CARMEL PLAN COMMISSION
SPECIAL STUDIES COMMITTEE
TUESDAY, JULY 1 2008
The Special Studies Committee of the Carmel Plan Commission met in the Caucus Rooms
of City Hall on July 1, 2008. Members present: Wayne Haney, Kevin "Woody" Rider,
Madeleine Torres, Susan Westermeier (late arrival.)
DOCS Staff Present: Rachel Boone and Christine Barton Holmes.
The Special Studies Committee considered the following items:
1. Docket No. 08060004 ADLS Amend: Clay Terrace Pole Banners Signage
The applicant seeks approval for a new ground sign. The site is located at 14390 Clay Terrace Blvd.
and is zoned PUD.
Filed by Cathy Fisher of Simon Property Group.
Cathy Fisher, Simon Property Group appeared before the Committee representing the applicant. The
applicant is seeking approval for pole banners to be added to the south end and north end of Clay Terrace
Boulevard as well as the paseos or pathways between the buildings. The banners would consistent in size,
type, and style. The banners would be available for merchants to advertise name, awareness of location,
and brand, but not sale opportunities. The Banners would highlight events in Carmel such as "Tour de
Carmel," etc. and would also promote Simon Gift Cards, Olympic Cards, etc.
Dept. Report, Rachel Boone: The Banners are allowed in the sign criteria as part of the PUD but must be
approved by the Committee. The Department is concerned about advertising off premise, but as long as it
all pertains to Clay Terrace, the Department would be OK with that. The only worry is the frequency and
number —only 3 companies at any one time. The North and South Banners along Clay Terrace Blvd. are
considered one advertising point.
Wayne Haney had no objection to the proposal and thought it was neat, tidy.
Madeleine Torres questioned how often the banners would be changed and if Community Service Activities
would be advertised as well.
Cathy Fisher responded that the frequency of the change depends a lot on the requests. There would be a
cost involved for advertising on the poles.
Woody Rider wondered if the City had the ability to enforce.

Rachel Boone responded that enforcement would be through the City Code Enforcement process if
necessary.
Madeleine Torres stated she was fully confident of the Simon Group and felt that they stick to their
commitments.
Madeleine Torres made formal motion to approve Docket No. 08060004, Clay Terrace Pole Banners
Signage with the commitment from the petitioner that they will continue through the approval process and
allow public events (fee oriented). The motion was seconded by Wayne Haney and approved 3 -0.
2. Docket No. 08060012 ADLS Amend: Phillips 66 Signage
The applicant seeks approval for a new ground sign and other minor exterior changes. The site is
located at 10400 N. Michigan Rd. and is zoned I -1/1JS 421 Overlay.

Tom Williams, SEA Group, Surveyors appeared before the Committee representing the applicant. Also in
attendance: Carl Kelb, High Point Oil.
The applicant purchased the former Gas America at 104"' and Michigan Road and re- branding to Phillips
66. At this time, the applicant is requesting approval for signage at the site.
Department Report, Rachel Boone: The petitioner is proposing a new ground sign with a brick base-
landscaping around the new base —and a new sign cabinet on the wall with the Phillips 66 logo. The
petitioner has committed to tearing out the asphalt around the base of the sign. The sign will be internally
illuminated.
Madeleine Torres made formal motion to approve Docket No. 0806012 ADLS Amend, Phillips 66
Signage, conditioned upon commitment from the petitioner regarding landscape plan as presented,
removing the asphalt around the sign base and replacing with landscaping; blue facia will be painted red;
the lower right panel of lettering on the sign will state: "All Tune and Lube" in white letters with red
background. The motion was seconded by Wayne Haney and Approved 4 -0.
3. Docket No. 08060013 ADLS Amend: USTA Signage
The applicant seeks approval for a new directory ground sign and a building address sign. The site is
located at 1310 E. 96"' St. and is zoned PUD.
Filed by Mark Saunders of Midwest Youth Tennis and Education Foundation.
Mark Saunders, Executive Director of USTA appeared before the Committee seeking approval for a
directory ground sign. The applicant also seeks an address on the building for visibility for clients and
emergency situations. The Directory Sign would be placed on the existing planting bed near the entrance
and the petitioner would move around some plant material to accommodate. The packets show different
designs. The building is situated at an angle and the address numbers are not visible. The petitioner would
prefer the facia of the south side of the offset of the building.
Department Report, Rachel Boone: The Directory Ground Sign is allowed for multi- tenant, multi level,
building complex. The Ground Sign will be good for visibility for other tenants as well as USTA. The
sign is 20 square feet, less than 5 feet tall, internally illuminated with a limestone cap and setback 5 feet
from the road right -of -way. Placement would be best on the off -set of the building on the right. The

