Docket No. 08090027 ADLS Amend: Circle the Date Signage The applicant seeks approval for one new suspended sign. The site is located at 21 5 St. NE and is zoned R -3 in the Old Town Overlay, with a Use Variance for business. Filed by Gayle Helart, property owner and Tiffany Mullen, business owner. Present for Petitioner: Heather Lapham Kuhn. Main St. and is zoned B- 1/Business within the Old Town Overlay. Filed by Sheila Baker, owner. Present for Petitioner: Sheila Baker, Owner. Motion Carried. 3. Docket No. 08080023 ADLS Amend: Opus Landmark at Meridian Building 3 The applicant seeks architecture /design approval for a 1.5 -story office building. The site is located at 12711 N Pennsylvania St. and is zoned B-2/Business within the US 31 Overlay. Filed by Ryan Albright of Opus North Corporation. Department Report, Christine Barton Holmes: This item heard at BZA and approved for reduction in building height because it is part of a campus Concern regarding campus surrounding the right -of -way. Petitioner asked by Dept. to provide elements of LEED Dept recommends positive consideration Petitioner's Response: Capital Group decided not to pursue LEED Will recycle rainwater for irrigation Utilize wetlands as a water feature and filtration system Pedestrian friendly walkways Capital Group has recycling programs within their buildings and also recycles during construction Will have variety of other elements to provide health and welfare Discussion: Simply Amazing! "Crown Jewel" for Meridian Security System? Compound type enclosure? At some point, enclosing partially enclosed walkway? Motion Carried. 4. Docket No. 08080016 OA: Amendment, Carmel Clay Schools; Partial Exemption The applicant seeks approval to add Zoning Ordinance Section 28.08: Carmel Clay Schools; Partial Exemption, in order to lay out approval requirements and procedures for new facilities and buildings proposed by the Carmel Clay Schools. Filed by the Department of Community Services, on behalf of the Carmel Plan Commission. Present for Petitioner: Michael Hollibaugh, Director, DOCS Overview: (Christine Barton Holmes) The School would be trading one process for another School would still be required to do public notice public hearing Public Hearing would be before the Plan Commission rather than Board of Zoning Appeals School would be required to submit a full DP /ADLS petition. Change in petition process initiated by Carmel/Clay Schools Department is following through on School request Discussion: Why does the school want this process /what is the intent? Losing a needed check/balance May establish a precedent Needed? Why would we want to do this?
