After reviewing the response the Highway Department has the following comments utilizing the same numbering system as previous correspondence: 1. An Application for Project Review must be completed and the appropriate review fees paid prior to any approvals from this office. The application is available on the County Website. Yes, small subdivision review, $100. 2. Please include this statement on the Plans: Decorative signs, sprinkler systems, trees, landscaping mounds, fences, light poles or other such amenities are not permitted within the Right -of -Way. The following is our response to your comments: 1. In terms of the Application for Project Review, is this a "small subdivision review" with $100.00 total fee (less than 5 lots with no new roads, and no primary plat, just a replat)? Please advise and we will complete the application and get you the check. 2. Subject statement regarding items not permitted within the right -of -way is on the set of approved site construction plans as you requested during the plan review process last summer. Do you also require this same statement be listed on the replat? 3. As this is just a subdivision of Block A into 3 lots, we believe the original Weston Park plat specifically addressed the dedication of the 106th Street right -of -way. Nothing changes with this subdivision /replat. Furthermore, the diagonal hatch shown on the replat along 106t Street indicates the right -of -way granted per the original plat with the 65' and 50' dimensions. Please advise if you require further clarification. 4. We will remove the street dedication statement as requested. 5. Not sure what was meant by "Replace the statement in comment #3 with: The Right -of -Way along 106th Street is hereby dedicated to the public No further dedication of the 106th Street right -of -way is proposed by this replat since it was already dedicated in the original plat. Please advise if you require something further. 6. We will add the requested statement about no future request for dedication of internal private drives or access easements. 7. TLF Items Discussed Meeting was held to make a preliminary review of the proposed replat/subdivision of Block A into three lots: the 1 -acre outlot as on the previously approved plans, then creating a parcel for the LA Fitness building and parking and another for the retail building and parking. A preliminary site plan showing the proposed lot lines and easements was reviewed. The following are the issues discussed and decisions reached: 1. 15' setback from the proposed property line between the retail and LA Fitness building is the minimum permitted by zoning regulations. 2. Check for 90% maximum lot coverage. Overall site plan was 73% so this should not be a problem due to the large green spaces to the west of both buildings. 3. Reviewed parking requirements. Outlot will self park. For the remainder of the site, 313 spaces were required by ordinance and 467 were provided. After the split, the retail will have 144 spaces (88 required) and the LA Fitness will have 323 spaces (225 required). Parking counts are acceptable. 4. Reviewed proposed easements for storm and sanitary sewers. 5. CCR's will address driveway access to /from all lots; access easements will not be reflected on the plat. City will need a copy of the CCR's for review and they need to be recorded with the plat. 6. The plat needs to be distributed to all members of the Technical Advisory Committee. It is not necessary to send the construction plans that were previously approved. Note on the transmittal letter the previous review and approval of the plans and note the only change is the addition of easements. 7. Filing fee is $285.00 plus $114.50 x 3 lots, so a total of $628.50; check payable to City of Carmel. 8. File application with check and plat and make TAC distribution no later than May 30. Plat will be reviewed at the June 18 TAC meeting. 9. TLF will check with LA Fitness regarding the lot line between the LA Fitness and the retail as it splits the parking spaces facing south near the LA Fitness front entry. This is not a problem from the city's standpoint. 10. The attached checklist and required items were reviewed. 11. Once all TAC comments /letters are received and city staff has done their final review, the plat will be signed by the city planning director. Assuming no lengthy delay in TAC letters, process should be completed by early July: Angie noted that instead of being signed by the City Plan Commission, it will need to go to the County Commissioners for signature since the site is not within the city limits. TLF will investigate if a full county review and approval process or if county just signs once city approves. After county signature, the plat can be recorded.
