The Special Studies Committee considered the following items:
1. Docket No. 08110002 ADLS Amend: Winslow Aesthetic Wellness Center Signage
The applicant seeks approval for the design of two directory ground signs and two monument ground
signs. The site is located at 2000 W 116th St. (at the northwest corner of AAA Way 116th St.)
and is zoned B-7/Business.
Filed by Amanda Gates of Sign Craft Industries.
Present for Petitioner: Michael Dierdorf, Sign Craft Industries
Overview:
Sign Proposal for Winslow Aesthetic Wellness Center
Request total of 4 signs
Propose monument signs located at 116"' Street and Century Drive
Propose two directory signs located at entrance to each parking lot
Monument sign dimensions: 12.75' X 2.8' total 35.7 square feet
Directory sign dimensions: 5' X 3.5' 5' tall total 17.5 square feet
Colors: Monument Signs have tan background, teal lettering; directories have 15 tenant
panels, same colors as monument signs
Lighting: external ground lighting on monument signs; directory signs are non illuminated

True Color shown on renderings? (Color rendering is computer generated and looks brighter than
actual)
Teal will stand out more for identification of center

3. (MIGHT BE WITHDRAWN) Docket No. 08100018 ADLS Amend: Weston Park Signage
The applicant seeks approval for the new design of two previously approved multi- tenant ground
signs. The site is located at 10574 Workout Way (southwest corner of Michigan Rd 106"' St.) and
is zoned I -1, in the US 421 Overlay. Filed by Amanda Gates of Sign Craft Industries.
4. Docket No. 08080020 ADLS: Hotel Indigo
The applicant seeks design approval for a 5 -story hotel building. The site is located northeast of 131S
St. US 31 and is zoned B-6/Business within the US 31 Overlay. Filed by Jay Gibson of CDG
Consulting, Inc.
Present for Petitioner: Bill Galvin, hotel owner; Scott Perry, Jay Gibson, CDG Consulting; and Jovan
Rayle.
Overview:
Art Wall at front will display the result of a contest —photo will be placed on the wall
Retention Area —per agreement between developer and owner, (Browning) a bio- retention area will
be provided
Signage: Details of Signage at entry are forthcoming at January 6"' Committee meeting

Docket No. 08080020 ADLS, Hotel Indigo was Continued to the January 6, 2009 Committee for further
review.
5. Docket No. 08090032 OA: Park Place PUD Ordinance Amendment
The applicant seeks approval to amend Ordinance Z- 500 -06, Section 5. Le: Park Place Planned
Unit Development in order to amend the breakdown of unit types. The site is located northeast of
116"' St Guilford Rd and is zoned PUD /Planned Unit Development. Filed by E. Davis Coots of
Coots Henke Wheeler for Greystone Communities, Inc.
Present for Petitioner: Dave Coots, Mark Sheegan, 222 West Los Alamos Blvd, Irving, Texas
Overview:
Parking —current unit mix reduces parking by 4 spaces
Parking remains under the number permitted by Ordinance
Unit mix does not have a negative impact on parking requirements
Petitioner requests return to Plan Commission with positive recommendation for approval

Original PUD specific with type and number of units
Project and needs evaluated
Proposal provides for new mix of units
Recommend forwarding to Dec 16 Plan Commission with a favorable recommendation

Dave Coots, Response:
Has spoken with Karl Haas, attorney for CRC; the Carmel Redevelopment Commission will review
this project on December 17
No tax revenues from this project have been allocated —CRC controls the revenue and how it is
allocated.
Motion: Sue Westermeier "To forward Docket No. 08090032 OA, Park Place PUD Ordinance
Amendment to the full Commission with a favorable recommendation," seconded by Wayne Haney, voted
5 -0 Motion Carried.

6. Docket No. 08090017 DP /ADLS: Aaron Ruben Nelson Mortuary
The applicant seeks site plan and design approval for a mortuary. The site is located at 11411 N
Michigan Rd. and is zoned B -5 /Business. Filed by Charlie Frankenberger of Nelson
Frankenberger for The Blackstone Group.
Present for Petitioner: Charlie Frankenberger, attorney, Nelson and Frankenberger; Max Nelson, Aaron,
Ruben, Nelson Mortuary; Scott Bordenay, Engineer; Jon Dobosiewicz, land use consultant with Nelson
and Frankenberger.
Overview:
Request for Sign Variance withdrawn at BZA
Special Use Application approved at BZA
Commitments requested at Rezone provide for increase in buffer along northern boundary to 30
feet
Parking now numbers 130 spaces
Building is residential in nature and incorporates brick exterior and sloped roof
Monument sign on brick foundation, framed by white columns and gable
Sign complies with Ordinance
Fencing is not required by 2004 commitments but petitioner is supplementing northern buffer with
fencing
Dumpster is being re- located

