Rachel Boone, Director Michael Hollibaugh. Also in attendance: John Molitor, Legal Counsel. The Special Studies Committee considered the following items: 1. Docket No. 08040008 ADLS Amend: Circle K/Shell The applicant seeks approval for a building addition /remodel and new canopy. The site is located at 1230 South Range Line Road. It is zoned B -3 /Business within the Carmel Dr Range Line Road Overlay. Filed by Don Fisher of Insight Engineering, Inc TABLED 2. Docket No. 08040001 TAC: 116 and College PUD Final Development Plan The applicant seeks final development plan approval; minor changes proposed. The site is located at the northeast corner of College Ave and 116 Street. It is zoned PUD /Planned Unit Development. Filed by Zeff Weiss of Ice Miller for Equicor Companies. Zeff Weiss, attorney, Ice Miller appeared before the Committee representing the applicant. Also in attendance: Glen Meinecke and Randy Watson. The Conceptual Site plan for the PUD Ordinance was approved November 21, 2005 together with the proposed Final Development Plan. The modifications from the conceptual to the Final Development Plan include the inclusion of a median at the center entry along College Avenue, a separation between the buildings at the corner of College and 116"' Street, thereby creating a pedestrian corridor and seating area between the two buildings, and the establishment of a 12,000 square foot building where the out -lot was initially proposed. The new building will have the exact, same elevations, height, and architectural features as the other buildings previously approved. The Technical Advisory Committee reviewed the modifications at its May 21, 2008 meeting; the plan was well- received. The entry is an esplanade and separates the buildings and pedestrians. The landscaping was reviewed and approved by Scott Brewer. The plan eliminates two parking spaces along 116' Street and incorporates bike racks. Department Report, Christine Barton Holmes: All outstanding concerns from the Urban Forester and Engineering have ben resolved. The Department requests that the petitioner return to Technical Advisory Committee prior to being issued permits. Commissioner Questions /Comments: Madeleine Torres asked if the roads were being stubbed? (it is difficult to discern from the drawing) Zeff Weiss responded that the area referred to is a pedestrian walkway. Rick Ripma requested clarification on the esplanade —concrete and landscaped? Is the actual footprint the same and the building was just made smaller? The submission is difficult to read. Zeff Weiss referred to the renderings on the lettered tabs--old, initial —and the numerical tabs —new submission. Susan Westermeier made formal motion to approve Docket No. 08040001 TAC 116 College PUD— Final Development Plan with final construction documents to be submitted to Technical Advisory Committee members for final approval of all technical aspects such as drainage and utilities, seconded by Woody Rider, APPROVED 5 -0. Docket No. 08040010 ADLS Amend: Midland Arts Antiques Market. The applicant seeks approval for 1 new wall sign. The site is located at 488 Gradle Drive and is zoned I- 1 /Industrial. Filed by Stevi Stoesz of Midland Arts Antiques Market TABLED to July 1, 2008 4. Docket No. 08040006 ADLS Amend: Meridian Plastic Surgery Center (Perkins Van Natta) The applicant seeks approval for a building addition and signage. The site is located at 170 W 106 Street within the US 31 Corridor Overlay. Filed by Eric Gleissner of Civil Site Group for Dr. Stephen Perkins Eric Gleissner, Civil Site Group appeared before the Committee representing the petitioner. Dr. Stephen Perkins was present together with Dale Ankrom, Architect. The property is located at 170 West 106"' Street within the US 31 Corridor. The petitioner is proposing a small addition to the building and modifying the drive to accommodate. The signage is an issue. The petitioner plans signage (address) on the canvas awning. Two different entities within the building would have signage placed on the building. The petitioner is working with a sign company for font and style and will also continue to work with the Committee on signage. S: /P1anCommission /Minutes/ Committees /SpecialStudies /2008june03 2 ONE CIVIC SQUARE CARMEL, INDIANA 46032 317/571 -2417 Department Report, Rachel Boone: There is some confusion regarding signage and the location of Illinois Street. The petitioner would need a variance for a sign to face the east because it does not face a road. The two signs in front are OK —the awning