She indicated that she is requesting to renovate the inside of an existing building for an animal clinic. There will be very little change to the exterior. There is already adequate parking. Alexia Donahue Wold, DOCS no comment at this time. Nick Redden- Engineering No comment at this time. Greg Hoyes Hamilton County Surveyor's Office, sent a comment letter, however the architect has resolved the outstanding issues. Chuck Shupperd Vectren Energy, no comments Scott Brewer DOCS, did not receive plans. He would like a copy, but does not believe there are any outstanding issues. David Lucus Hamilton Co. END 9:15 a.m. Docket No. 08010001 ADLS: Parkwood Crossing West Granite City Food Brewery The applicant seeks design approval for a proposed restaurant. The site is located at 150 W 96th St., and is zoned PUD /Planned Unit Development. Filed by Wade Behm of Dunham Capital Management. Wade Behm of Dunham Capital Management presented. He was accompanied by Gary Bryant ?sp) of Wolpert and Aaron Reynolds of Duke Realty. Wade reviewed the sample board of materials that will be used on the building. It is anticipated that the restaurant will seat approximate 250 people, with interior and exterior dining. There will be a brewery on site. Wade apologized that Committee members did not receive review packets in a timely manner. There was some confusion regarding the mailing This has been resolved and packets. Hopefully we can get comments back. Alternative transportation now part of Carmel's transportation plan, no too many comment letters back. Aaron did his review of the project. He did indicate that he had not seen many comments letters back due to the mailing issue. However, he state that the asphalt path would not be a problem. Aaron does have a question for utilities. He will contact them outside the meeting Alexia Donahue Wold, DOCS, no comment at this time. Nick Redden- Engineering, he has sent a comment letter and has no further comments at this time.. Greg Hoyes Hamilton County Surveyor's Office, sent out a comment letter and all that remains to be done is an outlet permit. Chuck Shupperd Vectren Energy, indicated that although this is within Vectren's jurisdiction it does not have a gas line in that area. Chuck suggested that the petitioner contact Dave Cattron of Citizens Gas, they will be serving this area. Dave will direct you on the next steps to take. Scott Brewer DOCS, sent an email to Aaron that included Wade. He has received some changes based on his recommendations, but at this time only about' /2 of the comments made. Scott reviewed his reasoning on specie changes. David Lucus Hamilton Co. Highway Dept., no comments at this time. Chris Ellison, Carmel Fire Department, he just received plans this morning, so has not had time to review the plans. He did notice that there is only one hydrant in the plans. He went on to describe CFD requirements. Chris and the petitioner will meet to discuss hydrants, sprinkler systems and fire alarms, etc at a later time. Ryan Hartman, CTRWD, Aaron and he have spoke and Ryan has done a review. Ryan asked how many grease traps will be used. The petitioner indicated that they are required to have one 2000 grease trap. David Littlejohn -DOGS, sent a letter, if you have any questions please call him. Also, he recommends bike parking. Granite City is agreeable to this. Location of bike racks was discussed. Shirley Hunter Duke Energy, this project is in IPL jurisdiction. END 9:30 a.m. Docket No. 08010009 HPR: Guilford Patio Homes The applicant seeks approval of 40 units on 6.059 acres. The site is located at 531 S Guilford Road and is zoned B -7 /Business. Filed by Ed Fleming of Weihe Engineers for Uptown Partners, LLC. Justin Moffett of Uptown Partners presented. He was accompanied by Ed Fleming of Weihe Engineers. Justin stated that this is the second time for the project to go through TAC. The plans have been changed from 30 single family detached units to 40 condo units. These unites will not be stacked, they are town home style Ed Fleming reiterated what Justin had stated, and added that this units will be on roughly 6 acres, the City will be doing the widening and improvement along Guilford Road and we will take drainage out there. Greg Hoyes Hamilton County Surveyor's Office, has sent a letter to Ed. He just needs some further drainage calculations. Chuck Shupperd Vectren Energy we have gas out on Guilford. Where the main line needs to be installed still needs to be determined. And where meters need to be Meet at a later time. Scott Brewer DOCS, has seen the plans several times. He