END 9:40 a.m. Docket No. 08060015 TAC: St. Christopher's Episcopal Church, Phase 3 The applicant seeks TAC approval to construct phase three. The site is located at 1402 W Main St. The site is OM/SU- Old Meridian District Special Use within the US 31 Overlay. Filed by Sanjay Patel of VS Engineering, Inc. Kevin Huse and Russ Bachman presented. This new space will be a worship area. A continuation of the ongoing project. Joanie Clark, Vectren, distributed service call information. Chris Ellison, Carmel Fire Department, asked about sprinkler system. Mr. Huse indicated that the building will be sprinkled and it is anticipated that it will seat 466 people. WIL11 9:50 a.m. Docket No. 08060018 ADLS: Old Meridian Plaza Building 2 (RA Franke, lot 8A) The applicant seeks design approval for Building 2, a 1 -story office building. The site is located at 12863 Old Meridian St. and is zoned OM/MU- Old Meridian, Mixed Use. Filed by Ersal Ozdemir of Keystone Group, LLC. Charlie Frankenberger presented. He was accompanied by Steve Hardin and Roger Kilmer of Baker and Daniels, Chris Wiseman, Cripe Engineering and Ersal Ozdemir of the Keystone Group. The real estate has been reviewed by TAC in the past. The 2.8 acres is located on the east side of Old Meridian. This was previously presented variances and applications for development plan approval and ADLS for a 4 story building, 60,000 sq. ft. building, and 15,000 sq. ft. per floor to be build up to Old Meridian. When these were submitted, it was indicated on the drawings that it might be a possibility of an additional building in the back to the east. The Plan Commission was informed that when and if this occurred we would return. The building plans for the second building have changed slightly, it is no longer going to be a 1 story, it will now have a first floor footprint of 7,000 sq. ft. and a second floor of 1500 sq. ft. Charlie indicated that it is the wish of the developer to convey to the veterinarian the land beneath the building. The primary plat comprises 2 lots he reviewed on a visual. Nick Redden- Engineering, we have sent comments regarding building 1 and many of those will apply to building 2 as well. There are several that need to be restated. A new comment letter will be forthcoming. Chris Ellison, Carmel Fire Department, stated that when the project came through TAC previously he make specific comments regarding adding fire hydrants in the rear of the building, he does not see any hydrants shown on the drawings. What is the plan for this? Chris wants to see plans with the hydrants. He stated he is flexible with the location. He stated that with the amount of parking that is there we will have to maintain clear unobstructed access to the hydrant and a 360 degree clearance around it. Shirley Hunter Duke Energy, the first time the building went through there were a couple of comments made about easements and because this will divided into two lots we will require an utility easement to get power to the back building. If it had stayed one piece of property this easement would not be necessary, but you cannot cross across two properties. Shirley indicated that the feed to these buildings will be coming from 131S street, there is no 3 phase power available, and this power system will have to be rebuilt. This was a residential area and was single phase. She has taken some preliminary notes, but as of today has not been contacted, so she has not done any serious engineering work as yet. Charlie stated that the plan will have to be amended showing the easement. Shirley will let the petitioners know by the end of the week her findings. She distributed service request information. END 10:05 a.m. Docket No. 08050033 DP /ADLS: Stout Shoes Buildings The applicant seeks site plan and design approval for two retail/office buildings. The site is located at 13100 -13155 Old Meridian Street and is zoned OM/MU Old Meridian District/Mixed Use. Filed by Michael Cook of Wooden McLaughlin LLP for Old Meridian Main Properties, LLC. Richard Hoover of Civil- Designs and Robert McGill of Peterson Architects presented. There are two building one two -story and one building that appears to be two story, but is only one. Joanie Clark, Vectren asked if there would be any load changes. It is anticipated that the loads will change. Joanie distributed service request paperwork. Greg Hoyes Hamilton County Surveyor's Office, sent a letter stating that this is not one of our watersheds. Nick Redden- Engineering, we have sent a letter with comments and have no further comments at this time Chris Ellison, Carmel Fire Department, he asked about the fire department connection location, you need to make sure that the fire hydrants maintain a 3 ft. unobstructed view and 360 degree access. Mr. McGill stated it will be there approximately 1 year while their new building is being constructed. Once that the vet vacates the building will be demolished within 6 months. Shirley has not made a site visit. She does not see on the plans any utility easements. Mr. McGill indicated that there are no utility easements on the property. Based on Shirley's design for this property, she may have to request an easement. She will contact the petitioner after reviewing the site and the plans. END 10:15 a.m. Docket No. 08060017 Z: North Meridian Heights Rezone The applicant seeks approval to rezone approximately 21.9 acres from the S- 2 /Residence to B -6 /Business zoning classification, within the US 31 Overlay. The site is located at 131S St. and Catherine Dr, just east of US 31. Filed by Steve Hardin of Baker Daniels, LLP for Browning Associates, LLC. Steve Hardin of Baker Daniels presented. He was accompanied by Roger Kilmer, Chris Wiseman. This project is just east the current Browning project. It is unusual because the homeowners approached Mr. Browning and asked if he would like to acquire the properties. The neighborhood has developed a buy -out committee and are working with Browning Associates. We have now applied for a rezone to a B6. Joanie Clark, Vectren distributed service information. Christine Barton Holmes -DOCS, no comment. David Littlejohn -DOCS, no comment. MOIL11 Docket Number 08070001 TAC Dairy Queen Rebuild Rich Kelly presented. He was accompanied by Mina Khoury, Diary Queen owner and Bill Bolander, architect. This is being submitted on a preliminary basis. We are trying to react to the situation as quickly as possible. They would like to get major topics of discussion on the table relative to the site plan that has been presented. It is a preliminary site plan, it is our intent to finalize the plans later this week. Full construction plans will be submitted at that time. They also asked that TAC members be willing to meet individually with them. Mr. Khoury met with Gary Duncan, Mike Hollibaugh and Angie Conn. There will be some changes to the site plan that you received by email, these will not be substantial, the primary change will be about the common ingress /egress access drive to the south of the DQ property that is shared with the Butler auto facility. Instead of continuing to use that access to serve the DQ, the DQ will have a second curb cut for an entrance off of Rangeline Rd. Joanie Clark, Vectren distributed service request information. Chris Ellison, Carmel Fire Department, I have worked with Mr. Khoury extensively. Chris asked what the seating capacity will be. Mr. Khoury indicated it will be about the same of under 100.