signs are considered a wall sign and count towards the square footage. The ground sign is a question —will it remain or be relocated? Dr. Perkins responded that if the sign stays, it will remain in the same location—it will either be turned sideways and have a new base or it will be left as is. Rachel Boone commented that to alleviate the problem of the signs facing east, it would help to turn the sign perpendicular to the road however, the petitioner would still need a variance for the additional sign two signs facing one right -of -way. The petitioner is allowed either a ground or a wall sign to face 106"' Street. The proposed wall signs facing east would require multiple variances. Discussion continued regarding the need for variances if wall signs were installed facing east. Dr. Perkins said he would eliminate the signs on the east side of the building and will keep the awning sign. If a variance is required for the ground sign, it will stay where it is. Rachel Boone reported that if Dr. Perkins keeps both the (proposed) wall and (existing) ground signs, he would still need a variance. There is no issue with the context of the signs, simply the number of them. Rachel requested new drawings of the signs with locations shown—permits are needed for the signs. John Molitor noted that the Committee could approve the signage subject to any required variance. Christine Barton Holmes, DOCS requested up -dated drawings reflecting elevations showing the signs. Illinois Street has not yet been constructed and the City Engineer has no plans for it at this time; variances would be required to install the proposed signs. The Committee could approve the signs contingent upon the construction of Illinois Street; upon completion of Illinois, the applicant would return for sign permits. The petitioner is to work with City Engineering and Hamilton County Highway for commitments on road right -of -way, a pedestrian path, and encroachment of parking spaces into the future road right -of -way. Dale Ankrom said the Petitioner has not yet had an opportunity to meet with Engineering, but plans to do that. Dr. Perkins does not own the parking lot to the westit is leased from the insurance company. The petitioner is willing to shift the landscaping and parking spaces. Christine Barton Holmes suggested Tabling until the petitioner meets with Engineering and some of the issues are resolved. Woody Rider noted that only item 96 regarding a commitment for a pathway seemed appropriate. Christine Barton Holmes said dedication will be needed for 106"' Street to move the parking; commitments numbered 5 and 6 are needed —the petitioner is OK with that. The entry to the building is changing, the EFIS stays the same, all surrounds and coins for windows, brick, all stay the same. Woody Rider made formal motion to approve Docket No. 08040006 ADLS Amend, Meridian Plastic Surgery Center (Perkins Van Natta) including written commitments numbered 5 and 6 from Carmel S: /P1anCommission /Minutes/ Committees /SpecialStudies /2008june03 3 ONE CIVIC SQUARE CARMEL, INDIANA 46032 317/571 -2417 Engineering—re-submittal of signs to be approved by Department, seconded by Madeleine Torres, APPROVED 5 -0. 5. Docket No. 08030037 CA: North Meridian Medical Pavilion The applicant seeks approval to amend prior commitments regarding signage. The site is located at 12188 N. Meridian St. and is zoned B -6 /Business within the US 31 Overlay. Filed by Paul Reis of Bose McKinney Evans for Meridian Medical Partners, One, LLC Paul Reis, attorney, Bose McKinney Evans appeared before the Committee representing the applicant. Approval is being sought to amend prior commitment regarding signage located at 12188 North Meridian Street, within the US 31 Overlay. The petitioner will return to the Committee for design and landscaping approval; currently the signage is the main focus. Department Report, Rachel Boone: The sign facing Illinois Street was approved by BZA, the new design looks good; the Department recommends positive consideration to allow the sign. Note: The Committee has full authority to grant final approval of this item. Susan Westermeier made formal motion to approve Docket No. 08030037 CA: North Meridian Medical Pavilion, seconded by Woody Rider, APPROVED 5 -0. 