will be sitting down with Amanda Foley, Gary Duncan and Greg to make sure that everyone is agreeable with the drain swale on the east side and with the plantings. David Lucus Hamilton Co. Chris Ellison, Carmel Fire Department, we have previously discussed fire truck turnarounds, etc. We just need to make sure that adequate signage is available, striping on the road, etc. David Littlejohn -DOGS, I sent a letter and have received response. David questioned the placement of the entrance sign and suggested moving the sign. The petitioner agreed. Shirley Hunter Duke Energy, needs and auto CAD file, service request. She indicated that there are no easements visible that Duke will be able to use. END 9:40 a.m. Keystone Group LLC Vet (RA Franke, lot 8A) The applicant seeks the following use variance approval: Docket No. 08010004 UV Appendix A: Use Table Vet Facility /Kennel in Old Meridian /Mixed Use District The site is located at Old Meridian Street and Carmel Drive and is zoned OM/MU. Filed by Charles Frankenberger of Nelson Frankenberger for the Keystone Group LLC. -and— Docket No. 08010011 DP /ADLS: Old Meridian Plaza (RA Franke, lot 8A) The applicant seeks site plan and design approval for a 4 -story mixed use office /retail building. The site is located at 12863 Old Meridian St. and is zoned OM/MU- Old Meridian, Mixed Use. Filed by Ersal Ozdemir of Keystone Group, LLC. Charlie Frankenberger presented for the petitioner. He was accompanied by Ersal Ozdemir, Keystone Group, Todd Rottmann, Rottmann Architects, John Suter, Rottmann Architects and Rod Pizarro, Structure Point and Tom Mullens, Veterinarian Charlie reviewed the scope of the project. They are planning on building a 4 story building, 60,000 sq. ft. office retail building on the east side of Old Meridian. They will be going before the BZA on February 25 and Plan Commission on March 18 th Alexia Donahue Wold, DOCS, no comment at this time. Nick Redden- Engineering no comment on the variance. Greg Hoyes Hamilton County Surveyor's Office, we need drainage calculations. Chuck Shupperd Vectren Energy, he did not receive any plans. He indicated that there is gas along Meridian Scott Brewer DOCS, he just received the revised plans the day before yesterday and has not had time to write a comment letter on them. He will meet with engineering to discuss the Old Meridian streetscape, etc. He has emailed engineering but has not received a response as to what they are planning for the area. He will have more comments at a later date. Chris Ellison, Carmel Fire Department asked about the plans for the future building. Charlie responded that they are showing it as a future building, because there will be a point in time when they return for ADLS /DP approval for that building, but we are not showing any detail on it now, because it is so preliminary. Chris stated he was interested in utilities back in that area, he asked if they had planned water lines, etc. for that structure. The petitioner indicated that the only utility shown thus far is a sanitary sewer lateral, because water lines are not to hard to bore. Chris wanted to address this issue now because whenever that building is constructed, it will be a requirement. Chris strongly advises that the petitioners look into these options now. If you have concerns or comments, please feel free to call and discuss them with Chris. Also, the structure on Old Meridian he requests that it be equipped with a 5" Stortz connection with a 30 degree turndown facing Old Meridian St. and also Knox locking caps as well as a Knox box on the building. Any fire alarm and sprinkler plans should be directed to Chris's attention. Chuck Shupperd Vectren Energy added to Chris's comments by adding that the petitioners may want a utility easement. The petitioner replied that they are replating the property and will include these in the replat. They will include a utility corridor along the south edge. Ersal stated that there are no plans currently for the back space, but he will take all comments under consideration. Angie Conn, DOGS, I have sent a comment letter and have no further comments at this time. David Littlejohn -DOGS, I sent a letter indicating the need for a 10 ft. asphalt path, 5 ft. sidewalks on both sides of interior sidewalks, ADA compliant ramps, and bike parking to meet the City Ordinance. Shirley Hunter Duke Energy, passed along a service request, business cards and a load sheet. She is sure that 3 phase power will be required in this building, but based on the size of the building this is her opinion. This project will be a major