Significant landscaping on site —some preserved, some augmented with additional landscaping
No details as yet regarding County Highway and County Surveyor
Urban Forester Scott Brewer still working with petitioner on landscaping
Dept recommends favorable consideration and referral to Dec 16 Plan Commission meeting
Petitioner's Response:
Petitioner states he satisfies requirements of County Surveyor's Office
Fence is not identified
7 Arborvitae have been added to buffer area
Scott Brewer has not seen additional plantings and reserves final OK prior to Commission meeting
Jon Dobosiewicz says installation of fence was never a part of commitment
Committee Comments:
Additional fencing— Petitioner is not working hard enough to help neighborhood to accept this
project
Petitioner is not providing adequate visual block
Any commitment from real estate office (C -21) when they were approved'? Their parking lot is
blocked entirely by a fence
Very little blockage /visual barrier on east side of parking area
East and North perimeters are concerns for visual blockage—absolutely need to block the lights
Petitioner:

Again, fence installation was never a part of commitment

Max Nelson, Aaron Ruben Nelson Mortuary:
Some visitation held at night—usually always ends by 9:00 PM.
Not traditional for visitation after 9:00 PM —would be rare
No visitation, no lights
Probably no more than 20 visitations during a year that would last beyond 8 o'clock.
Light Fixture poles are 12 feet in height and more attractive than shoebox -style fixture
Total of 3 light fixtures at end, one at bike racks —there are 6 locations. Petitioner will look to
Committee for advice and guidance.
Committee additional comments:
Car lights are a problem —need further screening
View of Sign also needs to be screened from homes
Monument sign—internally lit— hours?
Petitioner's Response:
Additional screening can be done in areas of concern
Block car lights and some of the view could be done by landscaping but would need Scott Brewer's
approval prior to full Commission
Monument sign background is black, letters are white, sign does not glow, only shows in dark
hours
Will make sign panel opaque, letters could be seen from distance--only trying to identify the
building— letters stand out, background does not
Petitioner will either fence or hedgerow for visual block
Sign sits lower —will do study to be sure it is screened
Petitioner intends to be a good neighbor
Largest funeral service would probably generate 40 cars
If large crowd is anticipated, it would be held at the Temple
Seldom would have enough cars to fill the lot
Current facility parking is approximately 50 cars
Proposed facility is approximately 4,000 square feet larger -130 spaces provided under the
Ordinance
Members of the public comments:
Donald Birt, 4607 Woodhaven Drive; 3 main concerns: Site lighting —even if fenced, 12 foot pole /llighting
would not be blocked —Full cut -off fixture would be appropriate. 2) Fencing —white vinyl fence is not
very attractive in the woodsy atmosphere of the neighborhood —cedar fencing would blend -in better. 3)
The building should be "flipped" with the back to the south property line rather than the north property
line; would make a better installation for the neighborhood and would not negatively impact the funeral
home
Additional Committee Comments:
Building is beautiful
Signage —cremations services--double naming
Committee was not supplied with good renditions of the building
Vinyl fencing would look like wood and would wear better—minimal maintenance
Color brown for fence is OK if neighbors would prefer
Address light above the fence
Not enough windows in the front

Brown Fence Color would detract from the building site rather than enhance
Ordinance prescribes height allowance
Residential in appearance
Lights are on when it is dark out
Max Nelson —would make sure lights are off at 10 PM every night
One light on southwest corner of bldg would remain lit for security purposes
Parking lot lights need NOT be on all night—lighting the fagade of building is a different matter
Lights in parking lot would be on at sunset and off at 10:00 PM
Lights on funeral home would be lit all night
Globes will block light going north
Shield will be to the north on residential side
Dormer windows added to second floor
Michigan Road side is part of viewing area and is recessed
North area of building is closer to 421
Storage, cremator, and garage do not have windows; other areas for flower delivery, restrooms
Will commit to add two additional dormers
Will look at fence along northern border —will be blocked —will extend either fence or landscaping
Petitioner will work with Scott Brewer to supplement visual blockage.
Petitioner will use 8 foot tall evergreens at planting
Motion: Susan Westermeier "To forward to Plan Commission with positive recommendation, subject to:
approval from County Highway, County Surveyor, Scott Brewer regarding landscaping, agreement
regarding parking lot lights —on at sunset, off at 10:00 PM, (not on in Mornings at all) parking lot lights
shielded to the north, petitioner to add two more dormers to north side of building, petitioner to return to
Plan Commission with full screening at on -set of plantings, not in 6 to 8 years, sign screened from
neighborhood entirely," (entire sign is pictured as illuminated) seconded by Woody Rider, voted 5 -0—
Motion Carried.
There was no further business to come before the Committee; the meeting adjourned at 7:15 PM.