6. Docket No. 08050026 ADLS Amend: West Carmel Dr. Retail (Meijer Outlot A) The applicant seeks approval for the revised building fagade design. The site is located at the northeast corner of Carmel Dr. Pennsylvania St. and is zoned OM/M –Old Meridian District/Meijer Zone. Filed by Ken Cave of Thomas English Retail Real Estate, LLC Ken Cave, Thomas English Retail Real Estate, 8500 Keystone Crossing, Suite 170 appeared before the Committee representing the applicant. Also present: Shawn Curran, Architect, 802 Mulberry Street, Noblesville. This item first appeared at Plan Commission on December 18, 2007. Since then, the project has gone through architectural design; the petitioner has concluded that the building is going to be difficult to build due to the cantilever roof and design of the building. Architectural differences were explained, the required columns to the exterior made it difficult to design for tenant space in the interior. Shawn Curran, Curran Architects displayed renderings of the re- designed building. The building has the same glass features on the south and west with a small sign band in the middle. The building height is the same as before; awnings have been added. Department Report, Christine Barton- Hohnes: The re- design requires No variance, essentially the same except changing out the cantilever roof for new design. The only concern is articulating the cornice a little more, making it heavier. The depth of the cornice is 2 feet, 4 inches —not just a flat, vertical plane. The Department recommends positive consideration. Wayne Haney asked if the facia would conceal the rooftop HVAC —the petitioner responded in the affirmative. The Department preferred the initial design of the building but sympathizes with the petitioner. The Dept. recommends seeing a different version—as close to "as originally submitted," imitating as much as possible. Christine suggested adding awnings and putting signs on them. Wayne Haney suggested using spandrel glass. Sue Westermeier suggested Tabling and having the petitioner return with a new design and the originally approved, color drawings of the original submission. Rick Ripma said this needs to be re- created another way. The current proposal is blah —the original building design was much better. Rick Ripma suggested the petitioner either complete the re- design or come close to the originally approved design. Madeleine Torres asked for more dimension on the top of the building. The petitioner could file for waiver and return to Committee for re- design and waiver all in one. Docket No. 08050026 ADLS Amend, West Carmel Drive Retail (Meijer Outlot A) was TABLED to the July 1, 2008 Special Studies Committee meeting. 7. Docket No. 08050028 ADLS Amend: River Oaks Community Church The applicant seeks approval for a new ground sign. The site is located at 13200 Old Meridian St. and is zoned OM /SU Old Meridian District Special Use. Filed by Amy Rottman of Sign -A -Rama. Dominic Francese, Sr. Pastor, River Oaks Community Church appeared before the Committee representing the applicant. The Church is located at Main Street and Old Meridian, within the Old Meridian District, Special Use. The applicant has been working with Amy Rottman of Sign -A -Rama and Rachel Boone of DOCS. The proposed sign will match the existing brick and will be landscaped to better define the entrance. DOCS, Rachel Boone: River Oaks Community Church is allowed two signs —one for each street frontage. The landscape plan shows small bushes around the sign. The islands in the parking lot contain only grass and bushes. The Ordinance requires landscaping, not just grass/bushes around the sign. Seasonal plantings for color and decorative grasses in addition to the bushes are preferred. The Pastor is agreeable. Another issue is that the sign needs to be set back so as not to interfere with vision clearance and the right of -way. The sign is not illuminated; the sign is white with blue lettering. The brick casing will go all the way to the top. The Department supports the proposed sign. Madeleine Torres commented that the sign would be better as a softer white or beige color and would like some "cap" on the sign. Wayne Haney said the sign appears to be higher —not level. Wayne suggested eliminating 2 bricks down. The petitioner agreed to a limestone cap on the sign and additional plantings in the landscape bed. S: /P1anCommission /Minutes/ Committees /SpecialStudies /2008june03 5 ONE CIVIC SQUARE CARMEL, INDIANA 46032 317/571 -2417 Susan Westermeier made formal motion to approve Docket No. 08050028 ADLS Amend, River Oaks Community Church, conditioned upon the petitioner agreeing to installation of seasonal plantings in the landscape bed and placing the sign far enough back so as not to block right -of -way, and removal of two bricks on either side of the sign, seconded by Madeleine Torres, APPROVED 5 -0. 