rebuild. Shirley suggests the engineering work start as soon as possible. Ersal asked if Buckingham or Meijer has 3 phase power. Shirley stated that she knew Buckingham did, but was not sure about Meijer. END Prairie Trace Softball Complex Development Standards Variances The applicant seeks the following special use and development standards variance: Docket No. 08020033 SUA Section 21.03 Expansion of school uses Docket No. 08020034 V Section 25.7.02 -5 Additional institutional sign taller than permitted. The site is located at 14200 North River Road and is zoned S1 /Residential Filed by William Payne of Fanning /Howey Associates, Inc. for Carmel Clay Schools Bill Payne presented. He was accompanied by Jeff Bolinger also of Fanning /Howey. Mr. Payne began the presentation by reviewing the current location of the fields and the result of study that was done to determine what could be done to improve the fields and meet Title IX requirements. Mr. Payne also brought visuals to display to the Committee. He indicated that after review it was determined that Prairie Trace School provided the best location for the fields. Negotiations were also held with Steve Pittman of Pittman Partners regarding a piece of property on the north edge of Prairie Trace that the Legacy Development will be on. A small area has been donated by Mr. Pittman to complete the area needed for the fields. He emphasized that this facility will not overlay with over elementary school activities. This will be a four diamond facility and accommodate primarily CHS softball, however, the Carmel Dads Club may on occasion, and more detailed information will be forthcoming. There are presently 240 parking spaces on site for Prairie Trace Elementary, in addition there is some potential for approximately 100 spaces for overflow. The current plan calls for lighting two fields. It is anticipated that they will break ground in the spring. It will take 3 planting seasons before any games can be played. Therefore, it is anticipated that the facility will open the spring of 2010. Meetings have been scheduled with the neighborhoods regarding re- grading of the area post construction. They have met with the City Engineer and discussed some of the drainage issues. Bill reviewed areas that were discussed on their visual. Dug outs will be at grade Jeff Bolinger reviewed the support building. It will be 5,000 sq. ft. It has the same features that you would find at Carmel High School varsity diamond. There are public toilets on the ground floor, a concession stand and storage on the upper floor, along with locker rooms and press box. The exterior will be a split face masonry, and will blend and be complimentary to the Prairie Trace campus. The entrance sign will have an arch with signage, which they are requesting a variance so that additional identifying information for the complex. Meetings with neighbors are scheduled to begin next week. Alexia Donahue Wold, DOCS, no comment at this time. Nick Redden- Engineering has no comments on the variance and will send comments on the site plan as soon as he can. Greg Hoyes Hamilton County Surveyor's Office, will do some research into this. The Elizabeth Warner legal drain goes through that detention pond on that part of the Haverstick subdivision. After his review he will issue a comment letter. Chuck Shupperd Vectren Energy, no gas services needed. Scott Brewer DOCS, has met with Jeff, however he has not received a TAC pkg. Scott will provide comments after his review. David Lucus Hamilton Co. Highway Dept., no comment Chris Ellison, Carmel Fire Department, discussed access to the facility fire suppression and for EMS services. The petitioners will meet with Chris at a later time to discuss these issues. Angie Conn, DOCS, discussed issues that maybe brought up by neighbors to the facility, i.e., noise, light, traffic and buffering with landscape. These should be addressed. It is also strongly suggested that you write a list of commitments for hours of operations. David Littlejohn -DOCS, sent a comment letter, no further comments at this time. Shirley Hunter Duke Energy asked when service will be needed. The petitioners indicated perhaps late fall, however it may be much later. Shirley indicated that currently there is no power to that location. She has been working with the Legacy developers and they have budget projects scheduled with them through 2010 to bring an underground feed from 146 street to a switch that is right across from the entrance to the subdivision on Haverton Way, and we need to discuss easements on your property.