address is plastic numbering, not illuminated. The Department is in support of the petition.
Mark Saunders said the color of the brick on the monument sign would blend with the existing. The best
place for the building address sign is on the front fagade, either at the top or in the strip. Mr. Saunders
decided the best place was actually in the strip.
Susan Westermeier made formal motion to approve Docket No. 08060013 ADLS Amend, USTA Signage
as presented, with the address located within the sign strip on the front fagade of the building, seconded by
Wayne Haney, approved 4 -0.
4. Docket No. 08060011 ADLS Amend: Scheitlin Communications Signage
The applicant seeks approval for a new ground sign. The site is located at 330 N. Rangeline Rd. and
is zoned B -5 /Old Town.
Filed by Rachel Jackson of Scheitlin Communications.
Rachel Jackson, Scheitlin Communications appeared before the Committee requesting approval for a
suspended ground sign located at 330 N. Range Line Road on the north end of the Arts Design District.
The building shares the Church parking lot.
Department Report, Rachel Boone: The sign is purple with white lettering, black posts. The Department
has no issues —the sign is not illuminated and is a nice addition to the streetscape.
The Committee was very much in favor of the logo that will appear on the post or arm of the post. The
sign material will be aluminum or wood —the petitioner will paint.
Madeleine Torres made formal motion to approve Docket No. 08060011 ADLS Amend, Scheitlin
Communications Signage as presented, seconded by Susan Westermeier, Approved 4 -0.
5. Docket No. 08050026 ADLS Amend: West Carmel Dr. Retail (Meijer Outlot A)
The applicant seeks approval for the revised building fagade design. The site is located at the
northeast corner of Carmel Dr. Pennsylvania St. and is zoned OM/M Old Meridian
District/Meijer Zone.
Filed by Ken Cave of Thomas English Retail Real Estate, LLC.
Ken Cave, Thomas English Retail Real Estate appeared before the Committee representing the
applicant. This item was approved last December, however there were some design problems and
the petitioner re- submitted for modifications to the facade.
Modifications include: Waiver of height—lowered to 18 feet at one portion, other is still 26 feet;
spandrel glass on the towers; sign band toward the top of the building; architectural elements are
at the top and limit overhang. The signs are pulled out even with the columns.
Christine Barton Holmes: The petitioner has been through a number of revisions. The latest
reiteration of design is a good compromise. The Department is in favor of the waiver for tower
elements and recommends final approval at this time.
Wayne Haney commented that the first design was simple but powerful —one element from
sidewalk to roof. This proposal is for four different materials and elements and it loses a lot of its

simplicity which was the nicest part of the original design. The building has been cut up a great
deal, especially on the two tower masses and the building is now "very busy."
The petitioner responded that the initial submission was an issue of function and cost. The
mechanicals will be hidden. No lettering is anticipated on the awnings —the tenant would have to
request it.
Susan Westermeier made formal motion to approve Docket No. 08050026 ADLS Amend, West
Carmel Drive Retail Meijer Outlot A) seconded by Madeleine Torres, approved 3 in favor,
one opposed (Haney.)
6. Docket No. 08040010 ADLS Amend: Midland Arts Antiques Market Signage
The applicant seeks approval for I new wall sign. The site is located at 488 Gradle Drive, and is
zoned I- I /Industrial. Filed by Stevi Stoesz of Midland Arts Antiques Market.
Stevi Stoesz of Midland Arts (formerly Academy Charter School) appeared before the Committee
representing the applicant. The applicant is seeking approval for a new ground sign at 488 Gradle Drive.
Department Report, Rachel Boone: The site is allowed a 60 square -foot total sign due to the setback and
the size of the building. The setback is five feet from the road right -of -way. The color is black with white
lettering, gold/silver accents. The sign next to the door shows the name and hours of operation and would
be made of the same materials and colors as the other sign— non illuminated. The light on the exterior of
the door poses no problem.
Susan Westermeier asked about landscaping.
Stevi Stoesz responded that the landscape will cover the poles and around the edge. Stevi will make certain
the landscaping is aesthetically pleasing.
Madeleine Torres asked if there were two signs being requested.
Stevi Stoesz said there is one new wall sign with the store hours, next to the door, under the light. What is
being landscaped is the site of the previous Signage.
Susan Westermeier made formal motion to approve Midland Arts Antiques with additional commitment
from petitioner for landscaping around the previous sign and the one sign next to the door, seconded by
Madeleine Torres, approved 4 -0.
There was no further business to come before the Committee; the meeting adjourned at 6:55 PM.