8. Docket No. 08050029 ADLS Amend: Dealer Services Corp. (City Center at Penn, Bldg 2) The applicant seeks approval for a new wall sign. The site is located at 1320 City Center Drive and is zoned B-3/Business. Filed by Paul Reis of Bose McKinney and Evans. Paul Reis, Attorney, Bose McKinney Evans appeared before the Committee representing the applicant. Chris Alexander, Panatoni Development was also in attendance. Approval is being sought for a new wall sign located at 1320 City Center Drive, Building 2, for Dealer Services Corp. The sign will be internally illuminated with channel letters; the sign colors are red, black, and white. "Dealer Services" will illuminate red at night, the logo will appear as white with "DSC" in red at night, "Corporation" will show white at night, black during the day. The wall sign will face south towards City Center Drive. The petitioner was granted a variance in April to allow this sign. DOCS, Rachel Boone: The sign is within the 105 square -foot allotment; a variance was granted for this additional sign to face City Center Drive. The sign fits all of the requirements of this development. The Department recommends positive consideration. Madeleine Torres made formal motion to approve Docket No. 08050029 ADLS Amend, Dealer Services Corp. (City Center at Penn, Bldg 2) as presented, seconded by Woody Rider, Approved 5 -0. 9. Glass Chimney Restaurant Building Addition Minor Changes (DISCUSSION ONLY) Applicant (Don Fisher, Insight Engineering) seeks feedback before filing an ADLS Amendment application. The site is located at 12901 Old Meridian Street. The site is zoned OM/SU Old Meridian district/Special Use. Present: Don Fisher, Insight Engineering; Deeter Puska, Deeter's Glass Chimney Restaurant The applicant is seeking feedback before official filing of an ADLS Amendment application on a site located at 12901 Old Meridian Street, currently known as the Glass Chimney Restaurant. Discussion included adding a handicap ramp, adding gables over entrance and eliminate awning, adding windows across the front, paint in tan/neutral color, install awning over existing wooden deck, and retain two large spruces —one on either side of the front entry. Also propose to expand behind the house for outdoor seating —has not yet fmalized plans —roof to match the expansion area would be added. The consensus of the Committee was favorable to the proposed image changes to the Glass Chimney Restaurant. 10. Stout Shoes Site New Buildings (DISCUSSION ONLY) S: /P1anCommission /Minutes/ Committees /SpecialStudies /2008june03 6 ONE CIVIC SQUARE CARMEL, INDIANA 46032 317/571 -2417 The applicant (Michael C. Cook of Wooden McLaughlin LLP for Old Meridian Main Street Properties, LLC) seeks feedback before submitting a DP /ADLS application. The site is located at 13100 -13155 Old Meridian Street and is zoned OM/MU —Old Meridian District/Mixed Use. Present: Michael C. Cook, attorney, Wooden McLaughlin; Brad Stout Discussion included the proposed construction of two buildings on 2.196 acres north of the animal hospital. The north building is proposed as a partial two- story, not two full stories, and will house the re- located Stout Shoe Store. The building will be 25.4 feet tall on the end, higher in the middle, with no occupiable second floor. The south building is proposed as a two story building with two occupiable floors -120 feet long and 80 feet deep. The second floor would be occupied as the market dictates —not built -out immediately. The buildings would be pushed up to the street in accordance with the Ordinance. Several variances would be required: height, less than allowed; setback, 10 feet from existing right -of -way; more than 50% retail usage; 70% building intensity as opposed to 50.4°/x. The corner of Old Meridian and Main Street —phase II would be a five -story building on the corner of the intersection. The applicant would like relief from a required, occupiable second floor. The design of the 5- story building is consistent with the Stout building and would complement the other two phases of the project. Signage: Sign band on the buildings; individual letters three feet tall, limited to bay or bays the tenant occupies. Individual store signage--cither backlit or goose neck design. Note: Michael Hollibaugh —the site plan is the missing piece. The next step would be filingB ZA and also file the DP /ADLS for Plan Commission review. The consensus of the Committee was favorable —the petitioner will proceed with filings.
