Committee Members present: Chairperson Rick Ripma, Kevin "Woody" Rider, Madeleine Torres
(late arrival) and Sue Westermeier
Also present: Ramona Hancock, Secretary
Department of Community Services Staff Present: Rachel Boone, Christine Barton Holmes
The Special Studies Committee considered the following items:
1. Docket No. 08090027 ADLS Amend: Circle the Date Signage
The applicant seeks approval for one new suspended sign. The site is located at 21 5 St. NE and
is zoned R -3 in the Old Town Overlay, with a Use Variance for business.
Filed by Gayle Helart, property owner and Tiffany Mullen, business owner.
Present for Petitioner: Heather Lapham Kuhn.
Overview: Business located at 21 Fifth Street NE consists of 4 women who do related businesses:
Floral Design
Graphic Design
Photography
Event Planning
Sign Request:
Suspended Sign is 3 feet X 4 feet
Colors: brown, green and white with accents of orange, teal and plum

Motion: Woody Rider "To approve Docket No. 08090027 ADLS Amend, Circle the Date Signage,"
seconded by Susan Westermeier, approved 3 -0. Motion Carried.
2. Docket No. 08090016 ADLS Amend: Sheila's Studio Spa Signage
The applicant seeks approval for one new projecting sign. The site is located at 25 W. Main St.
and is zoned B- 1/Business within the Old Town Overlay. Filed by Sheila Baker, owner.
Present for Petitioner: Sheila Baker, Owner.
Overview:
Projecting Sign located at 25 West Main Street
Sign measures 2' X 4'
Bottom of sign is approximately 8 feet above ground
Sign Colors: black with white and pink trim
Sign is NOT illuminated

Sign meets all requirements for tenant signage in Old Town

All Committee Members Agreed —the sign looks great

3. Docket No. 08080023 ADLS Amend: Opus Landmark at Meridian Building 3
The applicant seeks architecture /design approval for a 1.5 -story office building. The site is located
at 12711 N Pennsylvania St. and is zoned B-2/Business within the US 31 Overlay. Filed by Ryan
Albright of Opus North Corporation.
Present for Petitioner: Aleisha Jaeger, Opus North Corporation; Bob Hughes, HGOR, Atlanta, Georgia; Robert
Perkins, Focus Architects; Steve Klemm, TVS.
Overview:
Building 3 will take up about 5 acres
Building will function as a mail center—scanning distribution for regional Opus
Building will also house dining facility -350 seating capacity
Creating a campus pedestrian friendly building
Interior walkway on site will connect to pedestrian path along right -of -way
Capital Group has made significant commitments to environment
Includes series of retaining walls to create sense of visual flow
Re- shaping pond at south end of existing building— streams meander—no canal effect

Outdoor dining area included
Indoor dining area projects outward —will incorporate shade trees /seasonal plantings
Making a design statement out of storm water management—functional people friendly
Canopies will connect buildings
Connecting with community architecturally and thru walk ability series of walkways
Surface parking lot— working with Scott Brewer on trees /plantings
Opportunities are on the west side of the building between Meridian and the right -of -way
Utilizing compatible building materials —same pre -cast
Main entrance is Pennsylvania to the east, then splits to go either north to bldg 2 or south to bldg 3 and
parking
Service Court between two buildings
Serves pedestrian function between two buildings
Glass enclosed —under cover —steel frame structure with curving metal roof
Shields generator and provides shelter for truck pick -up deliveries
Screen will conceal ALL mechanical equipment
Landscape evergreens on either side of peninsula and landscaped island block view of campus
Wherever there is a public side, petitioner tried to do the best exposure.
Department Report, Christine Barton Holmes:
This item heard at BZA and approved for reduction in building height because it is part of a campus
Concern regarding campus surrounding the right -of -way.
Petitioner asked by Dept. to provide elements of LEED
Dept recommends positive consideration
Petitioner's Response:
Capital Group decided not to pursue LEED
Will recycle rainwater for irrigation
Utilize wetlands as a water feature and filtration system
Pedestrian friendly walkways
Capital Group has recycling programs within their buildings and also recycles during construction
Will have variety of other elements to provide health and welfare
Discussion:
Simply Amazing!
"Crown Jewel" for Meridian
Security System?
Compound type enclosure?
At some point, enclosing partially enclosed walkway?

Limited access to parking
Each building has major key -card access
Blue Lighting
Internal security/badge system
Will not have compound -type enclosure
Glass on western exposure only —would like option to enclose walkway at future date if decided
Will promote and encourage pathway

Pedestrians can pass either under or out from under canopy in good weather
Motion: Susan Westermeier "To approve Docket No. 08080023 DLS Amend, Opus Landmark at Meridian,
Building 3," seconded by Madeleine Torres, approved 4 -0. Motion Carried.
4. Docket No. 08080016 OA: Amendment, Carmel Clay Schools; Partial Exemption
The applicant seeks approval to add Zoning Ordinance Section 28.08: Carmel Clay Schools;
Partial Exemption, in order to lay out approval requirements and procedures for new facilities and
buildings proposed by the Carmel Clay Schools. Filed by the Department of Community Services,
on behalf of the Carmel Plan Commission.
Present for Petitioner: Michael Hollibaugh, Director, DOCS

The School would be trading one process for another
School would still be required to do public notice public hearing
Public Hearing would be before the Plan Commission rather than Board of Zoning Appeals
School would be required to submit a full DP /ADLS petition.
Change in petition process initiated by Carmel/Clay Schools
Department is following through on School request
Discussion:
Why does the school want this process /what is the intent?
Losing a needed check/balance
May establish a precedent
Needed?
Why would we want to do this?
School Officials are educators, not planners

Petition would go before the Director/Hearing Officer, not full Commission and Committee
Motion: Sue Westermeier "To forward to Plan Commission with an UNFAVORABLE recommendation,"
seconded by Woody Rider, approved 4 -0.
